Safe city - Kiev: bitterness and disappointment
The editors of Security UA received anonymous material describing the shadow side of the implementation of the Safe City project in Kiev.
Unable to quickly check the information received, we publish some of the material “with quotes”. If the information is confirmed at least partially, this will be an occasion for a journalistic investigation.
The project “Safe City of Kiev” is used by a group of initiative comrades to cut the capital budget. This “cut” is managed not by Klitschko, but by “N” (“N No. 1”), which de jure left the walls of the KMDA and de facto continues to control financial flows.
The group of initiative comrades seems to be fooling both leaders and their patrons. The guys spend a lot more money than the installed system. Well, or buys “shit” instead of high-quality equipment, reporting upstairs that the equipment purchased is the number one brand in the world.
This technique is ### vision brand.
Now only the lazy does not say that ### vision is part of the Chinese Communist government’s policy of global surveillance and control of the security systems of other states. In other words, this is the technical espionage system that customers pay for. On the Internet you can even find a map of hacked ### vision cameras.
Now attention! US authorities have adopted a resolution categorically prohibiting the use of ### vision equipment, as it serves to carry out hacker attacks in the interests of the Chinese Communists!

The man who helped “discover” the inexhaustible source - “N”, the business partner of Klitschka; project curator - another “Н” (“Н No. 2”) - an obedient and executive administrator; key support in the ranks of the deputy corps - “O”; Cabinet level support - “P”. "P" supported the "development" of the project, being in KMDA, and with the transition to the Cabinet of Ministers opened the doors for his team in the corridors on Grushevsky.
Now the idea of replicating the Kiev project in other cities began more and more often. If you ask a representative of the city in a private conversation - why? - you get the answer: the command is on top.
The person who took up the implementation of the project “Safe City of Kiev” is Denis “K”, director and co-founder of the company “K”, a pocket contractor of a well-known developer on security systems and low-voltage. Denis is a classmate of "N No. 1".
The equipment supplier and contractor is Victor “M”, director and co-founder of the company “I” (distributor ### vision). Victor was in the "team" through family ties in the Ministry of Internal Affairs.
A strong team - strong projects ...
How it works?
With the support of the right people, the “team” prescribed that the system installed in Kiev (### vision) can only work with its cameras. Of course, this contradicts logic and common sense since on the site ### vision in the VMS section it is indicated that this is an open manufacturer that supports ONVIF - a protocol that allows you to connect any camera with ONVIF support to the video surveillance system.
So they work everywhere, but not in Kiev. in Kiev, all cameras for "BG Kiev" can only be ### vision !!
At the initial stages of the implementation of the project, “I” and “K” carried this project on their shoulders. To withdraw money, 2 main schemes were used:
1) a 2-fold overpricing on the supplier's side (even before importation into Ukraine). And when this scheme began to "stink", we switched to the second option:
2) selling to the city non-existent camera models that were imported to Ukraine at a 2 times higher price (if you evaluate the TTX of the camera that Kiev bought, you could find a camera with an identical TTX with a different name and a price 2 times lower in the catalog).
But after the attention of law enforcement agencies, the scheme was changed, and the "team" figured out how to disperse attention without losing control of cash flow. Namely, to introduce other legal entities into the game. They began to offer market participants a job. And they built a scheme according to which the company that wins, the tender earns on work (this is not earnings, but work at the cost level in order to pay salaries to assembly teams and retain the team) + 1% on equipment (sold to the city for 101 cu, bought for 100 cu from "I"). “I” itself bought equipment in China for 50 cu VAT included.
Everything turns out very beautifully - different companies win tenders, and “profit” goes in one hand. The main thing is to control that the right equipment is purchased and delivered. "N No. 2" monitors this very closely. There are examples when the “School” object chose the equipment of another supplier - they didn’t pay the contractor until he removed the supplied equipment and installed ### vision cameras.
But, as they say, “dashing trouble is the beginning” and our people are very avid for easy money ... Therefore, the “team” applies the mechanisms of “blunt cut”. Example: tender on August 19, 2017 for 45 million hryvnias. The team was going to sell software functions to the City, 70% of which were already purchased by the city along with cameras. Those., for the money received it was planned to “turn on” the functions of the cameras, for which the City had already paid for when buying cameras.
But this tender was stopped (at a rather high price) and, taking into account the surplus at the end of the year, at the end of 2017 the “team” announced a tender for UAH 120 million. And this tender is held with one bidder! Four days before the end of the year, an agreement is signed for the performance of work and for the supply of 120 million UAH. According to the documents, all work and deliveries are carried out, and the contractor receives his money. Of course, in such a short time it was impossible to complete either the delivery or the work. There was hope that perhaps they had taken the money and in a couple of months they would catch up, they would do it, deliver what they should ... But 7 months passed, and nothing ...
The contractor for this tender was the company that replaced K and, in fact, belongs to the same people. Let's call it "IK".
The “Team” brought the situation with “Safe City” to the point where the main market players stepped aside, watching the absurd with bitterness and disappointment.

Безопасный город - Киев: горечь и разочарование
В редакцию Security UA поступил анонимный материал, описывающий теневую сторону внедрения проекта «Безопасный город» в Киеве.
Не имея возможности быстро проверить поступившую информацию, публикуем часть материалов «с кавычками». Если информация подтвердится хотя бы частично, это будет поводом для проведения журналистского расследования.
Проект “Безопасный город Киев” используется группой инициативных товарищей для распила столичного бюджета. Данным «распилом» руководит не Кличко, а “Н” («Н №1»), который де-юре покинул стены КМДА, а де-факто продолжает контролировать финансовые потоки.
Группа инициативных товарищей, судя по всему, дурачит и руководителей, и своих покровителей. Ребята тратят денег намного больше, чем стоит установленная система. Ну, или покупает “шит” вместо качественного оборудования, докладывая наверх, что купленная техника - это бренд №1 в мире.
Техника эта марки ###vision.
Сейчас только ленивый не говорит о том, что ###vision - это часть политики коммунистического правительства Китая по глобальной слежке и контролю систем безопасности других государств. Другими словами - это техническая система шпионажа, за которую платят заказчики. В Интернете даже можно найти карту взломанных камер ###vision.
А теперь внимание! Власти США приняли резолюцию, категорически запрещающую использование техники ###vision, поскольку она служит для проведения хакерских атак в интересах китайских коммунистов!
В любом деле очень важна командная игра. Кто у нас в команде?
Человек, который помог «открыть» неиссякаемый источник - “Н”, бизнес-партнер Кличка; куратор проекта — другой «Н» («Н №2»)- послушный и исполнительный администратор; ключевая поддержка в рядах депутатского корпуса - «О»; поддержка на уровне Кабмина - «П». «П» поддерживал «развитие» проекта, будучи в КМДА, а с переходом в Кабмин открыл двери для своей команды в коридоры на Грушевского.
Теперь идея репликации киевского проекта в других городах начала все чаще. Если спрашиваешь в частной беседе у представителя города - почему? - получаешь ответ: команда сверху.
Человек, который взялся за внедрение проекта «Безопасного города Киев» - Денис «К», директор и соучредитель компании «К», карманного подрядчика известного девелопера по системам безопасности и слаботочке. Денис является одноклассником «Н №1».
Поставщик оборудования и исполнитель - Виктор «М» - директор и соучредитель компании «И» (дистрибьютор ###vision). Виктор попал в «команду» по линии родственных связей в МВД.
Сильная команда - сильные проекты…
Как это работает?
Заручившись поддержкой нужных людей, «команда» прописала, что система, установленная в Киеве (###vision) может работать только со своими камерами. Разумеется, это противоречит логике и здравому смыслу т.к. на сайте ###vision в разделе VMS указано, что это - открытый производитель, который поддерживает ONVIF - протокол, который позволяет подключать в в систему видеонаблюдения любые камеры с поддержкой ONVIF.
Так работают везде, но не в Киеве. в Киеве все камеры для «БГ Киев» могут быть только ###vision!!
На начальных этапах внедрения проекта «И» и «К» несли этот проект на своих плечах. Для вывода денег использовались 2 основные схемы:
1) завышение цены в 2 раза на стороне поставщика (еще до ввоза в Украину). А когда эта схема стала «вонять», перешли ко второму варианту:
2) продажа городу несуществующих моделей камер, которые завозились в Украину по завышенной в 2 раза цене (если оценить ТТХ камеры, которую покупал Киев, то в каталоге можно было найти идентичную по ТТХ камеру с другим названием и ценой в 2 раза ниже).
Но после внимания правоохранительных органов схема была изменена, и «команда» придумала, как рассеять внимание без потери контроля над денежным потоком. А именно - ввести в игру другие юридические лица. Они начали предлагать участникам рынка зарабатывать на работах. И построили схему, по которой компания, которая выигрывает, тендер зарабатывает на работах (это не заработок, а работа на уровне себестоимости с целью выплаты ЗП монтажным бригадам и сохранения коллектива) + 1% на оборудовании (продал городу за 101 у.е., купил за 100 у.е. у «И»). Сам «И» купил в Китае технику по 50 у.е. с НДС.
Все получается очень красиво - тендеры выигрывают разные компании, а “прибыль” идет в одни руки. Главное — контролировать, чтобы закупалось и поставлялось правильное оборудование. «Н №2» следит за этим очень пристально. Есть примеры, когда объект «Школа» выбрал оборудование другого поставщика - с подрядчиком не рассчитались, пока он не снял поставленное оборудование и не установил камеры ###vision.
Но, как говорится, “лиха беда началом” и наши люди очень падкие на легкие деньги… Поэтому “команда” применяет механизмы “тупого распила”. Пример: тендер 19.08.2017 на 45 млн гривен. Команда собиралась продать Городу функции ПО, 70% которых уже были куплены городом вместе с камерами. Т.е., за полученные деньги планировалось “включить” функции камер, за которые Город уже заплатил при покупке камер.
Но этот тендер остановили (достаточно дорогой ценой) и, с учетом профицита на конец года, в конце 2017 года «команда» объявила тендер на 120 млн грн. И тендер этот проводится с одним участником! За четыре дня до конца года подписывается договор на выполнение работ и на поставку на 120 млн. грн. Согласно документам, все работы и поставки выполняются, и подрядчик получает свои деньги. Разумеется, что за столь короткий срок выполнить ни поставку, ни работы выполнить было невозможно. Была надежда на то, что, быть может, деньги взяли и за пару месяцев догонят, - сделают, поставят то, что должны… Но прошло 7 месяцев, и ничего…
Подрядчиком по данному тендеру выступила компания, которая пришла на смену «К» и, фактически, принадлежит тем же людям. Назовем ее «ІК».
“Команда” довела ситуацию с «Безопасным Городом» до того, что основные игроки рынка отошли в сторону, с горечью и разочарованием наблюдая за абсурдом.
