The Security Organizations Union is preparing legislative changes in connection with the events in Kerch.
On October 24, a meeting of the Trade Union of Security Organizations "Law and Order" took place in the Nikolaev Palace of St. Petersburg, the reason for which was the shooting of students of the Technological College in Kerch. The trade union, with the participation of the Russian Guard, is preparing proposals for amending legislation relating to the protection of educational institutions.
From the detective community, the meeting was attended by representatives of the International Association of Detectives, the president of the organization Andrei Matushkin, the head of the Triumph agency Dmitry Tretyakov and the chief editor of Triumph-Info Andrei Zimin.

Kurgan Yuri Nikolaevich, the chairman of the trade union, outlined the agenda as follows. At Kerch College there was no security as such, only watchmen. The protection of educational institutions does not have clear legislative regulations, only slurred technical specifications. There is no post of director for safety, the relevant questions are decided by the principal at his discretion. Federal Law 44 (on procurement for state and municipal needs) places money at the forefront, rather than efficiency and competence. In the schools of St. Petersburg, no one is involved in the screening of students and the prevention of incidents.
The heads of security companies who made presentations supplemented these theses with details. Still, there was security at the Technological College, which provided the institution with a panic button. At the same time, the organization that won the tender has only 2 weapons and 1 car on the balance sheet to serve all customers. This has become possible due to electronic bidding in which anyone can participate. From here came a proposal to remove electronic platforms from educational institutions, and the Russian Guard to impute verification of the accuracy of the data provided by bidders.
Another proposal was the creation of a special commission to help regulate this issue. All speakers agreed on the need for such a position as director of security. The idea was voiced of organizing a specialized training center for educational institutions based on existing developments in this area. The experience of Moscow auctions, where prices are regulated by law, was cited as an example.
On November 14, the Trade Union will prepare a general decision and send it to the appropriate authorities. If at least part of the proposals is implemented, the approach to the protection of educational institutions will change significantly in the city.

Профсоюз Организаций Безопасности готовит изменения в законодательство в связи с событиями в Керчи.
24 октября в Николаевском Дворце Санкт-Петербурга состоялась встреча Профсоюза Организаций Безопасности «Законность и правопорядок», поводом для которой послужил расстрел учеников Технологического Колледжа в Керчи. Профсоюз, при участии Росгвардии, готовит предложения для изменения законодательства, касающегося охраны учебных заведений.
От детективного сообщества на встрече присутствовали представители Международной Ассоциации Детективов, президент организации Андрей Матушкин, руководитель агентства «Триумф» Дмитрий Третьяков и главный редактор «Триумф-Инфо» Андрей Зимин.

Курганский Юрий Николаевич, председатель профсоюза, обозначил повестку следующим образом. В Керченском колледже не было охраны как таковой, только вахтеры. Охрана учебных заведений не имеет четких законодательных регламентов, только невнятные технические задания. Отсутствует должность директора по безопасности, соответствующие вопросы решает директор школы на свое усмотрение. ФЗ 44 (о закупках для государственных и муниципальных нужд) ставит во главу угла деньги, а не эффективность и компетенции. В школах Петербурга никто не занимается досмотром учеников и профилактикой происшествий.
Руководители охранных предприятий, которые выступали с докладами, дополнили эти тезисы подробностями. В Технологическом Колледже все-таки была охрана, которая предоставила заведению тревожную кнопку. При этом у организации, которая выиграла тендер, на балансе числится всего 2 единицы оружия и 1 автомобиль для обслуживания всех заказчиков. Это стало возможным из-за электронных торгов, в которых может участвовать кто угодно. Отсюда появилось предложение убрать электронные площадки из образовательных учреждений, а Росгвардии вменить проверку достоверности данных, которые предоставляют участники торгов.
