Dear Dmitry Anatolyevich!
I am the chairman of the All-Russian Trade Union of the Non-State Security Sphere (NSS), a representative of the young industry of the new Russia, which has been counting since the adoption of the law "On Private Detective and Security Activities" in March 1992.
Today in Russia there are over 24 thousand private security detective structures, in which more than 700 thousand people work. According to various estimates, there are more than two million employees in the private security sector. In 2010 alone, private security guards detained more than 240 thousand violators, including 135 thousand while providing assistance to internal affairs bodies.
Of course, we are in the service sector. "Bi-tu-bi." Business to business. But we consider the sphere of the NSS to be socially significant for the country. This is a natural niche for employment of veterans of law enforcement and other law enforcement agencies and a starting step for young guys who have served in the armed forces. Employment of dismissed veterans, the creation of conditions for their social adaptation to civilian life is one of the priorities of our union. We profess the principle of "three D": wealth, dignity, sovereignty. Decent work - decent pay.
In the event of an emergency or the fact of an offense at the protected facility in the face of a criminal, technological (fire) or terrorist threat, the first, and sometimes the only one, is a security officer, security guard. He needs an adequate reaction to what is happening and help the victims. That is why social guarantees are needed for the employees of the NSS so that competent people work there.
The need for interaction with relevant power structures and other executive bodies (the Ministry of Internal Affairs, the Federal Security Service, the Ministry of Emergencies, the Federal Drug Control Service and others) is extremely important. In a dynamically changing environment, there is a need to change and develop the regulatory framework, including the status of a security guard, his rights and duties at a protected facility in places of mass visits of citizens.
We propose amendments to the current law, which, in our opinion, will increase security in general, will make it possible to act to prevent violations, while in the legal field, will increase the prestige of the work of the NSS officer, a private security guard.
A systematic solution could be the creation of an interdepartmental commission under your personal patronage, with the involvement of all interested departments, as well as representatives and experts from industry unions and employers.
We are asking to give an appropriate order to create an interdepartmental commission-working group on cooperation with the non-state security sphere under the Presidential Administration:
- to create conditions for using the potential of the NSS in ensuring public order;
- to interact with executive authorities in conducting anti-terrorism measures and ensuring fire-fighting measures at guarded facilities;
- for further systematic development of the regulatory framework of the industry.
The Interdepartmental Commission may become, inter alia, the basis of the industry tripartite commission, which will contribute to the signing of the industry agreement, the adoption of industry standards and tariffs binding on workers and employers in our area of the NSS. This step will accelerate the formation of an industry association of employers. In fact, there is still no other side, and we have no one to conduct dialogue with. But it can appear on the basis of authoritative all-Russian associations of security and detective structures.
To increase the prestige of our industry, the NSB Trade Union, together with other industry organizations, created an Organizing Committee to prepare and conduct events dedicated to the celebration of the 20th anniversary of private security and investigation in Russia. It included significant people for the industry: deputies, generals, Heroes of Russia.
Many professions have their own professional holiday, even if the number of employees in them is much lower than ours. At the beginning of March next year, the private guard of Russia will turn 20 years old. The best gift for the anniversary from the President of Russia would be the official approval of such a date, say, on the first Sunday of March.

Уважаемый Дмитрий Анатольевич!
Я являюсь председателем Общероссийского профсоюза негосударственной сферы безопасности (НСБ), представителем молодой отрасли новой России, которая ведёт свой отсчёт с момента принятия закона «О частной детективной и охранной деятельности» в марте 1992 года.
На сегодняшний день в России насчитывается свыше 24 тысяч частных охранно-сыскных структур, в которых работает более 700 тысяч человек. По различным оценкам, всего сотрудников негосударственной сферы безопасности свыше двух миллионов. Только за 2010 год частными охранниками было задержано более 240 тысяч нарушителей, в том числе 135 тысяч при оказании содействия органам внутренних дел.
Конечно, мы относимся к сфере услуг. «Би-ту-би». Бизнес для бизнеса. Но мы считаем сферу НСБ социально значимой для страны. Это естественная ниша трудоустройства ветеранов правоохранительных и иных силовых структур и стартовая ступень для молодых парней, отслуживших в вооружённых силах. Трудоустройство увольняемых ветеранов, создание условий их социальной адаптации к гражданской жизни – одна из приоритетных задач нашего профсоюза. Мы исповедуем принцип «три Д»: достаток, достоинство, державность. Достойному труду – достойную оплату.
В случае чрезвычайной ситуации или факта правонарушения на охраняемом объекте перед лицом криминальной, техногенной (пожарной) или террористической угрозы первым, а порой и единственным оказывается сотрудник безопасности, охранник. От него требуется адекватная реакция на происходящее и помощь пострадавшим. Именно поэтому необходимы социальные гарантии работникам НСБ, чтобы там трудились компетентные люди.
Необходимость взаимодействия с профильными силовыми структурами и другими органами исполнительной власти (МВД, ФСБ, МЧС, ФСКН и другие)предельно важна. В динамично меняющихся условиях возникает необходимость изменения и развития нормативно-правовой базы, в том числе статуса охранника, его прав и обязанностей на охраняемом объекте в местах массового посещения граждан.
Мы предлагаем внести изменения в действующий закон, которые, на наш взгляд, повысят безопасность в целом, дадут возможность действовать по пресечению правонарушений, находясь в правовом поле, повысят престиж работы сотрудника НСБ, частного охранника.
Системным решением могло бы стать создание межведомственной комиссии под Вашим личным патронажем, с привлечением в её работу всех заинтересованных ведомств, а также представителей и экспертов от отраслевых профсоюзов и работодателей.
Мы обращаемся с просьбой дать соответствующее поручение о создании межведомственной комиссии-рабочей группы по взаимодействию с негосударственной сферой безопасности при Администрации Президента:
– для создания условий использования потенциала НСБ в обеспечении общественного порядка;
– для взаимодействия с органами исполнительной власти в проведении антитеррористических мероприятий и обеспечении противопожарных мер на охраняемых объектах;
– для дальнейшего системного развития нормативно-правовой базы отрасли.
Межведомственная комиссия может стать, в том числе, основой отраслевой трёхсторонней комиссии, что будет способствовать подписанию отраслевого соглашения, принятию отраслевых стандартов и тарифов, обязательных для работников и работодателей нашей сферы НСБ. Этот шаг ускорит формирование отраслевого объединения работодателей. По сути, до сих пор нет другой стороны, и нам не с кем вести диалог. Но она может появиться на базе авторитетных общероссийских ассоциаций охранно-сыскных структур.
Для повышения престижа нашей отрасли Профсоюз НСБ совместно с другими отраслевыми организациями создал Оргкомитет по подготовке и проведению мероприятий, посвящённых празднованию 20-летия частной охраны и сыска в России. В него вошли знаковые для отрасли люди: депутаты, генералы, Герои России.
У многих профессий есть свой профессиональный праздник, даже если численность работающих в них намного ниже, чем у нас. В начале марта следующего года частной охране России исполнится 20 лет. Лучшим подарком к юбилею от Президента России стало бы официальное утверждение такой даты, скажем, на первое воскресенье марта.
