Ukraine needs a non-state security system - expert \
To strengthen the fight against terrorism in Ukraine, it is necessary to adopt a number of thematic legislative acts. Such an opinion was expressed by Alexander Dichek, President of the International Public Organization “International Anti-Terrorist Unity” during a press conference in the Observer.
“Speaking generally about the legislative framework that would contribute to the fight and counteraction against terrorism and extremism, our state has not done everything to build a system to combat terrorism and extremism,” he said. As Diceck is convinced, the state should act as the social partner of society and take a number of measures - “legislative, organizational, executive and special” - that will strengthen the system of counteraction against terrorism.
Among such measures, the expert called the resumption of the Anti-Crisis Center under the President of Ukraine, which existed in Ukraine from 2003 to 2007. “The goal of this body could be three big tasks: analysis of the current situation, monitoring, the formation of a predictive model of the country's behavior and, finally, operational participation in localization and elimination of crisis situations,” Diceck explained.
The second step should be the creation of a non-state security system. “This is part of civil society - according to the level of development of the non-state security system, we can talk about democratic transformations in the country. This is one of the components of the country's national security system, ”the expert said. He explained: this is an off-budget reserve law enforcement system. But in order for it to be able to function, at least five laws must be adopted - the “Law on Arms, the Law on Security Activities, the Law on Detective Activities, the Law on Security Services of business entities and other legal entities, and the Law on Commercial Secret”.
“This system solves the important social task of adapting troops discharged to the reserve, it fills the country's budget and creates a favorable investment climate,” said Diecek.

Украине нужна негосударственная система безопасности - эксперт\
Для усиления противодействия терроризму в Украине необходимо принять ряд тематических законодательных актов. Такое мнение во время пресс-конференции в «Обозревателе» высказал президент Международной общественной организации «Международное антитеррористическое единство» Александр Дичек.
«Если говорить в целом о законодательной базе, которая способствовала бы борьбе и противодействию терроризму и экстремизму, то наше государство не все сделало для того, чтобы выстроить систему борьбы с терроризмом и экстремизмом», - сказал он. Как убежден Дичек, государство должно выступать в роли социального партнера общества и принять ряд мер – «законодательных, организационных, исполнительных и специальных», - которые позволят усилить систему противодействия терроризму.
В числе таких мер эксперт назвал возобновление Антикризисного центра при президенте Украины, который существовал в Украине с 2003 по 2007 год. «Целью этого органа могли бы стать три большие задачи: анализ текущей ситуации, мониторинг, формирование прогнозирующей модели поведения страны и, наконец, оперативное участие в локализации и устранении кризисных ситуаций», - пояснил Дичек.
Вторым шагом должно стать создание негосударственной системы безопасности. «Это часть гражданского общества – по уровню развитости негосударственной системы безопасности можно говорить о демократических преобразованиях в стране. Это одна из составляющих системы национальной безопасности страны», - сказал эксперт. Он пояснил: речь идет о внебюджетной резервной правоохранительной системе. Но для того, чтобы она смогла функционировать, должны быть приняты как минимум пять законов – «Закон об оружии, Закон об охранной деятельности, Закон о детективной деятельности, Закон о службах безопасности субъектов хозяйствования и других юридических лиц и Закон о коммерческой тайне».
«Эта система решает важную социальную задачу адаптации военнослужащих, уволенных в запас, она наполняет бюджет страны и формирует благоприятный инвестиционный климат», - заявил Дичек.
