Police Department No. 1 of the Zheleznodorozhny District of Voronezh on the eve opened a criminal case under Art. 330 (arbitrariness) of the Criminal Code in relation to the former senior precinct commissioner of the third department of the Internal Affairs Directorate for Voronezh, Roman Khabarov. This "Gazeta.ru" said Khabarov himself, who was summoned for interrogation. A month earlier, in the journal "Russian Reporter" on October 17, 2011, his interview came out under the heading "The police degraded before my eyes." В отношении экс-милиционера, рассказавшего о нарушениях в системе МВД, возбуждено уголовное дело. Бывший воронежский участковый Роман Хабаров рассказывал СМИ, как в его отделе фабрикуются дела, а теперь его самого подозревают в самоуправстве.
Отдел полиции № 1 Железнодорожного района Воронежа накануне возбудил уголовное дело по ст. 330 (самоуправство) Уголовного кодекса в отношении бывшего старшего участкового уполномоченного третьего отдела УВД по Воронежу Романа Хабарова. В нем экс-милиционер, прослуживший в органах 18 лет, смело рассуждает о том, почему реформа МВД провалилась, и объясняет причины деградации органов внутренних дел. Он рассказывает о пытках задержанных, о том, как фабрикуются дела в угоду статистике, о бесправии стража порядка перед своим начальством и о служебной необходимости постоянно нарушать закон. Также Хабаров пояснил, что на аттестации комиссию заинтересовали не его профессиональные качества, а поездка в США по программе Московской школы политических исследований (МШПИ).
