Министр внутренних дел Рашид Нургалиев 24 ноября подписал очередной приказ, изменяющий структуру органов внутренних дел на региональном и районном уровнях. Судя по вносимым в штаты органов внутренних дел изменениям, решено отказаться от системы, когда в одной структуре объединялись оперативные подразделения как уголовного розыска, так и органы по борьбе с экономическими преступлениями и коррупцией.
В соответствии с апрельским приказом министра, изданном "в целях приведения структур территориальных органов Министерства внутренних дел Российской Федерации в соответствие с ... ФЗ «О полиции», подразделения УР и БЭП на уровне региона входили в состав единого Управления организации оперативно-разыскной деятельности и имели общие отделы по организационно-методическому обеспечению, по организации агентурной работы и по организации розыска. По новому приказу никакого Управления организации ОРД не предусмотрено, зато вновь появляются управление уголовного розыска и управление экономической безопасности и противодействию коррупции, каждое из которых, видимо, как и до апрельских нововведений, самостоятельно будет организовывать работу со своим спецаппаратом и заботиться о своем организационно-методическом обеспечении.
Аналогичные изменения произошли и в ОВД на районном уровне. Кроме того, начальники районных следственных подразделений вернули себе положение заместителей начальника УМВД.
В составе управлений вневедомственной охраны региональных органов МВД появится новое подразделение - Центр по обеспечению безопасности высших должностных лиц.
Министр поручил руководителям региональных органов МВД привести структуру в соответствие с новым приказом до 1 января 2012 года.
