FSB detained police lieutenant colonel in St. Petersburg on suspicion of receiving a bribe
Police lieutenant colonel Lazarev, head of the licensing and permitting department of the Pushkin Department of Internal Affairs, was detained on December 2 by officers of the Federal Security Service in St. Petersburg and the Leningrad Region on suspicion of receiving a bribe. According to the preliminary investigation, for 35 thousand rubles, the lieutenant colonel promised not to hold the head of the commercial organization responsible for violating the law "On private detective and security activities."

According to the agency, in September of this year, Lazarev demanded a bribe from the general director of one of the commercial structures, for which he promised to be exempted from the statutory liability for violations of article 12 of the RF Law on Private Detective and Security Activities. The lieutenant colonel estimated his services at 35 thousand rubles. The first part of the bribe, 20 thousand rubles, the offending general director handed over to Lazarev on November 22. After Lazarev received the second part of the bribe in the amount of 15 thousand rubles on December 2, he was detained by the FSB officers.
A criminal case against Lieutenant Colonel Lazarev was instituted under Part 3 of Art. 290 of the Criminal Code (“An official receiving a bribe for illegal actions (inaction)”). After the changes made to the Criminal Code of Russia in May this year, the minimum punishment that awaits Lazarev if his guilt is proved is a fine in the amount of forty times the bribe received. The maximum penalty is 7 years in prison with the same fine.
Due to the fact that Lazarev fully admitted his guilt and actively cooperates with the investigation, he was selected a preventive measure in the form of a recognizance not to leave. The charge to the lieutenant colonel will be brought in the near future.

ФСБ задержала в Петербурге подполковника полиции по подозрению в получении взятки
Подполковник полиции Лазарев, начальник отделения лицензионно-разрешительной работы Пушкинского ОМВД, 2 декабря задержан сотрудниками УФСБ по Санкт-Петербургу и Ленинградской области по подозрению в получении взятки. По данным предварительного следствия, за 35 тысяч рублей подполковник обещал не привлекать руководителя коммерческой организации к ответственности за нарушение закона "О частной детективной и охранной деятельности".
Об этом сообщает ГСУ СК РФ по Петербургу.
По данным ведомства, в сентябре текущего года Лазарев потребовал от генерального директора одной из коммерческих структур взятку, за что обещал освобождение от предусмотренной законом ответственности за выявленные нарушения статьи 12 Закона РФ "О частной детективной и охранной деятельности". Свои услуги подполковник оценил в 35 тысяч рублей. Первую часть взятки, 20 тысяч рублей, провинившийся генеральный директор передал Лазареву 22 ноября. После того, как 2 декабря Лазарев получил вторую часть взятки в размере 15 тысяч рублей, он был задержан сотрудниками УФСБ.
Уголовное дело в отношении подполковника Лазарева возбуждено по ч. 3 ст. 290 УК РФ («Получение должностным лицом взятки за незаконные действия (бездействие)»). После изменений, внесенных в УК России в мае этого года, минимальное наказание, которое ждет Лазарева в том случае, если будет доказана его вина - штраф в сорокократном размере полученной взятки. Максимальное наказание - 7 лет лишение свободы с тем же штрафом.
В связи с тем, что Лазарев полностью признал свою вину и активно сотрудничает со следствием, ему избрана мера пресечения в виде подписки о невыезде. Обвинение подполковнику будет предъявлено в ближайшее время.
