The Glazunovsky District Court has suppressed the trade in fake diplomas.

The Glazunovsky District Court of the Oryol Region considered in an open session a civil case based on an administrative statement of claim by a local prosecutor. The latter filed a lawsuit in the interests of an indefinite circle of persons and asked for the recognition of information posted on the Internet, prohibited for distribution in the Russian Federation. This is a site that sold documents to work as private security guards.

In the course of monitoring, prosecutors found out that on a resource that had free access, offers were placed on the acquisition of paid diplomas, which opened the way to work not only as private security guards, but also as private detectives. The lawsuit noted that professional training for work as private detectives and private security guards and additional professional education for the heads of private security organizations in correspondence and self-education are not allowed.

And the standard vocational training programs were approved by order of the Russian Guard in November 2019. Based on this, the prosecutor's office came to the conclusion that information posted on the Internet in the public domain on the sale of diplomas, for the commission of which the legislator provides for criminal and administrative liability, is the dissemination of prohibited information. As usual, it was not possible to find the owners of the site, since it is located on the technical premises of a foreign hosting provider.

In making the decision, the court indicated that the rules for passing the qualifying exam are in force in Russia. They were approved by the decree of the government of the Russian Federation of 1992 № 587 "Questions of private detective (detective) and private security activities." The exams are taken by specialized educational organizations and include testing the practical skills of using firearms and special equipment. In this regard, access to the dubious resource was closed.
