The reform of the Ministry of Internal Affairs was one of the most sensational events of the past 2011, it is officially considered to be successful, but at the very end of the year, the Rashid Nurgaliyev’s department published on its website a draft state program “Ensuring Public Order and Combating Crime” for 2012-2020. This document gives serious reasons to doubt that the reforms carried out have benefited the internal affairs system.

The state program is replete with polar scenarios for the development of the law enforcement structure in the medium term - from "a significant improvement in the values of indicators" to negative results in the "functioning of the Ministry of Internal Affairs system." Such vocabulary is unprecedented for documents that have so far come from the bowels of the ministry, and were distinguished by tremendous optimism.

At the same time, the Ministry of Internal Affairs forecasts for the next 3-5 years an increase in "the array of crimes committed in public places, the growth of certain types of crimes both against property and against the individual, criminal alcoholization and anesthesia of the population, the growth of corruption." The ideologists of the document explain this by “the influence on the criminal situation of socio-economic problems associated with the global financial and economic crisis,” which “not only has not exhausted its potential, but has not fully manifested itself”.

The Ministry of Internal Affairs intends to achieve a significant "improvement in the values of indicators" only at the next stage - in 2016-2020. However, the authors of the document in this case do not exclude the influence of the notorious risks, this time external. There is a very big problem for large centers, where the average salary is higher than the police, for example, the average salary in Moscow is 50 thousand rubles, in St. Petersburg 35 thousand, etc., and these are the most difficult regions, with a high turnover rate.
3. Carrying out rotational processes: applies to the entire management team. Whether the mid-level manager agrees to move to another region, taking into account that the solution of social issues of the family is not provided. Where the spouse will work, children's education, everyday life, and much more.
This is just a small list of pitfalls.
That is, there should be a transition to a state similar to the army, and the police do not have the opportunity to create a garrison lifestyle, and even if this goes on, this results in the creation of a paramilitary unit, strict subordination and constant combat readiness. The question is, are employees ready for this? The answer is rather no than yes.
