Within the framework of Donbass-Antiterror - 2011 (which is also noteworthy), issues of counteracting the use of modern communication technologies, in particular the Internet, for terrorist and extremist purposes were also worked out. For, as you know, terrorists are increasingly using the World Wide Web to implement their anti-human plans. In this sense, the special services have already largely adequately responded to the terrorists ’know-how, when they use social networks and flash mobs to destabilize the situation, organize mass rallies and simply spread panic.

The course of the joint training of anti-terror specialists developed as follows.

In order to divert the forces and means of law enforcement agencies, they started with the “petty” one - with the organization of the riots mentioned above in the fan zone of the Donbass Arena stadium. This should not have raised heightened suspicion on the part of the special structures, since such riots are not uncommon at such events, they are "used to" them.
With the beginning of this “mess”, another group of “bandits”, who entered the stadium, takes hostages from among the visitors of the football match, as well as (if possible) athletes and coaches. Finally, the third group, having penetrated the Winter cold storage plant, in order to prove the seriousness of their intentions, undermines the containers with ammonia. Here, of course, there were more conventions, since ammonia, recall, is the strongest poison, leads to toxic pulmonary edema, severe damage to the nervous system, and serious chemical burns. In addition, liquefied ammonia, evaporating, absorbs heat, and when it comes into contact with the skin, frostbite of varying severity occurs ... However, doctors and those involved in the exercises of the Ministry of Emergencies worked out measures to localize the attack, acting as if such a tragedy really happened. They did not allow a larger man-made disaster to erupt at an object of increased danger with a massive concentration of people.
Everything happened as in reality. When the "ultras" began to beat the spectators who watched the match on the big screen, they began to scatter, while some people were injured (conditionally). Then the young men moved to the outlets and began to ramp up there, set fire to one. The seller of products, engulfed in flames, ran out of the kiosk and fell, "losing consciousness." To help him, an EMERCOM detachment and a medical team hurried to it, but the hooligans blocked the ambulance and did not allow the doctors to get out of the car.
Arriving at the scene, the head of the combined police detachment with the help of a loudspeaker appealed to the participants of the events with a request to stop their illegal actions, warned them of responsibility. His appeal was immediately duplicated in English. After that, part of the fans, including women and children, left the territory of the fan zone.
In relation to the remaining hooligans, police officers conducted a special operation, during which the algorithm of actions of each group of specialists was clearly worked out. A riot area was cordoned off, a raging crowd was blocked and divided, and organizers and active violators were detained and transferred to a convoy group for their delivery to the regional department.
During the special operation, two hooligans tried to escape from the guards. The equestrian police outfit blocked their path and detained one of them. The second offender, running away, used weapons of traumatic action. He was detained with a service dog.
Meanwhile, the "terrorists" demanded a bus to move to the airport of Donetsk. Negotiations were started with them. And soon the Ukrainian “Alfovites” successfully completed their task ... There is nothing special to describe here, such things are like a business card of any special forces respecting themselves. As usual in such cases, the operation lasted a matter of seconds (otherwise - failure, death of the hostages and the special forces themselves).

Summarizing the results of the exercises, the SBU chairman, Army General Valery Khoroshkovsky, noted that the main purpose of the event was "to understand how adequately we are prepared to ensure the security of the future football tournament against the backdrop of existing threats."

Когда «ультрас»-боевики атаковали стадионы Евро-2012 (в рамках учений, конечно), спецназ Украины и ряда стран СНГ дал им решительный отпор

…В последних числах сентября Службе безопасности Украины (СБУ) удалось предотвратить крупное побоище на стадионах «Донбасс Арена» и «Шахтер», что в Донецке. Произошло это в момент, когда один из них готовили к проведению финального матча будущего чемпионата мира по футболу Евро-2012. Акцию, должную привести к срыву ответственнейшей игры, затеяли в фан-зоне радикально настроенные болельщики категории «ультрас».
Быстро выяснилось, что это и не фанаты вовсе, а боевики одной из международных террористических организаций (МТО) радикально-экстремистского толка, прибывшие на «Донбасс» под видом болельщиков. Более того, эта МТО действовала по заказу некой транснациональной финансово‑промышленной корпорации. Избивали зрителей, захватили заложников… Одновременно другая группа экстремистов подорвала емкости с аммиаком на хладокомбинате ОАО «Винтер» в центральной части города. Туда, помимо спецназа, были немедленно стянуты крупные силы МЧС…
В преддверии чемпионатов и олимпиад
Против распоясавшихся молодчиков были брошены бойцы спецподразделения «Беркут» МВД Украины. А освободить заложников были призваны «профи» из центра специальных операций «А» СБУ. Содействие им оказали внутренние войска МВД и Госавтоинспекция.
В операции участвовали также профессионалы по антитеррору из России, Беларуси, Казахстана, Молдовы, Польши и некоторых других государств. Задействованы были пограничные и таможенные ведомства ряда стран СНГ. Общими усилиями развитие теракта было решительно предотвращено, а спасатели локализовали его последствия.
Широкой огласки в СМИ эти события не получили лишь потому, что все они имели место в рамках крупнейших за последние несколько лет на пространстве СНГ антитеррористических учений «Донбасс-Антитеррор — 2011». Официально отмечается, что они проводились с целью отработки взаимодействия органов безопасности и спецслужб в рамках программы сотрудничества государств — участников СНГ в борьбе с терроризмом и другими насильственными проявлениями экстремизма. В самой Украине подобных мероприятий с привлечением тысяч специалистов и использованием технических средств не наблюдалось уже без малого десять лет. Разве что в августе СБУ провела учения в гостинице «Луческ» в Луцке в рамках подготовки к чемпионату Европы по футболу.
Уникальность проведенных в Донецке учений, реализованных под эгидой Антитеррористического центра (АТЦ) СНГ, не вызывает сомнений. Еще ни разу ни в одной стране Содружества не проводилось похожих маневров с целью отработки слаженности действий при предотвращении теракта на крупных спортивных сооружениях, каковыми являются стадионы высшей категории. Учебно-боевая работа велась на конкретных объектах, и в этом смысле «Донбасс-Антитеррор — 2011» был по максимуму приближен к возможной реальной обстановке. А с учетом того, что в ряде стран Содружества в ближайшие годы пройдут спортивные состязания мирового уровня, важность свершившегося только возрастает.
Как сообщили «БВГ» в пресс-службе АТЦ, «при разработке замысла тренировки специалистами Центра учитывалась значимость обеспечения безопасности на объектах спортивной инфраструктуры для Украины и других государств СНГ в преддверии проведения на их территориях масштабных спортивных мероприятий: Евро-2012 в Украине, чемпионата мира по хоккею 2012 года в Республике Беларусь, Универсиады-2013 в Казани, Олимпиады-2014 в Сочи». Стоит напомнить, что не за такими уж высокими горами и проведение в России чемпионата мира по футболу в 2018 году.
За своевременность проведения подобных учений, их ненадуманность говорит и то обстоятельство, что настоящие (а не «учебные») террористы реально присматриваются к объектам спортивной инфраструктуры. Летом 2008 года, когда в Китае проводилась Олимпиада, Интерпол сообщал о возможной угрозе со стороны «Аль-Каиды», с которой связаны уйгурские сепаратисты, действующие в Синьцзян-Уйгурском автономном районе КНР и добивающиеся создания на его территории исламского государства «Восточный Туркестан». И это было не просто превентивное предупреждение. Еще весной 2008‑го китайские власти нейтрализовали в этом регионе сразу две террористические группировки, которые планировали устроить захват заложников во время Олимпиады.
Интерпол оказал тогда китайским коллегам деятельную помощь в предоставлении разведывательной информации и обучении персонала охраны объектов Олимпиады. Была также организована горячая линия между главой Интерпола Рональдом Ноублом и руководителем олимпийской службы безопасности.
В рамках «Донбасс-Антитеррор — 2011» (что тоже примечательно) были отработаны и вопросы противодействия использованию современных коммуникационных технологий, в частности Интернета, в террористических и экстремистских целях. Ибо, как известно, террористы все активнее используют Всемирную паутину для осуществления своих античеловечных замыслов. В этом смысле спецслужбы во многом уже адекватно отреагировали и на «ноу-хау» террористов, когда они используют социальные сети и флешмобы для дестабилизации обстановки, организации массовых выступлений и просто сеяния паники.
Молодчиков рассеяли, террористов «упаковали»
Ход совместной тренировки специалистов по антитеррору развивался следующим образом.
По условиям учений, целью радикальной МТО, действующей по науськиванию зарубежных олигархических кругов, было не только сорвать финальную стадию европейского чемпионата. Решение этой тактической задачи вкупе с серией других крупномасштабных террористических атак на территории Украины, в частности в Донецке, должно было привести к дестабилизации финансово‑экономической обстановки в регионе со всеми вытекающими отсюда последствиями. Напомним, что Донбасс — один из крупнейших промышленных центров Украины. Для подготовки акций непосредственно на месте условные злоумышленники задействовали возможности частной военной компании.
Это — не просто «виртуальный» фон. «Террористы» действовали, что называется, на натуре: проникали через границу и таможни, с соблюдением мер конспирации продвигались к Донецку, изучали подходы к объектам и оценивали возможности наиболее успешного осуществления своих акций. Условные группы террористов, по сообщению руководителя АТЦ генерал-полковника полиции Андрея Новикова, «работали на территории РФ и Украины, они были выявлены и обезврежены». Но еще одной группе, по условиям учений, удалось-таки просочиться сквозь выставленные заслоны…
В целях отвлечения сил и средств правоохранительных органов начали с «мелкого» — с организации упомянутых выше массовых беспорядков в фан-зоне стадиона «Донбасс Арена». Здесь, конечно, условностей было больше, поскольку аммиак, напомним, является сильнейшим ядом, приводит к токсическому отеку легких, тяжелому поражению нервной системы, серьезным химическим ожогам. Кроме того, сжиженный аммиак, испаряясь, поглощает тепло, и при соприкосновении его с кожей возникает обморожение различной степени тяжести… Однако медики и привлеченные на учения подразделения МЧС отработали мероприятия по локализации теракта, действуя так, как если бы подобная трагедия и впрямь произошла. Они не дали разразиться более крупной техногенной катастрофе на объекте повышенной опасности с массовым скоплением людей.
Все происходило, как наяву. Когда «ультрас» принялись избивать зрителей, наблюдавших за матчем на большом экране, те стали разбегаться, при этом некоторые люди получили травмы (условно). Далее молодчики переместились к торговым точкам и стали бесчинствовать там, одну подожгли. Охваченный пламенем реализатор продукции выбежал из киоска и упал, «потеряв сознание». Для оказания помощи к нему поспешили наряд МЧС и бригада медиков, однако хулиганы блокировали проезд машины скорой помощи и не давали возможности врачам выйти из автомобиля.
Прибыв на место происшествия, руководитель сводного милицейского отряда с помощью громкоговорителя обратился к участникам событий с требованием остановить свои противоправные действия, предупредил их об ответственности. Его обращение было тут же продублировано на английском языке. После этого часть болельщиков, в том числе женщины и дети, покинула территорию фан-зоны.
В отношении оставшихся хулиганов сотрудники милиции провели спецоперацию, во время которой четко отрабатывался алгоритм действий каждой группы специалистов. Был оцеплен район массовых беспорядков, блокирована и разделена беснующаяся толпа, проведены задержание и передача группе конвоирования организаторов и активных нарушителей для доставки их в райотдел.
Во время проведения спецоперации двое хулиганов попытались убежать от стражей порядка. Конный наряд милиции преградил им дорогу и задержал одного из них. Второй правонарушитель, убегая, применил оружие травматического действия. Он был задержан при помощи служебной собаки.
Между тем «террористы» потребовали автобус для переезда в аэропорт Донецка. С ними завязали переговоры. А вскоре успешно отработали свою задачу украинские «альфовцы»… Здесь описывать особо нечего, подобные вещи — как визитная карточка любого уважающего себя спецназа. Как и водится в таких случаях, операция длилась считанные секунды (в противном случае — провал, гибель заложников и самих спецназовцев).

Как «довольно высокий» оценил уровень взаимодействия спецслужб стран Содружества как в рамках СНГ, так и с Интерполом по вопросам обеспечения безопасности спортивных мероприятий наблюдавший за учениями генеральный секретарь Международной организации уголовной полиции (Интерпол) Рональд Ноубл. «Я убедился, что и спортсмены, и болельщики могут быть уверены в своей безопасности, было хорошо продемонстрировано, что в Украине умеют противостоять и терроризму, и разнузданным толпам болельщиков», — сказал он, отметив также, что «планирование операции, как и ее проведение, было организовано на самом высоком уровне».
Эти слова могли бы выглядеть «дипломатическим комплиментом», если не знать, что Р. Ноубл с 2002 года посещает с инспекцией объекты олимпийского уровня, оценивая их соответствующим образом. По его мнению, в последние годы с террористической угрозой сталкиваются все страны, проводящие Олимпийские игры. И в ближайшее время Интерпол отправит в Украину своих сотрудников для инспектирования всех структурных объектов ЧЕ-2012. А также предоставит собственные информационные базы данных для обеспечения безопасности чемпионата, поскольку, по словам генсека Интерпола, «на Евро-2012 необходимо большое внимание уделять людям, которые будут приезжать сюда из-за рубежа».
В свою очередь, руководитель АТЦ СНГ Андрей Новиков подчеркнул: достойный опыт украинских спецслужб по предотвращению возможных терактов на чемпионате Европы по футболу в 2012 году будет учитываться российскими спецслужбами при подготовке Олимпиады в Сочи. Он полагает также, что «эта тренировка позволит выявить проблемные и сложные вопросы взаимодействия органов безопасности и спецслужб стран СНГ».

…В последних числах сентября Службе безопасности Украины (СБУ) удалось предотвратить крупное побоище на стадионах «Донбасс Арена» и «Шахтер», что в Донецке. Произошло это в момент, когда один из них готовили к проведению финального матча будущего чемпионата мира по футболу Евро-2012. Акцию, должную привести к срыву ответственнейшей игры, затеяли в фан-зоне радикально настроенные болельщики категории «ультрас».
Быстро выяснилось, что это и не фанаты вовсе, а боевики одной из международных террористических организаций (МТО) радикально-экстремистского толка, прибывшие на «Донбасс» под видом болельщиков. Более того, эта МТО действовала по заказу некой транснациональной финансово‑промышленной корпорации. Избивали зрителей, захватили заложников… Одновременно другая группа экстремистов подорвала емкости с аммиаком на хладокомбинате ОАО «Винтер» в центральной части города. Туда, помимо спецназа, были немедленно стянуты крупные силы МЧС…
В преддверии чемпионатов и олимпиад
Против распоясавшихся молодчиков были брошены бойцы спецподразделения «Беркут» МВД Украины. А освободить заложников были призваны «профи» из центра специальных операций «А» СБУ. Содействие им оказали внутренние войска МВД и Госавтоинспекция.
В операции участвовали также профессионалы по антитеррору из России, Беларуси, Казахстана, Молдовы, Польши и некоторых других государств. Задействованы были пограничные и таможенные ведомства ряда стран СНГ. Общими усилиями развитие теракта было решительно предотвращено, а спасатели локализовали его последствия.
Широкой огласки в СМИ эти события не получили лишь потому, что все они имели место в рамках крупнейших за последние несколько лет на пространстве СНГ антитеррористических учений «Донбасс-Антитеррор — 2011». Официально отмечается, что они проводились с целью отработки взаимодействия органов безопасности и спецслужб в рамках программы сотрудничества государств — участников СНГ в борьбе с терроризмом и другими насильственными проявлениями экстремизма. В самой Украине подобных мероприятий с привлечением тысяч специалистов и использованием технических средств не наблюдалось уже без малого десять лет. Разве что в августе СБУ провела учения в гостинице «Луческ» в Луцке в рамках подготовки к чемпионату Европы по футболу.
Уникальность проведенных в Донецке учений, реализованных под эгидой Антитеррористического центра (АТЦ) СНГ, не вызывает сомнений. Еще ни разу ни в одной стране Содружества не проводилось похожих маневров с целью отработки слаженности действий при предотвращении теракта на крупных спортивных сооружениях, каковыми являются стадионы высшей категории. Учебно-боевая работа велась на конкретных объектах, и в этом смысле «Донбасс-Антитеррор — 2011» был по максимуму приближен к возможной реальной обстановке. А с учетом того, что в ряде стран Содружества в ближайшие годы пройдут спортивные состязания мирового уровня, важность свершившегося только возрастает.
Как сообщили «БВГ» в пресс-службе АТЦ, «при разработке замысла тренировки специалистами Центра учитывалась значимость обеспечения безопасности на объектах спортивной инфраструктуры для Украины и других государств СНГ в преддверии проведения на их территориях масштабных спортивных мероприятий: Евро-2012 в Украине, чемпионата мира по хоккею 2012 года в Республике Беларусь, Универсиады-2013 в Казани, Олимпиады-2014 в Сочи». Стоит напомнить, что не за такими уж высокими горами и проведение в России чемпионата мира по футболу в 2018 году.
За своевременность проведения подобных учений, их ненадуманность говорит и то обстоятельство, что настоящие (а не «учебные») террористы реально присматриваются к объектам спортивной инфраструктуры. Летом 2008 года, когда в Китае проводилась Олимпиада, Интерпол сообщал о возможной угрозе со стороны «Аль-Каиды», с которой связаны уйгурские сепаратисты, действующие в Синьцзян-Уйгурском автономном районе КНР и добивающиеся создания на его территории исламского государства «Восточный Туркестан». И это было не просто превентивное предупреждение. Еще весной 2008‑го китайские власти нейтрализовали в этом регионе сразу две террористические группировки, которые планировали устроить захват заложников во время Олимпиады.
Интерпол оказал тогда китайским коллегам деятельную помощь в предоставлении разведывательной информации и обучении персонала охраны объектов Олимпиады. Была также организована горячая линия между главой Интерпола Рональдом Ноублом и руководителем олимпийской службы безопасности.
В рамках «Донбасс-Антитеррор — 2011» (что тоже примечательно) были отработаны и вопросы противодействия использованию современных коммуникационных технологий, в частности Интернета, в террористических и экстремистских целях. Ибо, как известно, террористы все активнее используют Всемирную паутину для осуществления своих античеловечных замыслов. В этом смысле спецслужбы во многом уже адекватно отреагировали и на «ноу-хау» террористов, когда они используют социальные сети и флешмобы для дестабилизации обстановки, организации массовых выступлений и просто сеяния паники.
