Legal regulation of private detective activity in Russia.

In our time, all spheres of public relations are developing at a very fast pace. A person is tirelessly part of some kind of social and legal relations in which the chance of an encroachment on his rights is not zero. The Constitution of the Russian Federation proclaims human rights and freedoms as the highest value. The state is in constant attempts to preserve the inviolability of human rights and freedoms, but no matter how the legislator tries to protect us from this, but like in any other state, a criminogenic situation takes place. The legislator has come up with various ways to ensure the safety of human rights. A strong law enforcement structure and a huge number of legal guarantees. But in modern realities, this is not enough. All these factors influenced the development of the social security base and the stimulation of the creation of private detective and security structures. The relevance of this work is due to the study of the currentlegislation that regulates private detective activity to better understand the value of this activity. Private security and detective activities are a vivid example of the struggle for public safety. Indeed, in our time this is one of the most important issues that worries every person, wherever and what he does. Private security activities have come a long and difficult way from their birth to the present day, but this is what helped to reach a high level of quality of services provided. This activity is subject to dependence on the development of all types of social relations and therefore should develop at their level. This work allows us to draw a number of conclusions about the possible prospects for the development of private security and detective structures, and also displays a number of specific proposals for improving this activity: 1. Scientific forecasting of the development of private security activities with a whole planning of making correct decisions on the development of security activities. 2. Measure for professional training. For high-quality performance of assigned tasks and ensuring public safety. 3. Development of interaction between non-state security agencies and state law enforcement agencies. For more efficient and coordinated work in the field of public safety. 4. Creation of foundations, associations, trade unions in order to protect the employees of security and detective structures themselves and to improve the quality control of the personnel of these structures. 5. Development of the legal framework in the field of relations between private security and detective organizations with state bodies, such as the Ministry of Internal Affairs of the Russian Federation and executive authorities, etc.

Правовое регулирование частной детективной деятельности в России.

В наше время все сферы общественных отношений развиваются в очень быстром темпе. Человек неустанно является частью каких-то социально правовых отношений в которых шанс посягательства на его права не равен нулю. Конституция РФ провозглашает права и свободы человека высшей ценностью. Государство находится в постоянных попытках сохранить неприкосновенность прав и свобод человека, но как бы законодатель не пытался оградить нас от этого, но как и в любом другом государстве, криминогенная обстановка имеет место быть. Законодатель придумал различные способы обеспечить безопасность прав человека. Мощная структура правоохранительных органов и огромное количество правовых гарантий. Но в современных реалиях этого недостаточно. Все эти факторы и повлияли на развитие социальной базы безопасности и стимулирование создания частных детективных и охранных структур. Актуальность данной работы обусловлена исследованием действующегозаконодательства которое регулирует частную детективную деятельность для лучшего понимания ценности данной деятельности. Частная охранная и детективная деятельность яркий пример борьбы за общественную безопасность. Ведь в наше время это один из самых важных вопросов, который тревожит каждого человека, где и чем бы он не занимался. Частная охранная деятельность прошла долгий и нелегкий путь от своего рождения и до наших дней, но именно это помогло выйти на высокий уровень качества предоставляемых услуг. Данная деятельность подвержена зависимости от развития всех видов общественных отношений и по этому должна развиваться на их уровне. Данная работа позволяет сделать ряд выводов о возможных перспективах развития частных охранно-детективных структур, а так же отображает ряд конкретных предложений по совершенствованию данной деятельности: 1. Научное прогнозирование развития частной охранной деятельности с целую планирования принятия правильных решений по развитию охранной деятельности. 2. Мера по профессиональной подготовке кадров. Для качественного выполнения поставленных задач и обеспечению общественной безопасности. 3. Развитие взаимодействия негосударственных структур по обеспечению безопасности и государственными правоохранительными органами. Для более эффективной и слаженной работы в сфере охраны общественной безопасности. 4. Создание фондов, ассоциаций, профсоюзов в целях защиты самих работников охранно-сыскных структур и для улучшения контроля качества кадров данных структур. 5. Развитие законодательной базы в сфере отношений частных охранно-сыскных организаций с государственными органами, такие как МВД РФ и органы исполнительной власти и тд.
