Relevance of the research topic. The lack of news about the fate of loved ones is a harsh reality that countless families face. All over the world, parents and children, siblings, husbands and wives are desperate to find their missing relatives. An agonizing anxiety continues to haunt them many years after this terrible event took place. Such non-healing wounds destroy normal relations between people, leaving only a severe painful state of ignorance about the fate of their loved one.Assessing the activities of law enforcement agencies to search for missing persons, one cannot fail to note their insufficient effectiveness, which is due to many factors. For the effective implementation of search measures, significant economic investments are required, appropriate technical equipment, and most importantly -
a large number of full-time employees mainly engaged in the implementation of the search function, which, unfortunately, the state cannot afford in modern conditions. But how can a person live without knowing the fate of his loved one? Often not, so more and more interested persons and close relatives turn not to law enforcement agencies, but to private detective agencies, so that they already use all the necessary measures to find a missing person.
The purpose of this study is to study the theoretical foundations of activities to search for missing persons, based on a systematic analysis, generalization of the positive experience of detective agencies in this area, as well as the development of scientifically grounded and practically expedient recommendations aimed at improving this activity.
The purpose of the study led to the formulation and solution of the following tasks: 1) analysis of the current state of the activities of private detective agencies to search for missing persons in order to identify the reasons for its low efficiency; 2) study of the current state of recommendations for the search for missing persons and assessment of their effectiveness; 3) identification of the peculiarities of the activities for the search for missing persons; 4) study of complex means and methods of collecting information for the purpose of rational organization and implementation of this activity; 5) development of an algorithm for tracing missing persons;.
In the work, an information and cognitive model of the activity of a detective who searches for a missing person has been developed. A system of scientific provisions and practical recommendations developed on their basis for proposing versions, organizing, planning and implementing search measures aimed at checking the proposed versions of the unknown disappearance of a person are proposed and considered.
It can also be noted that an important element of the activity of a private detective is the use of a complex of various means and methods, which are: interrogation, observation of the places of possible appearance of the wanted person, making inquiries with individuals and government agencies. The paper considers each of them, while highlighting the features of the application and use of these tools, evaluating their effectiveness and importance in the activities of a private detective.
Searching for missing people is one of the main activities of private detective agencies. All actions must be carried out in strict accordance with the law, regardless of how easy it will be to get them illegally.
The result of the work is the development of a standard algorithm for organizing the activities of private detectives to search for missing persons.

Актуальность темы исследования. Отсутствие известий о судьбе близких – суровая реальность, с которой сталкивается бесчисленное множество семей. По всему миру родители и дети, братья и сестры, мужья и жены делают отчаянные попытки разыскать своих пропавших родственников. Мучительное беспокойство продолжает преследовать их и через многие годы после того, как совершилось это страшное событие. Такие незаживающие раны разрушают нормальные отношения между людьми, оставляя лишь тяжелое мучительное состояние неведения о судьбе своего родного человека.Оценивая деятельность правоохранительных органов по поиску лиц, пропавших без вести, нельзя не отметить их недостаточную эффективность, которая обусловлена множеством факторов. Для эффективного осуществления розыскных мер необходимы существенные экономические вложения, соответствующая техническая оснащенность, а самое главное –
большое число штатных сотрудников, занимающихся преимущественно реализацией поисковой функции, чего, к сожалению, государство позволить себе в современных условиях не может. Но разве может человек жить, не зная судьбу своего близкого? Зачастую нет, поэтому все чаще заинтересованные лица и близкие родственники обращаются не в правоохранительные органы, а в частные детективные агентства, чтобы уже они использовали все необходимые меры по поиску безвестно отсутствующего человека.
Целью настоящего исследования является изучение теоретических основ деятельности по розыску без вести пропавших лиц, на основе системного анализа, обобщения положительного опыта работы детективных агентств в этом направлении, а также разработка научно-обоснованных и практически целесообразных рекомендаций, направленных на совершенствование данной деятельности.
Цель исследования обусловила постановку и решение следующих задач: 1) проведение анализа современного состояния деятельности частных детективных агентств по поиску без вести пропавших лиц с целью выявления причин ее низкой эффективности; 2) изучение современного состояния рекомендаций по поиску без вести пропавших лиц и оценка их эффективности; 3) выявление особенностей деятельности по розыску лиц, пропавших без вести; 4) изучение комплексных средств и способов сбора информации с целью рациональной организации и осуществления данной деятельности; 5) разработка алгоритма розыска лиц, пропавших без вести;.
В работе разработана информационно-познавательная модель деятельности детектива, осуществляющего розыск без вести пропавшего лица. Предложена и рассмотрена система научных положений и разрабатываемых на их основе практических рекомендаций по выдвижению версий, организации, планированию и осуществлению розыскных мероприятий, направленных на проверку выдвигаемых версий о безвестном исчезновении лица.
Можно также отметить, что важным элементом деятельности частного детектива является применение комплекса различных средств и способов, в качестве которых выступают: опрос, наблюдение за местами возможного появления разыскиваемого, наведение справок у частных лиц и государственных органов. В работе рассмотрено каждое из них, при это выделены особенности применения и использования данных средств, оценена их эффективность и значимость в деятельности частного детектива.
Работа по розыску без вести пропавших граждан – одно из основных направлений деятельности частных детективных агентств. Все действия необходимо проводить в строгом соответствии с законом, вне зависимости от того, как будет легко получить их незаконным путем.
Итогом работы является разработка типового алгоритма организации осуществления деятельности частных детективов по розыску без вести пропавших лиц.
