The law on private detectives will appear in Kazakhstan
The adoption of the law "On Private Detective Activity" will provide an opportunity for a retired policeman to be employed, said Deputy Minister of Internal Affairs of the Republic of Kazakhstan Kairat Tynybekov. This is reported by KazTAG.
"Legislative consolidation of the institute of private detectives, determination of their place and role will help to solve important problems in law enforcement and social spheres. For example, this will provide specialized work for thousands of operational investigative law enforcement and special agencies who have reached retirement age," Tynybekov said, speaking to the staff of the regional Department of Internal Affairs and veterans of the Ministry of Internal Affairs on Thursday.
In addition, according to the Ministry of Internal Affairs, the adoption of such a law will form in the country a market for new services related to the search for missing citizens and property, and the provision of legal assistance to individuals and business entities.
Along with this, Tynybekov noted that the Prosecutor General’s Office, together with interested state bodies, is currently developing a draft of a new Code of Criminal Procedure (CCP) taking into account international best practices. According to the deputy minister, the main innovations of the Criminal Procedure Code will be the radical simplification of the investigation of crimes and the adoption of final court decisions in criminal matters.
The new Code of Criminal Procedure is expected to provide a high level of protection for the rights of persons involved in criminal proceedings. "The human rights role of prosecutors in the criminal process will also increase," Tynybekov emphasized.

Закон о частных детективах появится в Казахстане
Принятие закона "О частной детективной деятельности" даст возможность трудоустроиться полицейским, вышедшим на пенсию, заявил заместитель министра внутренних дел РК Кайрат Тыныбеков. Об этом передает КазТАГ.
"Законодательное закрепление института частных детективов, определение их места и роли позволит решить важные задачи в правоохранительной и социальной сферах. Например, это позволит обеспечить профильной работой тысячи оперативно-следственных сотрудников правоохранительных и специальных органов, достигших пенсионного возраста", - сказал Тыныбеков, выступая перед личным составом областного ДВД и ветеранами МВД в четверг.
Кроме того, как считают в МВД, принятие такого закона сформирует в стране рынок новых услуг, связанных с розыском без вести пропавших граждан и имущества, оказанию юридической помощи физическим лицам и хозяйствующим субъектам.
Наряду с этим, Тыныбеков отметил, что в настоящее время Генеральная прокуратура совместно с заинтересованными госорганами разрабатывает проект нового Уголовно-процессуального кодекса (УПК) с учетом передового зарубежного опыта. По словам замминистра, основными инновациями УПК станут кардинальное упрощение расследования преступлений и принятие по уголовным делам окончательных судебных решений.
Предполагается, что новый Уголовно-процессуальный кодекс обеспечит высокий уровень защиты прав лиц, вовлеченных в уголовный процесс. "Также усилится правозащитная роль прокуроров в уголовном процессе", - подчеркнул Тыныбеков.
