Office of the Ministry of Internal Affairs began a nationwide check of Internet providers: investigators record illegal content on local networks. The results, possibly criminal cases, will be in early May, they say in management.
The Office of the Main Directorate of the Ministry of Internal Affairs of Russia "is trying to document" the distribution of illegal content in local networks of providers, told Gazeta.Ru the head of the department of the Main Directorate of the Ministry of Internal Affairs of Russia in the Moscow Region, Police Colonel Zhannat Seralinov.
“Each provider has its own local area network,” he explains. - To attract more users, they distribute everything that is necessary, including films. Now we are trying to prosecute the providers themselves precisely for distributing these films, pornographic materials involving minors - illegal content. ” Seralinov did not name specific providers.
The press service of the administration of the Ministry of Internal Affairs confirmed the fact of the checks: "Now such events are held throughout Russia, but we can talk about this in late April - early May."

Checks of the operator’s local networks are ongoing throughout Russia, Larisa Zhukova, spokeswoman for the K department, told Vedomosti. Their results can be discussed in late April - early May.

The lawyer of the law firm Yukov, Khrenov & Partners Igor Kopenkin recently told Vedomosti about a criminal case against a file sharing user. His client, using a program for exchanging DC ++ files, downloaded series from the provider's local network, under the guise of which attackers spread porn with minors. And as soon as illegal files get to the user's computer, DC ++ makes it possible to distribute them further.

Presidential amendments to the Civil Code introduced last week in the State Duma offer to make Internet providers responsible for violating the copyright of others. President Dmitry Medvedev anticipates that they will enter into force in September. Kopenkin believes that it is impossible to criminalize an Internet service provider for distributing child porn: for this you need to prove that they themselves distribute this content consciously.

Representatives of the Big Three mobile operators - MTS, Vimpelcom and Megafon, which control the largest Russian Internet providers, do not yet know about the checks. And the general director of the Internet provider NetByNet (now owned by Megafon) Vadim Kurin told Vedomosti that three years ago police officers came to the company because of file sharing and came to the conclusion that the provider is not to blame for the violations. But since then NetByNet got rid of its own file sharing on the local network, says Kurin. Internet provider Akado closed file sharing on the local network in 2010 after assessing the risks associated with it, representative of the operator Denis Rychka told Vedomosti. According to him, then file sharing ceased to be a competitive advantage - mass services like “Narod.Yandex” appeared. Rychka says that now file sharing on the local network is mainly offered by small operators.

Safe sites may get MVD labeling

The Ministry of Internal Affairs of Russia suggests marking safe Internet sites with a quality mark. As a member of the Public Council of the Main Directorate of the Ministry of Internal Affairs for the Central Federal District, Yaroslav Svintsov, said today, first such a sign will appear on the information portal on Internet security, which is still in test mode.
According to Svintsov, a special expert commission should deal with determining the security of sites.
