A month ago, we spoke in detail about frauds with “combat” payments intended for employees of the Chechen Ministry of Internal Affairs who lost their homes (“Black Label to Deputy Nurgaliyev”, “MK” dated March 20). The compensations allocated on the instructions of Vladimir Putin were transferred to the personal account of the assistant to the deputy minister of internal affairs Arkady Edelev and disappeared into an unknown space (supposedly for “undercover expenses”). Only 1/5 of the amounts owed reached the police themselves. The rest of the money (15.6 million rubles), at his discretion, was ordered by the brave General Edelev.
None of the leaders or official representatives of the Ministry of Internal Affairs, including Minister Nurgaliyev, considered it necessary to at least somehow react to these murderous facts. Now I understand why.
Business on someone else’s blood has become a familiar and commonplace phenomenon in the Ministry of Internal Affairs. This has long been simply not paid attention to.
So the scandal, which will be discussed now, also did not cause any reaction from the leadership of the department.
For more than two months, the former head of the Center for Social Programs of the Ministry of Internal Affairs, Vitaly Makarov, has not been able to get an answer to the report submitted to the Minister. In the document, he directly accuses the chief personnel officer of the Ministry of Internal Affairs, Vladimir Kubyshko, in an attempt to embezzle 10 million rubles. The money was intended for the children of deceased employees.
However, Nurgaliyev does not want to intervene in this unpleasant story. The extra scandals are completely useless to him ...
