Actualization 2011
Police officers in the Tunkinsky district of Buryatia detained 48-year-old Tsyren Gananov in the Arshan village, who fraudulently received money from residents of the Slyudyansky district of the Irkutsk region.
According to the FederalPress news agency, citing the press service of the Angara police department, introducing himself as an employee of the prosecutor’s office, district administration or social services, the man informed his victims that their relatives were in trouble, offered help for a fee, and, having received the money, disappeared.
“The day before, an elderly woman from the village of Kultuk contacted the duty department of the internal affairs department in the Slyudyansky district, who said that an unknown man, introducing himself as an employee of the prosecutor’s office, told the pensioner that her son had an accident and needed the help of a lawyer,” the press service said. - For the services of a lawyer you must pay 25 thousand rubles. An excited woman handed over 4 thousand rubles to a prosecutor. After some time, another resident of the same village came to the police and told a similar story. ”
As noted in the press service of the Central Internal Affairs Directorate, the criminal investigation officers and district police officers of the Slyudyansky police department identified another 15 people to whom the fraudster offered help. In addition, during the operational-search activities, detectives found out that in December last year a similar fact of fraud was recorded in the neighboring Kabansky district of the Republic of Buryatia.
With respect to the detainee, a preventive measure was chosen - a recognizance not to leave the place of residence.
According to Baikal-Daily, behind the shoulders of a native of the Kurumkansky district, the legendary fraudster and swindler Tsyren Gananov, there are more than one conviction, escapes from the detention center, psychiatric hospital and dozens of crimes proven in court.
At the end of last year, he left the psychiatric hospital and again took up the old. The victim of a scammer was an elderly resident of the city of Babushkin, from whom Gananov fraudulently took 11 thousand rubles.
November 30, he arrived in Grandmother. First, Gananov introduced himself to the local residents as a prosecutor who came to check the work of the local police, the press service of the Ministry of Internal Affairs in Buryatia reported. Having learned from residents that an elderly woman lives in one of the houses, whose son is sick, he went into the apartment and called himself an employee of the Ministry of Health. Having promised help, Gananov received 11 thousand rubles from the victim. According to a photograph she was later shown by police, the victim identified the fraudster.
“Work for someone” is Gananov’s favorite trick. He is constantly presented to his victims either as an employee of the prosecutor's office or the police, or as an employee of various social services. Sometimes Tsyren Gananov shows fake documents to his victims. In addition, he has excellent acting skills, ability to communicate and the ability to easily enter into trust. During a casual conversation, he between the cases receives the necessary information that someone is now looking for a lawyer, someone has been detained by a relative. Gananov is well-versed legally - no worse than any investigator.
The fraudster became known not only to law enforcement agencies. He was repeatedly reported by the media, including federal ones. The Izvestia newspaper provides on its pages a detailed biography of the fraudster.
Gananov began his illegal activity in the mid-80s. In 1984, he was detained in the Zaigraevsky district of Buryatia. Gananov went into the store in the form of a police officer and demanded that they not sell vodka until 11 a.m. Sellers reported this quirk to the police. Having freed himself, he continued his fraud in Irkutsk - in January 1985, introducing himself as an employee of the OBKhSS, he conducted an illegal search of the ODS employees, for which he was again brought to trial. But the medical commission recognized the fraudster as insane, and he was released from custody.
In 1993-1994, Gananov returned to fishing in Buryatia. After the next arrest, he ended up in a colony, but after his release he took up the old. He continued to present himself to his victims as an employee of the investigative apparatus of the Ministry of Internal Affairs or the military prosecutor’s office, then an official of the municipality, then a lawyer, or an international journalist. Once he reincarnated as a traffic policeman and fined drivers for violating traffic rules. During the investigation, the swindler, without blinking an eye, said that he had conducted an experiment on whether people could give bribes to police officers.
In 1999, Gananov was detained for the sixth time, and he appeared in court. He was once again considered insane and sent to a psychiatric hospital for treatment. Gananov escaped from there - in his youth, he worked as a nurse in a similar institution and well studied hospital procedures.
After the escape, the werewolf rogue began to play on the feelings of mothers, whose sons served in the army. Under the guise of a military prosecutor, he proposed to solve the problems of conscripts. So he lured five thousand rubles from a resident of the village of Selenginsk.
The restless swindler was caught in April 2000 in Irkutsk. There, a police officer became his victim, from whom Gananov, introducing himself as a student of the Higher Police School, asked for a uniform - supposedly to be photographed. After the trial, he was again sent to compulsory treatment in a mental hospital. Despite the course of treatment, he did not give up the addiction to deceive people.
In the summer of 2003, Gananov again appeared in Ulan-Ude. This time, several women became victims of a fraudster, whose relatives are under investigation or in prison. Gananov, who introduced himself as an employee of the prosecutor’s office, promised them to “hush up the case” or “shorten the term,” Izvestia reports.
The last time, according to the Ministry of Internal Affairs, Gananov was detained in 2008. Then, after a medical examination, he was declared insane and determined for treatment.
