The leading Russian publications reported that in 2017-2018 the entire system of the Ministry of the Interior will be subject to changes. At the same time, the past wave of reforms has already swept in the past year, when the police were hastily renamed the police, which slightly changed its main functions and powers.
At the same time, Vladimir Vladimirovich insisted that the drug control service and the migration service be added to the system of internal affairs. Until 2016, these services were completely independent units of the executive branch.
From the same year, the Russian Guard and its Federal Service of Forces, which has free access to military weapons, armored vehicles, and the Air Force, were added to the MVD system.
Moreover, in almost all regions of the country, measures have begun to reform the system of internal affairs. They, as a rule, are aimed at reducing the number of police officers, as well as, transferring part of the powers to other units and structures.
It is worth noting that most of the changes directly affect non-power functions, including those related to medical care for police officers. At the same time, as far back as 2016-2017, the working group tried to eliminate polyclinics and sanatoriums that relate to the line of the Ministry of the Interior, or transfer them to the Ministry of Health of the Russian Federation.
At the same time, representatives of law enforcement agencies will be required to undergo treatment, relying on voluntary medical insurance, which will reduce the level of occupational diseases. Now many doctors of the clinics of the Ministry of Internal Affairs are accused of taking bribes and turning a blind eye to many diseases that are incompatible with service in the organs. When switching to examinations in ordinary clinics, doctors cannot be blamed for such offenses. At the same time, the cost of financing health care in the Ministry of Internal Affairs system will significantly decrease by about 25 billion rubles.

Реформа МВД России 2018 года. Последние новости о реорганизации.
В ведущих российских изданиях прошла информация о том, что в 2017-2018 годах вся система Министерства внутренних дел будет подвергнута изменениям. При этом прошлая волна реформ уже прокатилась в ушедшем году, когда милиция была спешно переименована в полицию, что немного изменило ее основные функции, полномочия.
При этом Владимир Владимирович настоял на том, чтобы к системе внутренних дел добавились еще и служба по контролю за оборотом наркотиков и миграционная служба. До 2016 года данные службы являлись вполне самостоятельными единицами исполнительной ветви власти.
С этого же года в систему МВД были добавлены Российская гвардия и ее Федеральная служба войск, которая имеет свободный доступ к боевому оружию, бронетехники, ВВС.
При этом практически во всех регионах страны начались мероприятия по реформированию системы внутренних дел. Они, как правило, направлены на снижение численности полицейских, а также, передачи части полномочий иным подразделениям и структурам.
Стоит отметить, что большинство изменений напрямую коснуться функций не силового характера, в том числе, связанных с медицинским обслуживанием полицейских. При этом рабочая группа еще в 2016-2017 году попыталась устранить поликлиники и санатории, которые касаются линии Министерства внутренних дел, или же передать их Минздраву Российской Федерации.
При этом представители силовых структур обязаны будут проходить лечение, опираясь на добровольное медицинское страхование, что снизит уровень профессиональных заболеваний. Сейчас многих врачей клиник МВД обвиняют в том, что они берут взятки и закрывают глаза на многие болезни, несовместимые со службой в органах. При переходе к обследованиям в обычных поликлиниках в таких правонарушениях врачей обвинить не получится. При этом значительно снизятся затраты на финансирование здравоохранения в системе МВД примерно на 25 миллиардов рублей.
