Speech by the IAPD President.
Good afternoon, dear friends and colleagues.
I thank the Bureau for the opportunity to address the distinguished meeting.
I introduce myself - Matushkin Andrey Nikolaevich, president of the International Association of Private Detectives.
Colleagues, I am a representative of a private investigation, I have been a member of our union for more than two years and I want to tell you about our organization and the upcoming 10th Anniversary Conference of Private Detectives.
Our Association today has been operating for more than 10 years and is the largest in the post-Soviet space with a claim to world leadership.
The Association consists of colleagues from almost the entire CIS, as well as colleagues from England, Denmark, Germany, France, Spain, Italy, Israel and other countries of the world.
The Association includes not only private detectives, but also other security professionals: polygraphologists, handwriting experts, collectors, lawyers and lawyers; we strive to ensure that if a client turns to us for help, he receives the service according to the “one window” principle.
We hold annual conferences (usually September, October) of the International Association of Private Detectives, these events are an effective platform for establishing international cooperation of its participants, as well as gaining important business contacts with representatives of the non-state security sphere, government authorities and law enforcement agencies.
The program of the event is traditionally full of interesting speeches by invited speakers, and this year the conference participants will be able to find out:
• subtleties of private investigation in England, Turkey, the USA, Kazakhstan and other countries from leading industry experts in these countries,
• the well-known public figure Avigdor Eskin will open the veil of secrecy on the work of the intelligence communities of the leading powers,
• the legal aspects of detective work, especially the interaction with law enforcement agencies and participation in the trial will be revealed by experts of the Association, whose authority and competence has been tested by time,
• real practitioners will share the secrets of working on a dossier, the secrets of conducting outdoor monitoring, the advantages of using such tools as a polygraph (“lie detector”) and profiling in a detective’s work,
• leading Russian expert in the field of Internet intelligence, formerly FAPSI lieutenant colonel, candidate of physical and mathematical sciences Masalovich Andrey Igorevich will share some secrets of his skill,
• The chairman of the Arbitration Court of the Association, profiler-verifier, polygraph examiner and private investigator, expert in the field of managed communication and lie detection Dmitry Pilipenko will talk about the psychological features of negotiating with a customer.
In addition, reports will be made on reforming the legislation of the Russian Federation in the field of private detective activity and strengthening public control over it. The speakers will touch upon issues of the fight against terrorism and extremism and many other relevant and sore topics.
Conference participants: private detectives, representatives of the detective community, security companies, security services of various commercial organizations, information and search agencies, polygraph examiners, business intelligence representatives, IT specialists, notaries, advocates, lawyers, collection agencies, media representatives in the field of journalistic investigations, public and political figures, representatives of state authorities and law enforcement agencies.

Добрый день уважаемые друзья и коллеги.
Благодарю Президиум за возможность выступить перед уважаемым собранием.
Представлюсь – Матушкин Андрей Николаевич, президент Международной Ассоциации Частных Детективов.
Коллеги, я представитель частного сыска, состою в нашем профсоюзе чуть больше двух лет и хочу рассказать Вам о нашей организации и предстоящей Х Юбилейной Конференции Частных Детективов.
Наша Ассоциация на сегодняшний день работает более 10 лет и является самой крупной на постсоветском пространстве с претензией на мировое лидерство.
В Ассоциации состоят коллеги практически из всего СНГ, а также коллеги из Англии, Дании, Германии, Франции, Испании, Италии, Израиля и других стран Мира.
В Ассоциации состоят не только частные детективы, но и другие специалисты из сферы безопасности: полиграфологии, почерковеды, коллекторы, адвокаты и юристы; мы стремимся к тому, чтобы если к нам обратился за помощью клиент, то он получает услугу по принципу «одно окно».
Мы проводим ежегодные конференции (обычно сентябрь, октябрь) Международной Ассоциации Частных Детективов, эти мероприятия являются эффективной площадкой для налаживания международного сотрудничества её участников, а также обретения важных деловых контактов с представителями негосударственной сферы безопасности, органов государственной власти и правоохранительных структур.
Программа мероприятия традиционно насыщена интересными выступлениями приглашенных спикеров и в этом году участники конференции смогут узнать::
• тонкости частного сыска в Англии, Турции, США, Казахстане и других стран от ведущих экспертов отрасли в этих странах,
• известный общественный деятель Авигдор Эскин приоткроет завесу тайны над работой разведывательных сообществ ведущих держав,
• юридические аспекты детективной деятельности, особенности взаимодействия с правоохранительными органами и участие в судебном процессе раскроют эксперты Ассоциации, чей авторитет и компетенции проверены временем,
• реальные практики поделятся тайнами работы по составлению досье, секретами осуществления наружного наблюдения, преимуществами использования в работе детектива таких инструментов как полиграф («детектор лжи») и профайлинг,
• ведущий российский эксперт в области интернет-разведки, в прошлом подполковник ФАПСИ, кандидат физико-математических наук Масалович Андрей Игоревич поделится некоторыми секретами своего мастерства,
• о психологических особенностях ведения переговоров с заказчиком расскажет председатель Третейского Суда Ассоциации, профайлер-верификатор, полиграфолог и частный детектив, эксперт в области управляемой коммуникации и детекции лжи Дмитрий Пилипенко.
Кроме того, прозвучат доклады о реформирование законодательства РФ в сфере частной детективной деятельности и усиление общественного контроля за ней. Спикеры коснутся вопросов борьбы с терроризмом и экстремизмом и многих других актуальных и наболевших тем.
