In 1873, the first Ukrainian detective unit officially began functioning in Kiev, and the first criminal investigation units were formed in the tsarist police departments. The first detective part was experimental and literally a year later it was disbanded due to the lack of funding from the City Duma.
April 15, 1919 By the Decree of the Council of People's Commissars of Ukraine “On the Organization of the Forensic Criminal Investigation”, a forensic criminal investigation department was established and its legal base was fixed. The duties of the search consisted in conducting preparatory for the preliminary investigation activities of the prosecution authorities.
In the early years, the Criminal Investigation Department was subordinate to the People’s Commissariat of Justice and consisted of a forensic investigation and forensic police; the criminal investigation department was directly responsible for the operational-search activity, and the police were engaged in inquiries.
The regulation on criminal investigation agencies was enacted by the People’s Commissariat of Justice on May 11, 1919. And in February 1920, the criminal investigation was transferred to the NKVD department, then it was his association with the general police. Over the years, the legal framework, subordination and structure of the criminal investigation department have changed more than once, but tasks have never changed.
Since 2001, the central body of the threat service has been called the Criminal Investigation Department of the Ministry of Internal Affairs of Ukraine, whose main tasks are the prevention, suppression and disclosure of all types of criminal offenses, as well as the search for hiding criminals.
In 2009, the Criminal Investigation of Ukraine celebrated its 90th anniversary. Many highly qualified employees were awarded with diplomas and medals. And on the eve of the 90th anniversary, a monument to the famous literary detectives Gleb Zheglov and Vladimir Sharapov (“The meeting place cannot be changed”) was unveiled near the building of the Ministry of Internal Affairs in Kiev.
