The militiamen turned out to be busy comprehending the methodological recommendations developed by the ECC of the Ministry of Internal Affairs of the Russian Federation (and lowered into the areas of the ECC GUVD).

Anonymous developers of manuals for the search for anonymous graphomaniacs definitely have a scientific degree. It turned out to be difficult to understand the recommendations without a dictionary and a textbook even for the correspondents of Fontanka, who graduated with honors from the journalism department of St. Petersburg State University. And in the syntax of writing under a microscope, look for parallelism, unfolded determinantal turns at the beginning of a sentence, and quasi-synonymous repetitions.

At the same time, how to determine the distortion of written speech by changing the level of speech culture (which "is usually combined with another kind of distortion - by reducing the level of literacy") will help to find the anonymous author of the recommendations shyly omit.

And most importantly: why look for him? - Ask future police officers. In the practice of working with such letters, the author is searched only if it is obvious that the writer is a potential person involved in the case.

Nevertheless, an order is an order. Therefore, laughing to tears (the latter appeared from the understanding that, despite the president’s promises, there were fewer staff officers), the future policemen took him under the hood. So in the near future the usual picture will be seen after midnight of the district policeman, leaning under the light of a lamp over an anonymous letter with a textbook on stylistics at hand.

This time, the department decided to instill in the future police the necessary (in the opinion of the Ministry of Internal Affairs. - Auth.) Action skills in the event of terrorist acts. Contrary to common sense, there is not a word in the memo about maintaining public order, but there are “a lot of letters” about how to negotiate with terrorists (although the FSB (then the KGB) has been responsible for this since the Soviet era. - Auth.) In contrast to the recommendations that Fontanka wrote about on May 16, the creators of the memo not only do not abuse special vocabulary or clericalism, but even sin in vernacular. For example: "If a bomb was pulled on you, then you need to grasp the moment in order to inform the special services about it."

And all would be fine, but some positions directly contradict the attitude that the authors of the reform are trying to instill in the police and which the police allegedly lost - to protect people. So, the authors of the document in a difficult situation recommend not to stand up for other hostages and stay away from the terrorists themselves, as well as organize among the hostages the collection of signatures in support of the bandits' demands, because there is a possibility that “it is you who will be released first to transfer this list to another side of the barricades. "

It is possible that the memo became a hasty reaction of the Ministry of Internal Affairs to the introduction in Russia of the color scale of the terrorist threat. Suddenly, the door opened and the beardless mother, Lyudmila Danilovna Marinina, entered. Sleptsov E.N. I wasn’t confused, someone constantly rushed into him, once they put the cat’s “treads” on the door - the cat persistently “knocked” on the door. The Opera Sleptsov sent Marinin Lyudmila to enter as it should be i.e. knock the door. Citizen Marinina came in and began to beg to release the suspect Beardless. She was, in fact, a good woman and made convincing arguments: "The beardless will still be repaired and will indemnify the victims anonymously." Sleptsov recalled yesterday he sent materials to an investigator on V. Idiotov for committed similar crimes. V. Idiotov wants to go to jail and will take more episodes if necessary, as he said: "My house is a prison." Sleptsov was clean before the indicators. Citizen Marinina Lyudmila began to stuff some kind of envelope to Sleptsova E.N. in pocket. Sleptsov E.N. remembered the little son and the fact that the jeep on the radio control gave him from the last salary. Marinina managed to give a bribe, she left the office, the operas were left alone. Sleptsov remembered his classmate Julia Kot, who worked in the investigation and is serving her sentence right now. Quickly, perfectly quickly hid the envelope under the windowsill from the outside of the cabinet window and walked away from the window and sat at the table, ate the confession statements of citizen Bezborodogo.
