The State Commission for Radio Frequencies (SCRF) instructed departments to study the technical and legal possibilities of using cellular jammers in public places by the end of the year. This decision was made at a meeting of the commission on Friday.
As the deputy head of the Ministry of Communications and Mass Media, Naum Marder, told reporters, the technical possibilities of using radio signal blockers are to be clarified, as well as a number of regulatory and moral issues will be resolved. Госкомиссия по радиочастотам (ГКРЧ) поручила ведомствам до конца года изучить технические и правовые возможности использования «глушилок» сотовой связи в общественных местах. Это решение было принято на заседании комиссии в пятницу.
Как сообщил журналистам замглавы Минкомсвязи Наум Мардер,предстоит выяснить технические возможности использования блокираторов радиосигнала, а также решить ряд нормативных и нравственных вопросов. Несанкционированное использование блокираторов может привести к ограничению прав абонентов сотовой связи. Кроме того, разрешение использовать «глушилки» внутри помещений не должно создавать помех вне этих территорий.
В соответствии с решением ГКРЧ Минкомсвязи поручено проработать необходимые изменения законодательства, которые разрешат легальное использование блокирующего устройства.
Кроме того, Мардер отметил, что глава ведомства Игорь Щеголев предложил создать общественный совет с участием представителей политики, культуры и общества для того, чтобы выработать взгляды большинства на этот вопрос. Аналогичная схема использовалась в рамках проекта по веб-трансляции выборов президента 4 марта, отметил Мардер. «Проблема должна быть введена в нормативное поле до конца года», — сказал замглавы Минкомсвязи.
