An increased interest is also shown in information constituting a state secret in the field of geology, geodesy, cartography, topography, and economic activity (mainly from representatives of commercial organizations) in order to obtain additional income when using them.

И наконец, согласно вводимой в УК новой статье 283.1 "Незаконное получение сведений, составляющих государственную тайну", за сбор сведений, составляющих гостайну путем "похищения, обмана, шантажа, принуждения либо угрозы насилием" преступнику будет грозить в лучшем случае штраф от 200 до 500 тысяч рублей, а в худшем — лишение свободы до 4 лет. За те же действия, совершенные группой лиц с причинением тяжких последствий, срок лишения свободы может быть увеличен до 8 лет. В пояснительной записке отмечается, что это позволит карать не только имеющих допуск к секретным сведениям, но и тех, кто незаконно пытается их добыть, в частности службы безопасности коммерческих организаций, добывающие гостайну о запасах сырья.

В связи с этим в настоящее время остро встал вопрос об установлении ответственности лиц, которые, не являясь специальными субъектами, указанными в статье 283 УК России, преступным путем завладели сведениями, составляющими государственную тайну. Результаты анализа материалов уголовных дел, находившихся в производстве следственных подразделений органов федеральной службы безопасности, показали, что сведения, составляющие государственную тайну, не защищены от умышленных действий лиц, которым она не была доверена и не стала известна по службе или работе, предпринимающих попытки их противоправного получения и использования при отсутствии в их действиях признаков государственной измены и шпионажа. При этом таких лиц, зачастую связанных с криминальными структурами, в первую очередь интересуют сведения в области оперативно - разыскной деятельности (о методах работы правоохранительных органов, о лицах, оказывающих содействие на конфиденциальной основе, и т.п.). Повышенный интерес проявляется и к сведениям, составляющим государственную тайну, в области геологии, геодезии, картографии, топографии и экономической деятельности (главным образом со стороны представителей коммерческих организаций) в целях получения дополнительных доходов при их использовании.
