Report on the VI IAPD Conference held in Yalta from September 17, 2015 to September 20, 2015.
On September 17-20, 2015, with the support of the administration of the city of Yalta, the VI International IAPD Conference was held.
The 1st day of the Conference was held in an official setting in the large hall of the Administration of Yalta.
The conference topics attracted the attention of representatives and guests from several countries of the near and far abroad, more than 10 regions of the Russian Federation.
The working conference was attended by experts in the field of detective work, polygraphology, lawyers, experts, the Coordinating Council of the Non-State Security Sphere of Russia and the Police Brotherhood, there were experts from the field of security, business intelligence, political figures.
The conference was opened by IAPD President Andrey Nikolayevich Matushkin. In his speech, he noted the positive trend of the event, which promotes the unification of detectives from different countries and regions, the development of this activity in the field of security and law and order. Andrei Nikolayevich congratulated those present on the beginning of the Conference, announced the rules and introduced the speakers.
Further, the welcome speech was said by the head of the St. Petersburg branch of the NP “Police Brotherhood of Russia”, colonel of the internal service, Mikhailov Alexander Valerevich. He continued his speech with a report on the topic: “Interaction of private detectives with law enforcement organizations.”
The deputy head of the administration of Yalta Valery Evgenievich Kosarev also delivered a welcoming speech, in which he noted gratitude for the support of Crimeans expressed in the choice of the venue of the conference and the prospect of further cooperation.
The work of the Conference was presented in the form of several blocks, in part of which reports, projects, presentations, lectures and webinars were presented.
During the prepared report of our guest from Israel, a prominent public figure and publicist Avigdor Eskin, the topic “Conceptual challenges of our time through the prism of the experience of private detectives” was highlighted.
Further, in accordance with the Conference rules, a video greeting and a further presentation on the topic: “Handwriting” was made by an expert graphologist, head of the Institute for Graphic Analysis, editor-in-chief of the journal “Scientific Graphology”, author of textbooks, and teacher Inessa Goldberg.
Sharunenko Mikhail Vladimirovich Ataman of the public Cossack organization "Yalta", spoke about the difficult period of the inhabitants of the city of Yalta in connection with the referendum and the territorial transfer of Crimea to the Russian Federation. During the report, the positive dynamics of the Yalta residents' lifestyle in the social sphere, as well as in the field of ensuring security and law and order, were announced.
The representative of the Bar of Sevastopol and St. Petersburg, the lawyer Telesin Alexey Yuryevich, also spoke about an interesting topic, who spoke about possible problems in his field of activity that a private detective may encounter without observing the Law of the Russian Federation of March 11, 1992 No. 2487-1 ( edition of 07/13/15) "On private detective and security activities in the Russian Federation."
On Skype, guests and members of the Conference were greeted by a colleague from Riga Olegas Rimans, a private detective, a full member of NP MOD. He reported on the results of a working meeting in Chisinau, Moldova with a full member of NP MOD, Nikolai Vasilyevich Batrincha. During the meeting, issues related to the bill on detective activities were discussed.
Unfortunately, due to time constraints, it was not possible to listen to the greeting of our colleague from Moldova N.V. on Skype Batryncha. I comment on his message: “I welcome all participants to the Conference! Fruitful work and a great vacation! A lot of positive emotions and the sun! Long live the MOD and the VI Yalta Conference! ”
I would also like to note the contribution to the Conference of French colleagues, the presentation of a detective from France was prepared.
Message from a colleague from Greece: “Dear colleagues, employees of private agencies and public institutions! Turning to you, I would like to emphasize the importance and complexity of this painstaking work, which is often accompanied by all kinds of risks and ill health for those who selflessly perform it. I would very much like to draw your attention to the coherence with which they fulfill their labor duties. It is also worth paying attention to the importance of cooperation of these agencies with people often living and working in other countries that are part of the CIS, and sometimes the EU, USA, Israel, Africa and the Middle East. I write on behalf of the detectives working and living in a European country - the Republic of Greece. Despite the fact that our country is quite modest in size and the population does not exceed 11 million people, even in our country there are often incidents that usually cannot be resolved even by experienced detectives serving in police stations. The answer is painfully banal: “We have a lot of work, we do not have time. "You are not the only ones who contacted us for help in the last 6 days, etc." And then people have no choice but to turn to private detectives for help. Issues and solutions to them are very diverse and multifaceted, from suspicions of embezzlement by employees to the sale of children and close relatives, who were often abducted by attackers, with the aim of learning a ransom. As you already understand, all private agencies directly cooperate with state security and law enforcement agencies, but criminal elements also have their own connections around the world. The criminal clans and groups they create are rampaging around the world. This is where it is worth emphasizing the very important role played by private security agencies and detectives themselves. They do not publicize their activities in the media and therefore often unfairly fall outside the attention of persons affected by criminal elements and authorities. We were often asked for help by police officers to provide them with certain services, since this or that part of their work was not always located within our state or periphery and it is always necessary to have our own trusted people, and even better, a detective who works independently from other law enforcement agencies. Therefore, we are trying to expand our ties and mutual support with colleagues from other states and republics. Sometimes this is the only chance to complete the job!
At the end of the first day of the conference, his report on the topic: “New psychotechnologies in the diagnosis of lies and their application in detective work” was presented by the Head of the St. Petersburg School of Lie Detection Stepanov Alexander Andreevich. The report was accompanied by an interesting presentation. At the end of the lecture, colleagues and guests actively and with great interest participated in the discussion with the speaker.
The second day of the conference was opened with a welcoming speech by a colleague from the USA Steve Dudnik, head of the detective agency General Investigations Services, the issue of interaction was discussed, as well as good practice in the field of exchange of experience.
Further, a report on the topic “Correlation of detective and legal methods for the prevention of overdue debts” and a proposal for further cooperation were made by the Head of the consulting office “KRASS-Practician”, Moscow.
In the second part of the 2nd day of the IAPD conference, the results of the work were summarized, the head of the detective bureau "Phoenix" Garusova Alexandra Igorevna brought information about financial expenses in the process of the event.
In a festive atmosphere, Matushkin Andrei Nikolaevich handed the certificates to colleagues newly admitted to the MOU and guests of the Conference.
Colleagues and guests expressed special gratitude to the organizer of the Conference in Yalta, detective Lyukov Alexei Filippovich, who was involved in the matters of transfer, resettlement of guests, provision of a hall for the Conference, proper equipment with technical equipment, the presence of a photographer, and much more.
I think my colleagues will agree with me that these events, and in particular the VI IAPD Conference, left a big mark in the professional activities of each participant, as well as a lot of positive emotions and impressions. The exchange of experience, the establishment of inter-regional and international relations among colleagues and employees in the field of security is the main component of the need to maintain the tradition of holding annual IAPD Conferences

Отчет о проведенной с 17.09.15 по 20.09.15 года VI Конференции IAPD в городе Ялта.
17-20 сентября 2015 года при поддержке администрации города Ялты прошла VI Международная Конференция IAPD.
1-й день Конференции прошел в официальной обстановке в большом зале Администрации города Ялты.
Тематика конференции привлекла внимание представителей и гостей из нескольких стран ближнего и дальнего зарубежья, более 10 регионов Российской Федерации.
В рабочей Конференции приняли участие специалисты в области детективной деятельности, полиграфологии, юристы, эксперты, Координационный Совет Негосударственной Сферы Безопасности России и Милицейского Братства, присутствовали специалисты из сферы безопасности, деловой разведки, политические деятели.
Конференцию открыл Президент IAPD Матушкин Андрей Николаевич. В своем выступлении он отметил позитивную тенденцию проведения данного мероприятия способствующего объединению детективов из разных стран и регионов, развитию данной деятельности в области обеспечения безопасности и правопорядка. Андрей Николаевич поздравил присутствующих с началом Конференции, огласил регламент и представил выступающих.
Далее приветственное слово сказал руководитель СПБ филиала НП «Милицейское Братство России» полковник внутренней службы Михайлов Александр Валерьевич. Свою речь он продолжил докладом на тему: «Взаимодействие частных детективов с правоохранительными организациями».
Так же с приветственной речью выступил заместитель главы администрации г. Ялты Косарев Валерий Евгеньевич, в которой отметил благодарность за поддержку крымчан, выражавшуюся в выборе места проведения конференции и перспективе дальнейшего сотрудничества.
Работа Конференции была представлена в форме нескольких блоков в части которых были изложены доклады, проекты, презентации, лекции и вэбинары.
В ходе подготовленного доклада нашего гостя из Израиля, видного общественного деятеля и публициста Авигдора Эскина, была освещена тема «Концептуальные вызовы нашего времени через призму опыта частных детективов».
Далее в соответствии с регламентом Конференции с видеоприветствием и дальнейшей презентацией на тему: «Почерки» выступила эксперт-графолог, Руководитель института графоанализа, главный редактор журнала «Научная графология», автор учебников, преподаватель Инесса Гольдберг.
Шаруненко Михаил Владимирович Атаман общественной казачьей организации «Ялтинское», рассказал о трудном периоде жителей города Ялты в связи с проведением референдума и территориальным переходом Крыма в Российскую Федерацию. В ходе доклада было озвучено о положительной динамике образа жизни ялтинцев в социальной сфере, а так же в области обеспечения безопасности и правопорядка.
Так же с интереснейшей темой выступил представитель адвокатуры г. Севастополя и Санкт-Петербурга адвокат Телесин Алексей Юрьевич, который рассказал о возможных проблемах в сфере своей деятельности, с которыми может столкнуться частный детектив, не соблюдая Закон РФ от 11.03.1992 №2487-1 (редакция от 13.07.15 г.) «О частной детективной и охранной деятельности в РФ».
По скайпу гостей и членов Конференции поприветствовал коллега из Риги Олегас Риманс частный детектив, действительный член НП МОД. Он сообщил об итогах рабочей встречи в г. Кишиневе Молдова с действительным членом НП МОД Николаем Васильевичем Бэтрынча. В ходе встречи обсуждались вопросы, связанные с законопроектом о детективной деятельности.
К большому сожалению, в вязи с ограниченность во времени, не представилось возможности прослушать по Skype приветствие нашего коллеги из Молдовы Н.В. Бэтрынча. Комментирую его послание: «Приветствую всех участников Конференции! Плодотворного вам труда и отличного отдыха! Много позитивных эмоций и солнца! Да здравствует МОД и VI Ялтинская Конференция!»
Та же хочется отметить вклад в Конференцию Французких коллег, была подготовлена Презентация детектива из Франции.
Обращение коллеги из Греции: «Уважаемые коллеги, работники частных агентств и государственных учреждений! Обращаясь к вам, я хотел бы подчеркнуть всю важность и сложность этой кропотливой работы, которая зачастую сопровождается всевозможными рисками и ухудшениями здоровья для тех, кто самоотверженно ее выполняет. Очень бы хотелось обратить ваше внимание на ту слаженность, с которой они исполняют свои трудовые обязанности. Стоит так же обратить внимание на важность сотрудничества этих агентств с людьми зачастую проживающими и трудящимися на территории других государств, входящих в состав СНГ, а иногда и ЕС, США, Израиля, стран Африки и Ближнего Востока. Я пишу от имени детективов работающих и проживающих в Европейской стране – Республике Греция. Несмотря на то что наша страна довольно таки скромных размеров и население не превышает 11 млн. человек, даже в нашей стране часто происходят инциденты, которые разрешить обычно не получается даже у опытных детективов, служащих в полицейских участках. Ответ бывает до боли банален: «У нас много работы мы не успеваем. Вы не одни кто обратились к нам за помощью за последние 6 дней и т.д.» И тогда людям ничего не остается как обратиться за помощью к частным детективам. Вопросы и решения к ним бывают очень разными и многогранными, от подозрений в хищении со стороны сотрудников до продажи детей и близких родственников, которых зачастую похищали злоумышленники, с целью поучения выкупа. Как вам и без того понятно все частные агентства напрямую сотрудничают с государственными органами безопасности и правопорядка, но и у преступных элементов тоже свои связи по всему миру. Создаваемые ими преступные кланы и группировки бесчинствуют по всему миру. Вот тут то и стоит подчеркнуть ту самую важную роль, которую играют сами частные охранные агентства и детективы. Они не оглашают в средствах массовой информации свою деятельность и потому часто несправедливо оказываются вне внимания со стороны лиц пострадавших от криминальных элементов и авторитетов. К нам часто обращались за помощью сотрудники полиции для оказания им тех или иных услуг, поскольку не всегда та или иная часть их работы находилась или находится в пределах нашего государства или переферии и тут всегда необходимо иметь своих доверенных людей, а еще лучше детектива работающего не зависимо от других учреждений правопорядка. Поэтому мы стараемся расширять наши связи и взаимоподдержку с коллегами из других государств и республик. Иногда это бывает единственный шанс завершить начатое!
В заключении первого дня конференции свой доклад по теме: «Новые психотехнологии в диагностике лжи и их применение в детективной деятельности» представил Руководитель Санкт-Петербургской Школы детекции лжи Степанов Александр Андреевич. Доклад сопровождался интереснейшей презентацией. В конце лекции коллеги и гости активно и с большим интересом участвовали в дискуссии с докладчиком.
Второй день конференции открыл приветственным словом коллега из США Стив Дудник руководитель детективного агентства General Investigations Serviджces, обсуждался вопрос взаимодействия, а так же положительная практика в сфере обмена опытом.
Далее с докладом на тему «Соотношение детективных и юридических методов профилактики просроченных долгов» и предложением о дальнейшем сотрудничестве выступил Руководитель консалтингового бюро «КРАСС-Практик» г. Москва.
Во второй части 2-го дня конференции IAPD подводили итоги о проделанной работе, руководитель детективного бюро «Феникс» Гарусова Александра Игоревна довела информацию о финансовых расходах в процессе проведения мероприятия.
В торжественной обстановке Матушкин Андрей Николаевич вручил сертификаты коллегам вновь вступившим в ряды МОД и гостям Конференции.
Коллеги и гости выразили особую благодарность организатору Конференции в городе Ялта, детективу Люкову Алексею Филипповичу, который занимался вопросами трансфера, расселения гостей, предоставления зала для Конференции, должным оснащением техническим оборудованием, присутствия фотографа и многое другое.
Думаю, коллеги согласятся со мной, в том что данные мероприятия, а в частности VI Конференция IAPD оставила большой след в профессиональной деятельности каждого участника, а так же много положительных эмоций, впечатлений. Обмен опытом, налаживание межрегиональных и международных связей среди коллег и сотрудников в сере безопасности - это основная составляющая необходимости поддержания традиции проведения ежегодных Конференций IAPD

Комментирую его послание: «Приветствую всех участников Конференции! Плодотворного вам труда и отличного отдыха! Много позитивных эмоций и солнца! Да здравствует МОД и VI Ялтинская Конференция!»
Та же хочется отметить вклад в Конференцию Французких коллег, была подготовлена Презентация детектива из Франции.
Обращение коллеги из Греции: «Уважаемые коллеги, работники частных агентств и государственных учреждений! Обращаясь к вам, я хотел бы подчеркнуть всю важность и сложность этой кропотливой работы, которая зачастую сопровождается всевозможными рисками и ухудшениями здоровья для тех, кто самоотверженно ее выполняет. Очень бы хотелось обратить ваше внимание на ту слаженность, с которой они исполняют свои трудовые обязанности. Стоит так же обратить внимание на важность сотрудничества этих агентств с людьми зачастую проживающими и трудящимися на территории других государств, входящих в состав СНГ, а иногда и ЕС, США, Израиля, стран Африки и Ближнего Востока. Я пишу от имени детективов работающих и проживающих в Европейской стране – Республике Греция. Несмотря на то что наша страна довольно таки скромных размеров и население не превышает 11 млн. человек, даже в нашей стране часто происходят инциденты, которые разрешить обычно не получается даже у опытных детективов, служащих в полицейских участках. Ответ бывает до боли банален: «У нас много работы мы не успеваем. Вы не одни кто обратились к нам за помощью за последние 6 дней и т.д.» И тогда людям ничего не остается как обратиться за помощью к частным детективам. Вопросы и решения к ним бывают очень разными и многогранными, от подозрений в хищении со стороны сотрудников до продажи детей и близких родственников, которых зачастую похищали злоумышленники, с целью поучения выкупа. Как вам и без того понятно все частные агентства напрямую сотрудничают с государственными органами безопасности и правопорядка, но и у преступных элементов тоже свои связи по всему миру. Создаваемые ими преступные кланы и группировки бесчинствуют по всему миру. Вот тут то и стоит подчеркнуть ту самую важную роль, которую играют сами частные охранные агентства и детективы. Они не оглашают в средствах массовой информации свою деятельность и потому часто несправедливо оказываются вне внимания со стороны лиц пострадавших от криминальных элементов и авторитетов. К нам часто обращались за помощью сотрудники полиции для оказания им тех или иных услуг, поскольку не всегда та или иная часть их работы находилась или находится в пределах нашего государства или переферии и тут всегда необходимо иметь своих доверенных людей, а еще лучше детектива работающего не зависимо от других учреждений правопорядка. Поэтому мы стараемся расширять наши связи и взаимоподдержку с коллегами из других государств и республик. Иногда это бывает единственный шанс завершить начатое!
В заключении первого дня конференции свой доклад по теме: «Новые психотехнологии в диагностике лжи и их применение в детективной деятельности» представил Руководитель Санкт-Петербургской Школы детекции лжи Степанов Александр Андреевич. Доклад сопровождался интереснейшей презентацией. В конце лекции коллеги и гости активно и с большим интересом участвовали в дискуссии с докладчиком.
Второй день конференции открыл приветственным словом коллега из США Стив Дудник руководитель детективного агентства General Investigations Serviджces, обсуждался вопрос взаимодействия, а так же положительная практика в сфере обмена опытом.
Далее с докладом на тему «Соотношение детективных и юридических методов профилактики просроченных долгов» и предложением о дальнейшем сотрудничестве выступил Руководитель консалтингового бюро «КРАСС-Практик» г. Москва.
Во второй части 2-го дня конференции IAPD подводили итоги о проделанной работе, руководитель детективного бюро «Феникс» Гарусова Александра Игоревна довела информацию о финансовых расходах в процессе проведения мероприятия.
В торжественной обстановке Матушкин Андрей Николаевич вручил сертификаты коллегам вновь вступившим в ряды МОД и гостям Конференции.
Коллеги и гости выразили особую благодарность организатору Конференции в городе Ялта, детективу Люкову Алексею Филипповичу, который занимался вопросами трансфера, расселения гостей, предоставления зала для Конференции, должным оснащением техническим оборудованием, присутствия фотографа и многое другое.
Думаю, коллеги согласятся со мной, в том что данные мероприятия, а в частности VI Конференция IAPD оставила большой след в профессиональной деятельности каждого участника, а так же много положительных эмоций, впечатлений. Обмен опытом, налаживание межрегиональных и международных связей среди коллег и сотрудников в сере безопасности - это основная составляющая необходимости поддержания традиции проведения ежегодных Конференций IAPD
