I like the 1st option as a basis. I would take the left part from the 3rd option. Swapped photos and logo. She centered the star in her block (now she’s closer to the right edge), the text would move down from the top. On the left (closer to the photo) the license number, on the right, the period until (when it is issued, this is excess redundant information).
The color field on the right side of the certificate (where the president’s signature is) must be made in height of the same height as on the left.

Добрый день!
Мне нравится 1й вариант как основа. Левую часть я бы взяла из 3го варианта. Поменяла местами фото и лого. Звезду отцентровала в своем блоке (сейчас она ближе к правому краю), текст сверху перенесла бы вниз. Слева (ближе к фото) номер лицензии, справа срок до (когда выдано это лишняя избыточная информация).

2. Удостоверение действительно до 31.12.2020 г., шрифт видимо надо сделать мельче. Это и для - Состоит в Ассоциации...
