Открывая мероприятие, И. Кобзев отметил, что Центральный федеральный округ – самая густонаселенная часть России. Здесь концентрируется 25% населения страны. В связи с этим в ведомстве рассматривают округ в качестве пилотного проекта по выстраиванию взаимодействия аппарата полномочного представителя Президента Российской Федерации в ЦФО с комиссией по предупреждению и ликвидации чрезвычайных ситуаций и обеспечению пожарной безопасности, а также новой модели управления, которая позже была отдельно обсуждена на совещании
