The Ministry of Internal Affairs of the Russian Federation sent a letter to the Government of the Russian Federation with a request to allocate 280 million rubles to the department annually to finance "confidential cooperation with citizens," the Izvestia newspaper reported on Tuesday, citing a source in the department.
Previously, the cooperation of citizens with the police was regulated only by the law on operational-search activities and related to work with unofficial informants.
However, if earlier the Ministry of Internal Affairs mainly resorted to the services of full-time agents, now the agency will have more opportunities to attract random witnesses to cooperation.
“There are always other people who know, have seen or heard something, but we cannot reach them, and they themselves do not advertise,” one of the operatives of the threat department of the Ministry of Internal Affairs explained to the publication. According to him, one can “talk” of such witnesses, for example, by announcing a reward, but this raises a problem.
“There has always been a risk of being accused of misuse of funds. Therefore, to pay informants, they used the “black box office” more often, ”the source said.
The police, in turn, promise not to squander budget money.
“Only really important information will be paid,” Oleg Yelnikov, the official representative of the Ministry of Internal Affairs, told the publication.
