In the spring, Verkhovna Rada will introduce bills on the internal affairs bodies. According to their initiator - lieutenant general, people's deputy from the Party of Regions Vasily Gritsak, the idea is to build a completely new system on the existing base of the Ministry of Internal Affairs.

In carrying out the reform, according to V. Gritsak, the initiators of the new laws will rely on European experience, as the system of law enforcement bodies in Germany, France, Britain, Hungary, and Poland has been thoroughly studied.
They also propose to include the state migration service, the rescue service (the current Ministry of Emergencies), the state border service and a number of departments in the Ministry of Internal Affairs system. Some structural changes will make it possible to get rid of duplicate functions in the police, conduct recertification of staff and reduce staffing.
According to the head of the press service of the Ministry of Internal Affairs, Vladimir Polishchuk, attempts to reform the department have been carried out since the early nineties, the structure of the ministry and its divisions has changed several times. "But every time everything rested on the existence of quantitative indicators when solving crimes, these are artificial norms that often led to a violation of the rights and freedoms of citizens," V. Polishchuk said.
“Because of this,” he said, “the police are perceived today as a punitive and repressive body. We see the reform of the department in optimizing the structure, number of personnel, and improving administrative functions,” the head of the press service summed up.
Now within the Ukrainian Ministry of Internal Affairs, expert groups have been formed that collect the data necessary for the reform project of the department. In addition, they study public opinion and analyze the areas of work of various police units.

Весной в Верховную Раду буду внесены законопроекты об органах внутренних дел. По словам их инициатора - генерал-лейтенанта, нардепа от Партии регионов Василия Грицака, идея состоит в том, чтобы построить абсолютно новую систему на существующей базе МВД.

При проведении реформы, по словам В.Грицака инициаторы новых законов будут опираться на европейский опыт, благо "досконально изучена система правоохранительных органов Германии, Франции, Британии, Венгрии, Польши".
Также в систему МВД предлагают включить государственную миграционную службу, службу спасения (нынешнее МЧС), государственную пограничную службу и еще ряд департаментов. Некоторые структурные изменения дадут возможность избавиться от дублирующих функций в полиции, проводить переаттестацию сотрудников и сократить штаты.
По словам руководителя пресс-службы МВД Владимира Полищука, попытки реформирования ведомства проводились с начала девяностых, несколько раз изменялась структура министерства, его подразделений. "Но каждый раз все упиралось в существование количественных показателей при раскрывании преступлений, это искусственные нормы, которые нередко приводили к нарушению прав и свобод граждан", - сказал В.Полищук.
"Из-за этого, - считает он, - милиция воспринимается сегодня как карательно-репрессивный орган. Реформу ведомства мы видим в оптимизации структуры, численности личного состава, усовершенствовании административных функций", - подытожил руководитель пресс-службы.
Сейчас внутри украинского МВД сформированы экспертные группы, которые собирают данные, необходимые для проекта реформы ведомства. Кроме того, они изучают общественное мнение и анализируют направления работы различных подразделений милиции.
