Оперативники уверены, что Каганский был одним из участников преступной группы, содействие которой оказывали высокопоставленные действующие сотрудники МВД.
«Эта группа, по версии следователей, занималась вымогательством, оказывая давление на бизнесменов. При этом Каганский в этом “бизнесе” выполнял роль так называемого решальщика, выступая посредником между должностными лицами органов внутренних дел и предпринимателями», — пояснил руководитель управления взаимодействия со средствами массовой информации Следственного комитета России Владимир Маркин.

Именно Каганский улаживал всякие сомнительные дела полицейских начальников. По данным следствия, Каганский тесно общался с руководителями различных подразделений МВД, ФСБ, Генпрокуратуры и Следственного комитета.
В розыск Каганского объявили еще осенью, все это время он жил в коттеджном поселке под Новосибирском.
