MOSCOW, Aug 23 - RAPSI. The Russian Ministry of Internal Affairs has prepared a draft order, according to which the institution of payment for assistance in the investigation of crimes will be introduced in the country.
“The Institute for Appointment of Remuneration for Assistance in Solving Crimes in the USSR, and later in the Russian Federation, was still absent. In Western countries, it has existed for more than 100 years and rather successfully contributes to the disclosure of the most resonant and socially dangerous crimes, ”said the Ministry of Internal Affairs.
As the agency reminds, the law “On Police” adopted in February last year gave the police the right to “declare a remuneration for assistance in solving crimes and detaining the perpetrators and pay it to citizens”, and the prepared draft regulates the conditions for remuneration.
In particular, the document says that the payment of remuneration will not affect those who are in the service of law enforcement agencies. The draft order also states that “the basis for announcing the appointment of remuneration to citizens is a committed crime that caused a great public outcry, a serious or especially serious crime”.
The amount of the award may exceed even 3 million rubles, but only the head of the Ministry of Internal Affairs himself can appoint such an incentive. The developer of the innovation is the Main Department of Criminal Investigation of the Ministry of Internal Affairs.

МОСКВА, 23 авг — РАПСИ. МВД России подготовило проект приказа, согласно которому в стране будет введен институт оплаты за помощь в расследовании преступлений.
«Институт назначения вознаграждения за помощь в раскрытии преступлений в СССР, а позднее и в РФ до настоящего времени отсутствовал. В странах Запада он существует уже более 100 лет и довольно успешно способствует раскрытию наиболее резонансных и общественно опасных преступлений», — уточняет МВД.
Как напоминает ведомство, принятый в феврале прошлого года закон «О полиции» предоставил полиции право «объявлять о назначении вознаграждения за помощь в раскрытии преступлений и задержании лиц, их совершивших, и выплачивать его гражданам», а подготовленный проект регламентирует условия назначения вознаграждения.
В частности, в документе говорится, что выплата вознаграждения не коснется тех, кто состоит на службе в правоохранительных органах. Также в проекте приказа прописано, что «основанием для объявления о назначении вознаграждения гражданам является совершенное преступление, вызвавшее большой общественный резонанс, тяжкое либо особо тяжкое преступление».
Сумма награды может превысить даже 3 миллионов рублей, но назначить такое поощрение может только сам глава МВД. Разработчиком нововведения является главное управление уголовного розыска МВД.
