Yesterday, Prime Minister Dmitry Medvedev sharply criticized the progress in the construction of the Zenit Arena stadium in St. Petersburg. The developer explains the current shameful situation with bureaucratic delays.
In my opinion, the developer is right. The whole point is the irresponsibility of the bureaucrats who oversaw the errand of the former President. I mean the results of the meeting of the Anti-Corruption Council on January 13, 2011 at which Dmitry Medvedev criticized the Russian government for delaying the development of a bill relating to the activities of one-day firms.
Today, the one-day law has not been adopted.
To date, private investigators have accumulated tremendous experience in identifying signs of an unreliable business partner or an unscrupulous counterparty (taxpayer). based on pre-verification of more than 100 factors of the financial and economic activities of the audited entity.
For example:
1) If the legal form of the counterparty is “LLC”, then the risk of the transaction is higher than that of a closed joint-stock company, OJSC, or even individual entrepreneur.
2) The risk of non-fulfillment of obligations increases many times if an audit of records in Rosstat has shown that the counterparty does not submit reports to the statistical authorities.
3) If the company of the counterparty is registered less than a year ago, the risk of default on obligations under the contract increases significantly.
By the way, according to the Federal State Statistics Service, by the time the arena began construction (2007), the life cycle of the builder - LLC “Inzhtransstroy-SPb” (TIN 7801456461, registration date 12/17/2007) - did not exceed one (!) Month.
In the meantime, the one-day law has not been adopted, I suggest that Rosfinmonitoring, when monitoring dubious transactions, focus on concluding private investigators. I am sure that the risks of default on government contracts will be much less.
