Вероятность такого варианта развития событий существует. Обусловлена она наличием огромного оружейного арсенала у населения США, который в случае начала дезинтеграционных процессов станет источником развития неконтролируемых процессов. Кроме того, существуют достаточно большие противоречия между американскими штатами, которые резко обострятся в случае финансово-экономического коллапса, превосходящего Великую Депрессию. К тому же после начала кризиса продажа огнестрельного оружия населению США выросла на 40%.
США: СЦЕНАРИЙ РАСПАДА №3 - Дезинтеграция США по модели Чехословакии.
Наиболее оптимальный вариант развития дезинтеграционных процессов на территории США. Вариант может развиваться в рамках существующего американского законодательства. Президент Переходного Периода Обама (на один год) займется быстрым разделением полномочий федерального центра (Вашингтон) и штатов. Важно осуществлять этот процесс в рамках правового поля, под контролем ООН.

Частичный хаос – модель от СССР к СНГ. Промежуточная модель, которая может быть реализована в рамках создания Трех Конфедераций – Республиканской, Демократической и Независимой. Уже сейчас достаточно активно действует Ассоциация губернаторов-республиканцев. На ее базе может быть создана Республиканская Конфедерация. Достоинством данной схемы конфедеративного устройства будет то, что в полной мере могут быть реализованы принципы открытого общества (Дж.Сорос) и децентрализованной эффективной экономической системы (М.Олбрайт). Каждый из американских штатов получит право свободно войти в одну из трех конфедераций Объединенного Североамериканского Содружества Конфедераций. Петиции граждан США говорят о том, что США перешли, по сути, ко второй фазе подготовки к распаду. Некоторые мировые и российские СМИ или навязывают информацию, что некоторые граждане США просто не довольны выборами, или уводят все в плоскость только экономических проблем.
Миллион человек, подписавших петицию, - это серьезный звонок для власти в США. Барак Обама вынужден будет реагировать, в соответствии с действующим американским законодательством, т.к. уже в СЕМИ штатах превышен порог в 25 тысяч человек, который необходим для того, чтобы официально реагировать на эти требования. Пока видно, что действующая администрация находится в полной растерянности и не знает, как реагировать на эти законные требования.
США: СЦЕНАРИЙ РАСПАДА №1. Хаос – полный и быстрый крах.
Запоздалая реакция властей США на ураган «Сэнди», рост числа петиций штатов (все 50 штатов) и т.д. свидетельствуют о неэффективности американской системы управления и принятия решений. Напомним, что американские военные базы находятся в 130 странах мира. И, скорее всего, система управления ими может быть потеряна в результате развертывания неконтролируемых событий на территории США. Предсказать появление новых центров силы, баланс их интересов крайне сложно в случае такого варианта развития событий. Видимо, развернется яростная ситуативная борьба за «американское наследство». Она будет сопровождаться чередой неконтролируемых конфликтов на территории всей планеты. Следует подчеркнуть, что данный сценарий является самым невероятным и малореализуемым. Процент его реализации крайне мал.
США: СЦЕНАРИЙ РАСПАДА №2 - Дезинтеграция США по модели Югославии (наихудший сценарий).
Вероятность такого варианта развития событий существует. Обусловлена она наличием огромного оружейного арсенала у населения США, который в случае начала дезинтеграционных процессов станет источником развития неконтролируемых процессов. Кроме того, существуют достаточно большие противоречия между американскими штатами, которые резко обострятся в случае финансово-экономического коллапса, превосходящего Великую Депрессию. К тому же после начала кризиса продажа огнестрельного оружия населению США выросла на 40%.
США: СЦЕНАРИЙ РАСПАДА №3 - Дезинтеграция США по модели Чехословакии.
Наиболее оптимальный вариант развития дезинтеграционных процессов на территории США. Вариант может развиваться в рамках существующего американского законодательства. Президент Переходного Периода Обама (на один год) займется быстрым разделением полномочий федерального центра (Вашингтон) и штатов. Важно осуществлять этот процесс в рамках правового поля, под контролем ООН.
США: СЦЕНАРИЙ РАСПАДА №4 Частичный Хаос (Дезинтеграция США по модели СНГ).
Частичный хаос – модель от СССР к СНГ. Промежуточная модель, которая может быть реализована в рамках создания Трех Конфедераций – Республиканской, Демократической и Независимой. Уже сейчас достаточно активно действует Ассоциация губернаторов-республиканцев. На ее базе может быть создана Республиканская Конфедерация. Достоинством данной схемы конфедеративного устройства будет то, что в полной мере могут быть реализованы принципы открытого общества (Дж.Сорос) и децентрализованной эффективной экономической системы (М.Олбрайт). Каждый из американских штатов получит право свободно войти в одну из трех конфедераций Объединенного Североамериканского Содружества Конфедераций. Данная схема частично была применена Британской империей при разделе своей главной колонии – Индии.
Потенциальный распад США приведет к глобальным потрясениям. Поэтому Россия должна иметь команду информационного реагирования или Информационный спецназ. Идею создания информационного спецназа я впервые выдвинул в 2003 году в своей книге «Информационная война и Третий Рим». Главная задача Информационного спецназа - готовность и способность к эффективным действиям в мировом информационном пространстве в кризисной ситуации, что обеспечивается тщательной предварительной подготовкой, планированием, а также наличием людей, способных реализовать намеченное.
