04/02/2013 In the building of the Press Center of the Ministry of Internal Affairs of the Russian Federation, a round table was held on the topic "How to increase the efficiency of the search for missing persons".
Every year, tens of thousands of people disappear in the Russian Federation.
The reasons for the disappearance of citizens are:
- commission of crimes against them with subsequent concealment of corpses;
- abduction of people with their removal in the area from where he cannot contact his family and friends;
- loss and severance of family ties;
- loss of social ties in connection with an antisocial lifestyle;
- the desire of citizens to hide from the performance of debt and other obligations;
- mental illness associated with loss of memory;
- other reasons.
According to the participants of the round table, at present, the search for missing citizens is not sufficiently effective, and therefore it is not possible to track down thousands of people, prevent thousands of crimes, save hundreds of lives.
In order to increase the efficiency of the search for missing persons, the participants in the round table organized by the Commission of the IHO RODP "YABLOKO" and human rights organizations in Moscow RECOMMEND:
1) Create a unified federal database of missing and unidentified corpses.
2) Create a single federal base for population movement in the USSR / Russian Federation in the 20-21 century.
3) Introduce in the Russian Federation mandatory fingerprint registration of citizens from the moment of their birth, as well as persons who entered the territory of the Russian Federation or who left outside Russia.
4) To establish cooperation with international law enforcement organizations in the search for missing persons.
5) Introduce in the Russian Federation the obligatory genomic registration of citizens and persons who have entered the territory of the Russian Federation.
6) To create in large settlements specialized groups of police officers and the Investigative Committee for a quick response to search for missing persons who would not be distracted for other activities.
7) To ensure in the media, including on television channels, the placement of information (broadcasting) aimed at tracing people who are missing or have lost contact with relatives. By analogy with the current one in the UK, create a round-the-clock channel for informing the public about missing persons.
8) To search for persons missing, investigating by way of initiation of a criminal case under art. 105 of the Criminal Code.
9) Consider the search for missing persons as one of the most important indicators in the activities of the internal affairs bodies and the Investigative Committee.
10) Introduce a survey of persons with information on the search for the missing person regarding the location of the missing person using a polygraph without fail.
11) the Ministry of Internal Affairs of Russia:
- to develop an administrative regulation on the procedure for notifying family members about the death of a person occurring outside a place of residence or a medical institution;
- to strengthen the responsibility of police officers for not informing relatives about the death of a person or their untimely informing;
- keep records of citizens of Russia or residents of Russia who have gone missing abroad;
- ensure the introduction in each constituent entity of the Russian Federation of a unified database of persons detained, delivered or arrested for committing offenses.
12) To work out the issue of introducing an electronic key fob, which allows to establish the location of a person.

02.04.2013г. в здании Пресс-центра МВД РФ прошел круглый стол по теме «Как повысить эффективность розыска лиц, пропавших без вести».
Ежегодно в Российской Федерации исчезают десятки тысяч людей.
Причинами исчезновения граждан становится:
- совершение в отношении них преступлений с последующим сокрытием трупов;
- похищение людей с их вывозом в местности, откуда он не могут связаться со своими родными и близкими;
- утрата и разрыв родственных связей;
- утрата социальных связей в связи с асоциальным образом жизни;
- стремление граждан скрыться от исполнения долговых и иных обязательств;
- психическое заболевание, связанное с утратой памяти;
- иные причины.
По мнению участников круглого стола, в настоящее время розыск пропавших без вести граждан ведется недостаточно эффективно, в связи с чем не удается разыскать тысячи лиц, предотвратить тысячи преступлений, спасти сотни жизней.
Для повышения эффективности розыска пропавших без вести участники круглого стола, организованного Комиссией МГО РОДП «ЯБЛОКО» и правозащитными организациями г. Москвы РЕКОМЕНДУЮТ:
1) Создать единую федеральную базу пропавших без вести и неопознанных трупов.
2) Создать единую федеральную базу движения населения на территории СССР/Российской Федерации в 20- 21 веке.
3) Ввести в Российской Федерации обязательную дактилоскопическую регистрацию граждан с момента их рождения, а также лиц, въехавших на территорию РФ, либо выехавших за пределы России.
4) Наладить сотрудничество с международными правоохранительными организациями по розыску пропавших без вести.
5) Ввести в Российской Федерации обязательную геномную регистрацию граждан и лиц, въехавших на территорию РФ.
6) Создать в крупных населенных пунктах специализированные группы сотрудников полиции и Следственного Комитета для оперативного реагирования по розыску пропавших без вести лиц, которые бы не отвлекались для проведения других мероприятий.
7) Обеспечить в средствах массовой информации, в том числе на телеканалах размещение информации (выпуск передач), направленных на розыск людей, пропавших без вести или утративших связь с родственниками. По аналогии с действующим в Великобритании создать круглосуточный канал по вопросам информирования населения о лицах, пропавших без вести.
8) Производить розыск лиц, пропавших без вести, следственным путем с возбуждением по факту уголовного дела по ст. 105 УК РФ.
9) Рассматривать розыск пропавших без вести лиц в качестве одного из главнейших показателей в деятельности органов внутренних дел и Следственного Комитета.
10) Ввести опрос лиц, обладающих информацией о розыске пропавшего без вести, по вопросу местонахождения пропавшего без вести с использованием полиграфа в обязательном порядке.
11) МВД России:
- разработать Административный регламент о порядке уведомления родных и близких о смерти человека, наступившей вне места жительства или медицинского учреждения;
- усилить ответственность сотрудников полиции за неинформирование родных и близких о смерти человека либо их несвоевременное информирование;
- вести учеты по гражданам России либо жителям России, пропавшим без вести за границей РФ;
- обеспечить введение в каждом субъекте РФ единой базы лиц, задержанных, доставленных либо арестованных за совершение правонарушений.
12) Проработать вопрос о внедрении электронного брелка, позволяющего установить местонахождение человека.
