The topic is very relevant in every country, and the more often and more seriously the relevant structures and society as a whole will pay attention to it, the more serious will be the results of solving this problem, although it is impossible to solve it to the end.
According to statistics, about two million people annually disappear without a trace on Earth. Other statistics suggest that about 8 million children are lost annually alone. The vast majority of these losses are due to completely natural reasons: murders, accidents, natural disasters ...
In Russia, every 4 hours a child disappears, and every 8 hours a child disappears who will no longer be found. In the USA, these statistics are still terrifying; they are double, triple higher.
Agree, this problem needs to be paid attention and, moreover, very SERIOUS!
The fact that in the recommendations many points are currently unrealistic, and some are contrary to international law, is understandable. Take at least item 12) To work out the issue of introducing an electronic keychain that allows you to establish the whereabouts of a person. This can only be applied to persons with limited rights and freedoms. At will, for children and then, up to a certain age.
At the same time, much of what is recommended is not even costly. It is simply necessary for all of us to understand that human life is the highest value on earth and to work out an appropriate attitude for all citizens. Take at least the following points:
6) To create in large settlements specialized groups of police officers and the Investigative Committee for a quick response to search for missing persons who would not be distracted for other activities.
11) the Ministry of Internal Affairs of Russia:
- to develop an administrative regulation on the procedure for notifying family members about the death of a person occurring outside a place of residence or a medical institution;
- Strengthen the responsibility of police officers for not informing loved ones about the death of a person or their untimely informing;
- keep records of citizens of Russia or residents of Russia who have gone missing abroad;

I know that many private detectives and detective agencies practice free search for some missing people. They publish photographs of the missing on their sites, give relatives and friends of the missing free advice ... and this is our real contribution to this matter.

Not so long ago (at the end of 2012 or at the beginning of 2013), an elderly woman came to me who had been looking for her brother for many years. Wherever she went, both to the police and to the program “Wait for me,” but all to no avail. Then she turned to me. I immediately posted the information about the wanted person on the forum. Literally a few hours later (neither days, nor months, nor years, mind you), colleagues from the ChD OPTION in the person of Alexander Nikolaevich, Yekaterinburg, Sverdlovsk Region responded positively that the wanted found by them.
That’s the answer ... someone simply "struck" a person by accounting and got the result, because sincerely wanted to help the old man, ... and someone (who should have done this on duty) either did not want or could not - hence the result! This was a topic on the forum and a thank-you note. There was no end to the joy of a woman who turned to ... !!!
Imagine .. her ordeals in our bureaucratic offices, officials, correspondence with different authorities, but hope to see her brother again did not die out for many decades.
In a word - we, POWER if we want !!!
