Draft order “On the approval of requirements for telecommunication networks for operational search activities. Part II Requirements for data transmission networks ”published on the website of the Ministry of Communications. In the project, in particular, it is said that “the data network provides the technical ability to transmit to the ORM control center the following information <...> about the network addresses (IP addresses) allocated to the subscriber (user) before implementing the network address translation (translation) function and before the transmission of the first information packet, as well as information about the completion of the monitored connection. ” In addition, the project says, the provider should provide information about the location of the user (terminal) equipment used to transmit (receive) information of the controlled connection and / or telecommunication message, with the exception of data networks that do not provide technological ability to determine the location of the user (terminal) equipment. Also, the provider will have to provide information related to the process of providing communication services in the form and sequence in which such information came from user (terminal) equipment or from an attached communication network. As specified in the document, the draft order concretizes and supplements the “Requirements for telecommunication networks for conducting operational-search measures. Part I. General requirements ”, approved by order of the Ministry of Information and Communications in January 2008. A source at one of the companies providing Internet services explained that this measure will simplify and speed up the search for cybercriminals. “These requirements oblige providers to store databases with IP addresses and user logins. This will allow law enforcement agencies to unwind the chain, set the time and exact location, right down to the apartment, ”he said.
