It depends on what is meant by the concept of information. There are restrictions established by the Constitution of the Russian Federation, the laws "On personal data", "On state secrets", "On the horde", "On copyright", etc. etc.
But you can freely collect information that, in accordance with some laws, is open and public, for example, information from the Unified State Register of Legal Entities, information from the Federal Financial Markets Service, information from registers of licensing authorities, etc. etc.
Any person can do it. But from the moment this person made a systematic (2 or more times) alienation for the payment of this information, the person automatically becomes an entrepreneur and is obliged to pay taxes.
