Vesti FM: Why does the system of payment for housing and communal services in Russia require changes? Is it so outdated and so inconvenient or bulky? Is it possible to leave everything as it is?

Andrievsky: The fact is that we are facing a significant rise in the cost of utilities. I think that in the near future, each of us will pay about $ 200-250 a month for a three-room apartment. To master the collection of these payments, the government and utilities are beginning to develop a soft and more understandable payment regime for these services.

Vesti FM: What is the difficulty of paying for services and controlling this payment now?

Andrievsky: Today, the collection for utilities is very low. Citizens are divided into those who pay utility bills neatly and those who do not pay utility bills at all. At the same time, there are not very many ways to disconnect them from the consumption of public services, and if this happens, then after this there will be social explosions, unrest, which the authorities do not really need. It is therefore necessary to establish clearly defined legislation in this area. That is, you can delay the payment of services, but no more than three months.

“Vesti FM”: Then what concrete actions will follow?

Andrievsky: Yes. Then, by law, we will definitely turn you off.

Vesti FM: Tell me, is it technically possible to do this? If, for example, in an apartment building one of the tenants does not pay for several months for the light, suppose. Is it technically possible to cut it off from the light?

Andrievsky: If it does not pay for light, it is easy to disconnect it from the consumption of light.

Vesti FM: And for the water?

Andrievsky: But water is already more difficult. And the sewer system is even more difficult. Why, because the wiring of electricity consumption is on the landing. This landing is not owned by a tenant who consumes electricity; it is easy to approach and perform the necessary manipulations to stop energy consumption.
