Private detectives pester
It seems that the debtors are taken seriously. On the one hand, they will be obliged to give the bailiffs a full list of property, and for trying to conceal something or simply drag out the process, they can both be punished criminally and in rubles. On the other hand, bailiffs will be able to use the services of private detective agencies.
The package of relevant amendments has already been actually approved by the committee on constitutional legislation of the State Duma.
The lawyer of the Knyazev & Partners College, Vladimir Yurasov, believes that the bailiffs simply want to shift their work to other people.

It turns out that the money that the state should give to the bailiffs, to increase their qualifications and welfare, now these funds will be deposited as corruption components of the same bailiff service. Salaries of employees and the truth is low. Experts call the amount of 15-20 thousand rubles. Naturally, such bailiffs have no motivation to "dig deeper". But, as it turned out, private detectives have it. One of them, Oleg Pytov, says that orders of this kind appear to him 1-2 per month. And this is not the limit:
“On average, the price of such services varies from 15-40 thousand rubles for the search and establishment of such property. We all know that the debtor begins to hide his property, that is, register for his wives, children, mother-in-law, grandparents, etc. "After finding, all the information goes to the customer. The removal procedure is no longer our problem."
The detective is sure that the police should not do this either, because the bailiff service was created specifically for this work. However, the obvious flaws of its employees are their lack of professionalism. Or laziness. If the detective is interested in materially "digging deeply", then the bailiff, having received information that the car is on the debtor, may simply forget to make a request to the debtor's hometown, where he may well have his own small factory.
