Both climatic and municipal. The first state of emergency occurred in 1989, when cooperatives just began to appear. Fruit and vegetables began to be brought from neighboring republics. It was so great in our city. There was a conflict between the youth of Kazakh and Caucasian nationality. And away we go ... Also, everything was prepared by someone. All the large windows of then still state-owned shops were broken in the city. The cooperative stalls were burned, and at the same time the bookstore, which was not far from one of them. Then there was the USSR, they caught up with the security forces. tension) .So they lived for many years with this iron and sat all summer without vegetables and fruits. Several people were killed. And then these pogromists were made fighters for independence, a monument was erected. And the outflow of the non-Kazakh population from the once multinational city began. Moreover, the specialists left. But there is no holy place ... Our family remained. We somehow believed that everything would work out. We have long been retired. Children have grown up, grandchildren are growing. Pension we, like everyone in Kazakhstan, are small. But we do not go to social security for benefits and allowances. They opened their small shop, making a trading floor out of the loggia of their apartment. We work together with my husband. Everyone is under 70 years old. We bring the goods ourselves, we trade ourselves, we clean ourselves. And these events happened. In our microdistrict for 4 days there was neither light, nor any telephone connection. They sat shut, like rats, and trembled and prayed that it would carry. Well, we are not on the front line of the pogroms. Therefore, we were delighted when the military appeared in the city. And do not scold the police. It’s scary when there is a drunken, armed, uncontrollable crowd. We are also citizens (law-abiding) of Kazakhstan and need protection. In recent years, the city has somehow transformed. And now all more or less decent buildings have been burned down and destroyed. Who’s right here, who is to blame, I hope, the investigation will figure it out. But I know for sure that we are not to blame, as are the other ordinary residents of the city, the children to whom both the holiday and the New Year were frustrated. And no matter how it happens that these thugs will be declared heroes and a monument will be erected again. Of course, it’s a pity for the innocent victims. I am sorry for their families. But the pogroms are also to blame. It is not necessary to solve the problems. And I was struck by our citizens (some) who, with a happy smile on their faces, were dragging the property they had stolen from the destroyed shops. I'm tired

When the rally began among the crowd, there were quite a few young people who covered their faces with something (shawls, hoods from a jacket, and some masked ones), as well as anti-social people who began to throw stones and snow on the parliament and the police, and the peaceful rally turned already non-peaceful. The police immediately answered, and the means used were used to disperse the rebels (in my opinion, they acted unprofessionally, but this is my personal opinion), as a result of which innocent people suffered and suffered very seriously. Then, of course, the police showed professionalism — several dozens of participants in these events were identified and detained over which the trial was under way (in my opinion it was not even finished). Information was given on how one criminal group, hiding behind this rally and rioting provoked there, intended to commit a robbery. But before that, many politicians made a good image for themselves, and the police made a scapegoat ...
But now the question arises why if the authorities knew in advance about future unrest, they didn’t take any measures to prevent them and to whom it was profitable at all (criminals are a trash to take them seriously into account!
In Kazakstan, it is clear that someone who had taken advantage of the discontent of people in advance organized these events for some reason and, first of all, ordinary people suffered from it ... Those who organized it will remain in the shadow and may even condemn the actions of the rebels loudest.

In all cases of the use of weapons, an employee of the internal affairs bodies is obliged to take the necessary measures to ensure the safety of surrounding citizens, provide emergency medical assistance to victims, and report to the immediate superior about the use of weapons.
The prosecutor is immediately informed of each case of the use of weapons and special means that resulted in deaths or other grave consequences.

And the former and current heads of the Zhanaozen administration are accused of this. According to the investigation, they used public funds for crimes, in which the sponsorship of the Kazmunaigas Exploration Production Company was accumulated.

NTV recalls: on the day of the celebration of the 20th anniversary of the independence of Kazakhstan, on December 16 last year, riots began in Zhanaozen in which at least 16 people died and dozens were injured. The video captured how police shot demonstrators.

Oil workers dismissed due to strikes took part in the riots. The next day, a state of emergency was introduced in the city. Now curfew is in effect in Zhanaozen, traffic is limited, rallies are prohibited, and photo and video shooting are limited.
