Police and private investigators of Primorye summed up the results of joint work
Twenty years ago, on March 12, 1992, the law "On Private Detective and Security Activities in the Russian Federation" was adopted in the country. Despite the relatively short period of existence, this industry has already formed and has taken its strong place in the field of security in Russia.
On the anniversary of the Russian private investigation, a solemn event took place within the walls of the regional Directorate of the Ministry of Internal Affairs, to which heads of specialized police units and general directors of leading security agencies of Vladivostok were invited.
The fact that the priority area of activity of employees of departmental and private structures is, first of all, effective cooperation in ensuring the protection of public order and the fight against crime is evidenced by the statistics announced at the event.
To date, 313 private security organizations, 25 individual entrepreneurs licensed by private detectives operate in the Primorsky Territory alone. The number of citizens with the legal status of a private security guard has reached 6811 people. The security structures of Primorye ensure the safety of more than 7892 objects of various forms of ownership. In 2011, 6417 security guards from private agencies were involved in the maintenance of public order, and 805 people were brought to the police departments for committing crimes and offenses.
Under the Ministry of Internal Affairs of Russia in the Primorsky Territory, the work of the Coordinating Council for interaction with private security and detective structures was organized, which includes directors of more than twenty large security companies. To date, 295 coordination and cooperation agreements have already been concluded with private security agencies. Contractual obligations provide for ensuring control of public order in the territory adjacent to the object of protection, an emergency police call for citizens who have been criminally abused, as well as assisting internal affairs bodies to detain offenders, participating in investigative activities as witnesses and guarding the place incidents.
One of the decisions of the Council, for example, was the organization of joint patrolling of police patrol officers and private security guards in the territory of the regional center. Patrolling is carried out on cars of the security company and has positive results. A similar practice was introduced in Artyom and Nakhodka.
In a welcoming speech addressed to the participants in the solemn meeting, the head of the Ministry of Internal Affairs of Russia for the Primorsky Territory Andrei Nikolaev emphasized that today, during the period of the large-scale reform of the Ministry of Internal Affairs, a special role is played by the relationship of private security and detective structures with law enforcement agencies. The main task facing the security forces and representatives of the private security company is the prevention of crimes and offenses. The efforts of the heads of internal affairs bodies and private security companies should be directed towards achieving this common goal.
Today, special attention should be paid to the protection of public order and the safety of citizens during the upcoming grand event - the APEC Summit. Already, 21 security companies are involved in the objects of the forum of international importance, which cover 94 security posts.
The result of the ceremony was the presentation of honorary awards. Police officers and employees of the private security companies were awarded medals “For Officer Honor” and “20 Years of Private Guard and Investigation,” diplomas and thanks. Private detectives awarded today have replenished the list of names of employees of security agencies who distinguished themselves in the protection of public order: over the past years 43 of them were encouraged by the leadership of the internal affairs bodies, 25 received public awards in the field of security and detective activities.
Major General Andrei Nikolaev, chief of the Russian Ministry of Internal Affairs in the Primorsky Territory, was awarded the jubilee medal “20 years of private security and investigation”. The award was presented to him by the Deputy General Director of the private security company Granit, Evgeny Pushkarev.

Полицейские и частные сыщики Приморья подвели итоги совместной работы
Двадцать лет назад, 12 марта 1992 года, в стране был принят закон «О частной детективной и охранной деятельности в Российской Федерации». Несмотря на сравнительно недолгий срок существования, эта отрасль уже сформировалась и заняла свое прочное место в сфере обеспечения безопасности в России.
В юбилейную годовщину российского частного сыска в стенах краевого Управления МВД состоялось торжественное мероприятие, на которое были приглашены руководители профильных подразделений полиции и генеральные директоры ведущих охранных агентств Владивостока.
О том, что приоритетным направлением деятельности сотрудников ведомственных и частных структур является, прежде всего, эффективное сотрудничество по вопросам обеспечения охраны общественного порядка и противодействие преступности, свидетельствует статистика, озвученная на мероприятии.
На сегодняшний день только на территории Приморского края осуществляет свою деятельность 313 частных охранных организации, 25 индивидуальных предпринимателей, имеющих лицензии частных детективов. Численность граждан с правовым статусом частного охранника достигла 6811 человек. Охранными структурами Приморья обеспечивается безопасность более 7892 объектов различных форм собственности. В 2011 году к охране общественного порядка привлекалось 6417 охранников из частных агентств, за совершение преступлений и правонарушений ими были доставлены в отделы полиции 805 человек.
При УМВД России по Приморскому краю организована работа Координационного совета по взаимодействию с частными охранно-сыскными структурами, в состав которого входят директоры более двадцати крупных охранных предприятий. С частными охранными структурами на сегодняшний день уже заключены 295 соглашений по координации и взаимодействию. Договорными обязательствами предусмотрено обеспечение контроля над общественным порядком на прилегающей к объекту охраны территории, экстренный вызов полиции для граждан, в отношении которых совершены преступные посягательства, а также оказание помощи сотрудникам органов внутренних дел по задержанию правонарушителей, участие в следственных мероприятиях в качестве понятых и охране места происшествия.
Одним из решений Совета, к примеру, стала организация совместного патрулирования сотрудников патрульно-постовой службы полиции и частных охранников на территории краевого центра. Патрулирование осуществляется на автомобилях охранного предприятия и имеет положительные результаты. Подобная практика введена в Артеме и Находке.
В приветственном слове, обращенном к участникам торжественного собрания, начальник УМВД России по Приморскому краю Андрей Николаев подчеркнул, что особую роль сегодня, в период крупномасштабной реформы МВД, играют взаимоотношения частных охранно-сыскных структур с органами правопорядка. Главная задача, которая стоит перед силовиками и представителями ЧОП – предупреждение преступлений и правонарушений. На достижение этой общей цели и должны быть направлены усилия руководителей органов внутренних дел и частных охранных предприятий.
Особое внимание сегодня следует уделить охране общественного порядка и безопасности граждан во время проведения предстоящего грандиозного мероприятия – Саммита АТЭС. Уже сейчас на объектах форума международного значения задействовано 21 охранное предприятие, которыми перекрывается 94 поста охраны.
Итогом торжественного мероприятия стало вручение почетных наград. Офицеры полиции и сотрудники ЧОПов были награждены медалями «За офицерскую честь» и «20 лет частной охране и сыску», почетными грамотами и благодарностями. Награжденные сегодня частные детективы пополнили список имен отличившихся при охране общественного порядка сотрудников охранных агентств: за прошедшие годы 43 из них были поощрены руководством органов внутренних дел, 25 – получили общественные награды в сфере охранно-сыскной деятельности.
Юбилейной медали «20 лет частной охране и сыску» был удостоен начальник УМВД России по Приморскому краю генерал-майор Андрей Николаев. Награду ему вручил заместитель генерального директора частного охранного предприятия «Гранит» Евгений Пушкарев.
