The order of the Ministry of Internal Affairs of the Russian Federation is published on Wednesday by Rossiyskaya Gazeta. Employees of the Ministry of Internal Affairs will be required to accept all appeals of citizens. If it turns out that the issue is not the responsibility of the police, the citizen will be notified of the transfer of the appeal to another department in a week. The police may extend the consideration of the appeal or refuse to the citizen with written notification and explanation of the reasons. Such reasons may be incorrect content or presentation, and the police also refuse to consider appeals that are related to court decisions that have already been taken.
Sometimes the police may not notify the citizen of the reasons for the refusal. "The answer to the appeal is not given: if the appeal is recognized as anonymous; if the appeal is recognized as repeated and the author has already stopped correspondence, which he had previously been notified in the manner prescribed by law," the order says.
The order of the head of the Ministry of Internal Affairs prohibits forwarding appeals to those superiors and to those structures to which the applicant complains. In addition, the document regulates the methods, time and even places for receiving applications. Приказ МВД РФ публикует в среду "Российская газета". Согласно вводимым правилам, полицейские теперь должны будут принимать все жалобы, а устно общаться с гражданами не более 10 минут, пишет NEWSru.com. По истечении этого времени гражданину предложат изложить свою проблему письменно. По приказу главы МВД, уведомление о любом обращении выдается гражданину незамедлительно, а регистрируется в течение трех дней. Рассматривается жалоба в течение месяца, при этом обратившегося уведомляют об этом письменно, говорится в документе.
Сотрудники МВД должны будут в обязательном порядке принимать все обращения граждан. Если выяснится, что вопрос не в компетенции полиции, о передаче обращения в другое ведомство гражданина уведомят через неделю. Полиция может продлить рассмотрение обращения или отказать гражданину с письменным уведомлением и разъяснением причин. Такими причинами могут быть некорректное содержание или изложение, также полиция отказывается рассматривать обращения, которые связаны с уже принятыми судебными решениями.
Иногда полиция может и не уведомлять гражданина о причинах отказа. "Ответ на обращение не дается: если обращение признано анонимным; если обращение признано многократным и с автором уже прекращена переписка, о чем он ранее был уведомлен в установленном законом порядке", - говорится в приказе.
