Генеральный прокурор России Юрий Чайка предложил передать прокурорам функцию возбуждения уголовных дел. Более того, прокурор должен обладать правом изъятия дела следователя и завершить его расследование самостоятельно. Это мировая практика, уточнил Чайка, выступая в Совете Федерации.
