In the 90s, I remember in the city administrations different organizational questions, checks, etc. they decided about 10 people and managed to serve the whole city. Then they made an organizational department with a staff of 40 people, which was constantly growing and now I don’t even know what kind of staff there is. And they still couldn’t cope with their work (although as if you don’t know some people play games on a computer or drink coffee). And the plowmen (operas, district officers, patrolmen), with their misfortune, were various morons and no one needed except their own and high authorities requests, reports and other papers sent, and this paper flow is increasing ... А чего вы хотите глобализация, бюрократизация и вся прочяя ...матия, да и разных сынков и дочек надо же пристроить, чтоб на хлебушек имели ничего не делая...
В 90-х годах помню в городском управлений разные орг.вопросы, проверки и т.п. решали чловек где-то 10-ть и успевали обслуживать весь город. Потом сдели орг.отдел со штатом в 40 человек который постояно разрасталься и сейчас даже незнаю какие там штаты. И они все никак немогли справиться со своей работой (хотя как незайдеш к некоторым то в компе в игры играют или кофеек попивают). А пахарям (операм, участковым, патрульным) с их падачи разные дебильные и некому ненужные кроме их самих да высокого начальства запросы, отчеты и прочее бумаги слали, причем этот бумажный поток все увеличивается ... Вод тебе и штаты...

Не сыпьте соль на рану...!
В 90 е лихие везде было сложно, но на службу шли с удовольствием и времени не жалели. Был фанатизм и вера!!!
Теперь же,... лишь бы день прошел и все...по барабану. Зарплату платят очень достойную и хорошую, но вот отдачи не видно пока. Солдат спит-служба идет.
