Against this background, the scandals that shook another power department, the Ministry of Internal Affairs, quietly receded into the shadows. Although where they stole more - the question is open. Procurement in both ministries was put on a systematic corruption basis.

Over the past two years alone, the volume of dubious contracts concluded by the rear department of the Ministry of Internal Affairs has exceeded 20 billion rubles. And this is far from the limit!

But for some reason, the main defendants in the army scandals (with the exception of Serdyukov) have already been taken into custody. And their colleagues from the Ministry of Internal Affairs completely get off with a slight startle: maximum - dismissal.

And the most titled participant in these scandals - Sergei Gerasimov - still sits in the chair of the deputy minister, coordinating the entire rear and personnel policy of the “updated” Ministry of Internal Affairs ...

If all the channels talk about the purges of Sergei Shoigu, then the similar steps of Minister Kolokoltsev remain mostly behind the scenes. At best, a listing of another group of retired generals.

The last such "obituary" was made a week ago: 4 police leaders lost their posts. One of them is Alexander Kvitko, head of the center for special equipment and communications of the Ministry of Internal Affairs (NPO STiS). A month earlier, according to the results of verification of state contracts concluded by STiS, he was removed from office for abuse of authority.

And almost simultaneously with this, the head of the department of information technologies, communication and information protection of the Ministry of Internal Affairs Mikhail Tyurkin lost his post, and again - not without the participation of his own security.

Through the efforts of Lieutenant General Turkin, the Ministry of Internal Affairs, to put it bluntly, “hit” billions of rubles. In total, in his household, the volumes of discovered violations reached astronomical figures. 38 billion rubles were spent incomprehensibly, another 4 billion disappeared "ineffectively and to no avail." These data on the eve of Tyurkin’s resignation were announced in the State Duma by the Auditor of the Accounts Chamber, Alexander Zhdankov, who conducted an audit of the informatization of the Ministry of Internal Affairs.

In informal conversations, the new leadership of the Ministry of Internal Affairs regrets that the development of high technologies resulted exclusively in the development of the budget.

The information systems of the Ministry of Internal Affairs, which were created over the years and spent tens of billions, were thoughtlessly collapsed. In exchange, Turkin failed to create anything new: but billions again disappeared from the treasury.

Tyurkin and Kvitko are not the only ones who were responsible for informatization in the Ministry of Internal Affairs. They had a curator - Deputy Minister Sergey Gerasimov.

All these failures relate to a high degree, and at least exactly this principle is now declared in the Ministry of Internal Affairs: a soldier enters - the commander’s head.

However, for some reason, the heads of services with an unpronounceable abbreviation (DITSiZI, STiS) had to puff out alone. Gerasimov’s massive revelations didn’t hurt.

In the same way, Gerasimov came out of the water after another corruption scandal - with the procurement of a police uniform from a base Chinese rag. And again, retribution overtook only subordinates: the head of his apparatus, Alexander Mishin, the head of the logistics organization department of the rear department of the Ministry of Internal Affairs, Alexander Nemchikov, and his deputy Stanislav Suleymanov, lost their posts.

These resignations are a reaction to our recent investigation (“New Dress of the Ministry of Internal Affairs”, “MK” from 10.10.2012). In that article, I described in detail systemic corruption around public procurement for the police and the police.

The notoriety behind the rear department of the Ministry of Internal Affairs dragged on for a long time, but the real revelry went precisely with the appearance of Sergey Gerasimov and his appointees (as deputy minister, he is responsible for personnel, rear and information). Under the pretext of fighting corruption, the new bosses destroyed the previous criminal schemes and immediately created their own, much larger ones.

Since 2010, a centralized corruption system for the distribution of billions of dollars in contracts has been built in the rear department. All outsiders from the auctions were cut off. Potential favorites themselves prepared the tender documentation: so that no one else could win ...

Particularly colorful stories are associated with contracts for sewing police uniforms, since the Ministry of Internal Affairs needed it in excess. (Changing personnel is perhaps the only real outcome of Nurgaliyev’s reform.)

All the “uniform” contracts of the Ministry of Internal Affairs were deliberately passed on to dummies affiliated with each other, which had nothing in their souls except staples and hole punchers. (They were united around a certain company “TPK“ October ”, whose owner Dmitry Markov enjoyed the enviable favor of the rear.)

Firms proudly calling themselves garment factories, in fact, did not have either production facilities or technology. 100% of the volume was transferred by them to subcontracting. Sewed - one, profited - others.

Over the past 3 years, Markov “gaskets” received orders worth 7.5 billion rubles. The whole process was dealt with by the head of the organization of logistics organization of the logistics department of the Ministry of Internal Affairs Alexander Nemchikov - the eyes and hands of Sergei Gerasimov.

In order to benefit from the necessary structures, Nemchikov even took extreme measures: 114 state contracts for the supply of uniforms, concluded before his arrival in 2010 with 68 (!) Enterprises, were broken. At the same time, all suppliers have already been paid in advance, most managed to fulfill orders and even ship products to the warehouses of the Ministry of Internal Affairs. The termination of contracts was for the garment workers, especially for small factories, a blow below the belt: many almost went bankrupt. In some places, they stopped paying salaries.

Is it worth adding that the orders taken from the manufacturers were immediately transferred to the companies of Dmitry Markov ...

7.5 billion rubles - a considerable figure. Even if you take a 10% kickback as the basis (at the most modest rate!), You get 750 million. Almost 2 million euros!

But these are by no means the only contracts given to the Oktyabr structures: the same dummy firms “for some reason” delivered tents, forensic equipment, bulletproof vests, fur products, and dry rations to the Ministry of Internal Affairs.

Rather, others supplied products: the Oktyabrata, as they affectionately called them in the rear department, took all the profits. Real manufacturers got crumbs.

Apparently, it is no accident that over the past 2 years, the relatives of Major Nemchikov (mother and non-working brother) sharply “acquired” numerous real estate (5 plots, 5 apartments).

However, we still don’t know anything about the welfare of General Gerasimov ...

There are departments where they know how not to forget about themselves, but also to do business: let them steal, but at least carry out state tasks. In Nurgaliyev’s Ministry of Internal Affairs they weren’t even capable of this.

The quality of the new form turned out to be disruptive. Examinations carried out already at Kolokoltsev showed serious deviations from GOST and technical conditions. After the first wash, the clothes lose their presentation and become a kurguza. The sets do not match each other in shade and texture: trousers - in the herringbone, tunic - in the strip (sewed them in different factories!). In the police environment, "new things" are bonfired with the last words.

Most of the uniforms were sewn from Chinese half-woolen fabric: it was this fabric that Nurgaliyev, at the suggestion of Nemchikov and Gerasimov, officially approved in December last year as a model of a new form. According to the documents, its manufacturer means the same ZAO “TPK" October ", which did not even have a sewing machine. Very organic: pseudo-form for pseudo-reform ... (By the way, “October” is now bankrupt and is in the process of liquidation.)

The logisticians with partners were already rubbing their hands, counting new profits: in the next two years, the Ministry of Internal Affairs planned to spend another 8.5 billion rubles on uniforms. There is no doubt: the same “October” fate was waiting for this money.

But then came Vladimir Kolokoltsev ...

The new minister quickly learned about the "shaped" scams. At his direction, verification began.

At the same time, by his order, he banned the use of forms made of imported material: only domestic samples.

With the knowledge of Kolokoltsev, the Ministry of Internal Affairs tore through the court and the last "uniform" contract: 3 billion 940 million rubles. Its holder was another “laying” of Dmitry Markov: ShveyProm OJSC with an authorized capital of 100 thousand rubles. In October, the judgment entered into force.

Unlike its predecessors, the current leadership of the Ministry of Internal Affairs does not hide its problems and is ready to speak openly about them.

In the days I received a response to my article, signed by Deputy Minister Igor Zubov:

“Information on the personal interest of A.V. Nemchikov in concluding state contracts for the supply of clothing for the needs of the Ministry of Internal Affairs of Russia, the deliberate creation of conditions for victory in tenders of pre-defined commercial organizations was confirmed. By order of October 18, 2012, A.V. Nemchikov was dismissed from the internal affairs bodies. ”

The Ministry of Internal Affairs sent materials to Nemchikov to the Investigative Committee, “due to the fact that his actions show signs of a criminal offense”, but there is still no criminal case. And it is unlikely to be. Behind the back of a retired major looms the formidable shadow of Deputy Minister Gerasimov.

If you arrest Nemchikov, there is a great danger that he will untie his tongue and tell the whole truth, including the true role of Gerasimov in billions of scams.

The proximity of these two people is an axiom that does not even require evidence. It was Gerasimov who, after his appointment in the spring of 2010, transferred Nemchikov to the central apparatus of the Ministry of Internal Affairs: from a modest post of deputy. the head of the department of the economic department of the Moscow Central Internal Affairs Directorate - immediately the assistant deputy minister in charge of the rear (in captain's uniform - in the colonel's chair!).

During the "cleansing" re-certification (from police to police), Gerasimov made Nemchikov the head of the department and awarded the major rank. All purchases, deliveries and distribution of resources for the Ministry of Internal Affairs were subordinated to him.

Nemchikov accompanied most of his steps with references to Gerasimov. And he, of course, knew nothing, blindly trusting his appointees.

General Gerasimov is a professional intelligence officer who worked for many years “in the field”. To believe in his naive myopia means offending graduates of the Red Banner Institute. Andropova.

Gerasimov could not know what was happening in the rear department because his own security regularly signaled this upstairs (the ex-chief of the GUSB MVD Yuri Draguntsov confirmed to me all the facts stated in the article).

And because employees who were crazy about the new orders wrote in detail about the “exploits” of Nemchikov and Mishin at police forums, they sent anonymous complaints. One of these letters of accusation against Nemchikov appeared on the Web a year and a half ago: almost all the facts cited in it are now confirmed.

And therefore, in the end, because Gerasimov is responsible for the personnel policy of the Ministry of Internal Affairs, and it is his job to understand people. What the hell are you, personnel officer, if you cannot make out your own assistant!

However, when in the spring of this year, the new head of the rear department, Sergey Sergeyev, tried to fire Nemchikov, Gerasimov did not allow this.

Unlike him, Sergeev figured out quickly in a subordinate. Twice he raised the question of replacing Nemchikov - and twice Gerasimov beat off his protege. (Very handy when frames and rear under one roof.)

I am almost sure that if Nurgaliyev had remained at the helm, Nemchikov would have continued to serve until now, in spite of any scandals. And the golden river of budgetary flows would still float along the police coast.

But the rear is not alive in the uniform form ...

Very interesting documents were handed to me by colleagues from the FAS Anti-Cartel Office. After an article in MK, antitrust monitors began their own public procurement verification of the Ministry of Internal Affairs. The very first results confirmed my point.

Only a preliminary analysis conducted by the FAS revealed signs of collusion between the Ministry of Internal Affairs and the winners at 13 auctions totaling ... 9 billion 572 million rubles. And this is only for the last 1.5 years and mainly for the companies mentioned in my article. Contracts were concluded at an inflated price, the rest of the participants mercilessly cut off.

The logisticians managed to hold several dubious auctions under the guise even after the appointment of Kolokoltsev: something like a demobel chord.

The state contract for the purchase of fur products for 260 million rubles was, for example, signed with Baryshskaya Sewing Factory LLC on July 20 (the change of minister took place in May), although it was this “laying” that had distinguished itself in a scam with a Chinese uniform. (In response, Deputy Minister I. Zubov, “BSF” is explicitly called a “dishonest supplier.”)

At that moment, the Ministry of Internal Affairs was suing the “daughter” of the “Barysh sewing factory” - ShveyProm OJSC, demanding to terminate the last “uniform” contract. The capital's arbitration satisfied the lawsuit of the Ministry of Internal Affairs on July 30. And ten days earlier, the very same “unscrupulous suppliers” received new orders from the department. Your deeds are wonderful, Lord ...

And another interesting discovery was made by antitrust monitors. They found 24 last year’s auctions, the results of which are still shrouded in mystery. Officially, the bidding was declared invalid. But with whom in the end the contracts were concluded - there is no data. The price of the issue is 4.7 billion rubles.

Basically, we are talking about purchases of gasoline and oil products (13 auctions for 3 billion 236 million rubles). There is no doubt that the contracts were finally signed: the fleet in the Ministry of Internal Affairs is huge, you need to refuel daily. That's just without auctions. The agreements, obviously, were concluded with a single supplier: Nemchikov’s similar technology and the company were honed to perfection.

How this is done is clearly seen in the example of the “Barysh sewing factory” mentioned above.

Ministry of Internal Affairs appoints a competition. Artificially rejects all applications. Goes to Rosoboronzakaz for consent to a government contract with a single supplier selected “through market analysis”. And it’s ready: the contract is with the right company, the difference is in someone’s pocket.

Interestingly, there is someone (except Nurgaliev and Gerasimov) who can believe in the disinterested extravagance of the rear, throwing billions left and right?

If the Ministry of Internal Affairs had held full-fledged auctions, this would guaranteedly reduced prices by a good 25-30% in the competition. (This is exactly what happens when bidding for small lots.) But instead of saving budgetary billions, the logisticians deliberately gave orders at starting prices.

It is noteworthy that the “one-man” contracts were drawn up mainly in 2011, when Rosoboronzakaz was headed by Serdyukov’s comrade-in-arms Alexander Sukhorukov, and subsequently the First Deputy Minister of Defense: the rear of the Ministry of Internal Affairs never had any problems with him.

But back to the "information wars" and their generals ...

When last spring Mikhail Tyurkin was appointed head of the department of information technologies and communications of the Ministry of Internal Affairs, this was accompanied by a noisy PR campaign. The press center of the Ministry of Internal Affairs called him a major specialist in the field of informatization, who "will solve the problems of the widespread introduction of the most modern management technologies."

In his interviews, the general promised to conduct a “technical revolution” in the Ministry of Internal Affairs, to equip the police with high technology: so that every guard could easily use the gigantic database for all occasions. Alas, it remained beautiful promises ...

Like the rear management of Nemchikov, the department of information technologies was created in early 2011 - at the very height of the reform of the Ministry of Internal Affairs; although it would seem that the task of reform is quite the opposite - not to inflate, but to reduce.

However, these contradictions become clear if you find out that they organized a department specifically for Turkin - such was the will of the then Minister Nurgaliev.

With Turgin Nurgaliev met, or rather, gathered on ... ice. Being a deputy. Director of the FMS, Tyurkin headed the hockey club of the Ministry of Internal Affairs, which subsequently merged into Dynamo. Several times a week, he drove the puck with the minister - for yoga Nurgaliyev, hockey was almost a religion.

Trust relationships connected Tyurkin with his new curator, Sergei Gerasimov. Before, when Gerasimov worked in the presidential administration, he and Turkin were engaged in creating passports of a new generation.

With such support - any mountains on the shoulder!

Tyurkin began his reforms in exactly the same scenario as Nemchikov: everything that was done before him - crap, his predecessors - are completely dumbasses and crooks.

There was a political reason for that: until 2010, the main enemy of Nurgaliyev, his deputy Mikhail Sukhodolsky, was engaged in the creation of information systems in the Ministry of Internal Affairs. Any blow to him with a balm was spilled on the minister’s heart.

By the time Turkin was appointed, informatization programs were being developed at the Ministry of Internal Affairs for 5 years. The main one is the Information and Telecommunication System (EITKS ATS), which should connect all police units from a ministry to a village branch as a single network. Billions of rubles were naturally buried in the ground: fiber-optic communication lines were laid to most regional departments. In total, in 2005-2011 38.7 billion rubles were spent on EITKS.

This system is partially operational now and greatly facilitates the work of the police. However, it has not been fully built: approximately 30% of units are not connected to EITKS. If in the regional centers with telecommunications everything is more or less satisfactory, then on the earth, especially in the countryside, they work as usual.

There is no question of any access to the DNA analysis databases or the Handwriting program there. And in the near future, I'm afraid nothing will change.

A full launch of EITKS was planned this year, but General Turkin violated previous plans. Instead of completing the work of his predecessors, he acted dramatically: crossed out everything old and started from scratch. In July 2011, at the initiative of Turkin, the nearly implemented EITKS program was officially closed by order of Nurgaliyev.

In exchange, it was announced the creation of a new program: a unified system of information and analytical support for the activities of the Ministry of Internal Affairs (ISOD). It was she who, according to Tyurkin’s plan, was to carry out the required technical revolution.

A year and a half has passed. It does not smell like a revolution in the Ministry of Internal Affairs. As always, the best turned out to be the enemy of the good.

They broke the old, they did not build a new one. On the contrary, the reforms of Turkin threw the department into the distant past. In terms of information equipment, the Ministry of Internal Affairs lags behind life by many years (at least five).

Turkin failed to create either IT strategies or concepts for the further development of information technologies. The programs launched before him remained to live in isolation from each other. Dozens of departmental information resources (on-call services, finances, lawyers, investigators, personnel) work autonomously: they are not integrated into a single system and even more so are not connected to the EITKS. 5.8 thousand integration software and hardware systems are not linked into a single infrastructure: each is brewed in its own juice.

The only thing that General Turkin succeeded in was in the shock development of the budget. Money was spent on a truly generalist scale. Clear goals have not been identified. The results of previous work were not taken into account. Orders were placed as God willingly puts.

Here, say, an electronic document management system (ED&D ATS). The Ministry of Internal Affairs really needs it, especially to the administrative services: it’s the 21st century in the yard, and millions of billings are being paid here.

Most importantly, the predecessors of the technical revolutionary understood this: the corresponding developments began back in 2007. Just at the time of Tyurkin’s arrival, the pilot version of the program was launched in the administrative department of the Ministry of Internal Affairs, and in 7 departments and departments it started working in test mode.

However, Turkin did not even wait for the results of the trial operation: instead, tenders were announced for the development of new programs and the purchase of equipment. The equipment was bought without any calculations, not taking into account the real picture and the bandwidth of the communication channels. (For a system with 400 users, licenses were acquired a thousand times more: 500 thousand.)

Later it becomes clear: under the guise of new R&D, the Ministry of Internal Affairs almost paid a second time for old developments. Thank God this was revealed on time (it was already under Kolokoltsev) and the auctions managed to be canceled. 580 million rubles were saved.

The top of Turkic extravagance was the purchase of equipment to launch the ISOD system (data centers, stand of the chief designer). It cost the budget almost 3 billion rubles.

Why this equipment is needed - in the department of information technologies plainly still cannot explain. Without software, it is dead: just like a computer that cannot be turned on. And there were no programs either.

It is no coincidence that for a year a technician at the cost of 3 billion rubles has been gathering dust unpacked: forming state contracts, Turkin for some reason did not think to find a place in advance for installation.

By the time of his departure, he quite seriously offered to deploy the equipment at the seller’s facility - the Goznak Federal State Unitary Enterprise (moreover, there’s more than enough free space in the Ministry of Internal Affairs). The cost of rent will cost the Ministry of Internal Affairs 96 million rubles. in a year.

About the same amount the budget will be forced to pay for another general negligence: in January, the warranty installation and maintenance of equipment will expire. Now the “hardware” will have to be installed for your own money: and if, God forbid, some problems still open ...

... Between the "signalman" Türkin and the rearman Nemchikov there is a mass of common. Both of them owe their ascension to Nurgal's pseudo-reform. Both were lucky to serve under the leadership of Gerasimov. The career of both almost simultaneously ended with the filing of Vladimir Kolokoltsev.

We must pay tribute to our minister: he only needed a couple of months to see something that Nurgaliyev and Gerasimov had not noticed for 1.5–2 years point-blank.

Inspections carried out at the direction of Kolokoltsev revealed an absolutely failed picture. The reaction followed immediately: in the summer, the Minister ordered to cancel all previously scheduled auctions of the IT department. The money pledged under the mythical program “ISOD” - 5.3 billion rubles - was sent by Kolokoltsev to the immediate needs of the Ministry of Internal Affairs (4.6 thousand cars bought in exchange will definitely not gather dust in warehouses).

And soon the resignation of the failed revolutionary Turkin arrived in time: 2 weeks ago, an outside person was appointed in his place - the former director of a large IT company Alexander Makhonov.

The general himself in the near future is waiting for the final dismissal and proceedings in the Investigative Committee: I’m only afraid - he has nothing to fear from the latter.

For several months now, materials on corruption sent from the GUSB and the GUEBiPK of the Ministry of Internal Affairs have been lying in motion in the offices of the TFR. (I know about 5 such facts, although in reality there are probably more of them.) All of them should have turned into criminal cases against the former heads of the Ministry of Internal Affairs for a long time, but apparently no one needs this.

First of all, Deputy Minister Sergei Gerasimov, who wants to stay in the service by any means. If he were a regular policeman, the issue with him would have long been resolved. (Of the eight deputies, Kolokoltsev managed to change four.) But the veteran of the first service of the Leningrad KGB has great connections.

In his family environment, Gerasimov is considered an honest servant, far from commerce and money-grubbing. He is spoken of as an extremely cautious person, who still feels himself on a business trip.

Maybe it is so (although I hardly believe in holy general naivety). However, the question is not in its merits: if you are at least a genius of pure beauty - business is business. A good person, as you know, is not a profession.

What can be demanded from colonels and majors, if before my eyes - examples of the highest authorities.

Kvitko, Nemchikov, Turkin ... Their curator should be responsible for what they have done.

In the end, if it is only to use a respected veteran, there are many other places where he can be less dangerous for the country.

Federation Council, for example. Or the Security Council: if Rushailo and Nurgaliyev didn’t fall apart, Gerasimov is even less terrible ...

How simple it turns out to do the service of the country. It is enough to minimize someone’s harm ...

На этом фоне незаметно отошли в тень скандалы, сотрясающие другое силовое ведомство — МВД. Хотя где воровали больше — вопрос открытый. Закупки в обоих министерствах были поставлены на системную коррупционную основу.

Лишь за последние два года объем сомнительных контрактов, заключенных тыловым департаментом МВД, превысил 20 млрд рублей. И это далеко не предел!

Но почему-то главные фигуранты армейских скандалов (за исключением Сердюкова) взяты уже под арест. А их коллеги из МВД сплошь отделываются легким испугом: максимум — увольнением.

Да и самый титулованный участник этих скандалов — Сергей Герасимов — по-прежнему сидит в кресле замминистра, координируя всю тыловую и кадровую политику «обновленного» МВД…

Если про чистки Сергея Шойгу рассказывают все каналы, то схожие шаги министра Колокольцева преимущественно остаются за кадром. В лучшем случае — перечисление очередной группы отставленных генералов.

Последний такой «некролог» прозвучал неделю назад: должностей лишились 4 полицейских руководителя. Один из них — начальник центра спецтехники и связи МВД (НПО «СТиС») Александр Квитко. Месяцем раньше по результатам проверки заключенных СТиС госконтрактов он был отстранен от должности за превышение полномочий.

А почти синхронно с этим своего поста лишился и начальник департамента информтехнологий, связи и защиты информации МВД Михаил Тюркин, и вновь — не без участия собственной безопасности.

Стараниями генерал-лейтенанта Тюркина МВД, выражаясь простонародно, «попало» на миллиарды рублей. Всего же в его хозяйстве объемы вскрытых нарушений достигли цифр астрономических. 38 млрд рублей были потрачены непонятно на что, еще 4 млрд улетучились «неэффективно и безрезультатно». Эти данные накануне отставки Тюркина озвучил в Госдуме аудитор Счетной палаты Александр Жданьков, проводивший проверку информатизации МВД.

В неофициальных беседах новое руководство МВД с сожалением констатирует: освоение высоких технологий вылилось исключительно в освоение бюджета.

Создававшиеся годами информационные системы МВД, на которые затрачены десятки миллиардов, были бездумно свернуты. Ничего нового взамен Тюркину создать не удалось: зато миллиарды вновь улетучились из казны.

Тюркин и Квитко — не единственные, кто отвечал за информатизацию в МВД. У них имелся куратор — замминистра Сергей Герасимов.

Все эти провалы в высокой степени касаются и его, по крайней мере ровно такой принцип декларируется сейчас в МВД: залет бойца — голова командира.

Однако начальникам служб с труднопроизносимой аббревиатурой (ДИТСиЗИ, СТиС) отдуваться почему-то пришлось в одиночку. Герасимова масштабные разоблачения никак не задели.

Точно так же сухим из воды Герасимов вышел и после другого коррупционного скандала — с закупками полицейской формы из низкопробного китайского тряпья. И вновь возмездие настигло лишь подчиненных: должностей лишились руководитель его аппарата Александр Мишин, начальник управления организации материально-технического обеспечения тылового департамента МВД Александр Немчиков, его заместитель Станислав Сулейманов.

Эти отставки — реакция на наше недавнее расследование («Новое платье МВД», «МК» от 5.10.2012). В том материале я подробно описал системную коррупцию вокруг госзакупок для милиции и полиции.

Дурная слава за тыловым департаментом МВД тянулась давно, но настоящий разгул пошел именно с появлением Сергея Герасимова и его назначенцев (как замминистра, он отвечает за кадры, тыл и информатизацию). Под предлогом борьбы с коррупцией новые начальники разрушили прежние криминальные схемы и тут же создали свои, куда более масштабные.

Начиная с 2010 года в тыловом департаменте была фактически выстроена централизованная коррупционная система распределения миллиардных подрядов. Все посторонние от аукционов отсекались. Конкурсную документацию готовили сами же потенциальные фавориты: так, чтобы никто другой выиграть не мог…

Особо красочные истории связаны с контрактами на пошив милицейско-полицейской формы, благо МВД требовалось ее в избытке. (Переодевание личного состава, пожалуй, единственный реальный итог нургалиевской реформы.)

Все «форменные» подряды МВД целенаправленно передало аффилированным друг с другом пустышкам, не имеющим за душой ничего, кроме скрепок и дыроколов. (Они были объединены вокруг некоего ЗАО «ТПК «Октябрь», чей владелец Дмитрий Марков пользовался завидной благосклонностью тыловиков.)

Фирмы, гордо именующие себя швейными фабриками, в действительности не располагали ни производственными мощностями, ни технологиями. 100% объема передавалось ими на субподряд. Шили — одни, наживались — другие.

За 3 последних года марковским «прокладкам» перепало заказов на 7,5 млрд рублей. Всем процессом занимался начальник управления организации материально-технического обеспечения департамента тыла МВД Александр Немчиков — глаза и руки Сергея Герасимова.

Ради того чтобы облагодетельствовать нужные структуры, Немчиков даже пошел на крайние меры: было разорвано 114 госконтрактов на поставку формы, заключенных до его прихода в 2010 году с 68 (!) предприятиями. При этом всем поставщикам заплатили уже авансы, большинство успели выполнить заказы и даже отгрузить продукцию на склады МВД. Расторжение контрактов стало для швейников, особенно для небольших фабрик, ударом ниже пояса: многие едва не обанкротились. Кое-где перестали платить зарплаты.

Стоит ли добавлять, что отобранные у производителей заказы тут же перешли фирмам Дмитрия Маркова…

7,5 млрд рублей — цифра немалая. Даже если принять за основу 10% отката (по самому скромному тарифу!), получается 750 миллионов. Почти 2 миллиона евро!

А ведь это отнюдь не единственные подряды, отданные структурам «Октября»: те же фирмы-пустышки «почему-то» поставляли в МВД палатки, криминалистическое оборудование, бронежилеты, меховые изделия, сухие пайки.

Вернее, поставляли продукцию другие: «октябрята» же, как ласково называли их в тыловом департаменте, забирали всю прибыль. Реальным производителям доставались крохи.

Видимо, неспроста за 2 последних года родня майора Немчикова (мать и неработающий брат) резко «обзавелась» многочисленной недвижимостью (5 участков, 5 квартир).

О благосостоянии генерала Герасимова нам, впрочем, ничего пока не известно…

Есть ведомства, где умеют не забывать про себя, но и делать дело: пусть воруют, но хотя бы выполняют государственные задачи. В нургалиевском МВД не были способны даже на это.

Качество новой формы оказалось преотвратительным. Проведенные уже при Колокольцеве экспертизы показали серьезные отклонения от ГОСТа и техусловий. После первой же стирки одежда теряет товарный вид, становится кургузой. Комплекты не соответствуют друг другу по оттенку и фактуре: брюки — в елочку, кители — в полосочку (шили-то их на разных фабриках!). В полицейской среде костерят «обновки» последними словами.

Большинство обмундирования было пошито из китайской полушерстяной материи: именно эту ткань Нургалиев, по предложению Немчикова и Герасимова, в декабре прошлого года официально утвердил в качестве образцa новой формы. По документам ее производителем значится все то же ЗАО «ТПК «Октябрь», не имевшее даже швейной машинки. Очень органично: псевдоформа для псевдореформы… (K слову, «Октябрь» сейчас обанкрочен и находится в стадии ликвидации.)

Тыловики с партнерами уже потирали руки, подсчитывая новые барыши: в 2 ближайших года МВД планировало потратить на форму еще 8,5 млрд рублей. Нет сомнений: эти деньги ждала та же, «октябрьская» участь.

Но тут пришел Владимир Колокольцев…

О «форменных» аферах новый министр узнал быстро. По его указанию началась проверка.

Одновременно своим приказом он запретил использование формы из импортного материала: только отечественные образцы.

С ведома Колокольцева МВД разорвало через суд и последний «форменный» контракт: на 3 млрд 940 млн руб. Его держателем была очередная «прокладка» Дмитрия Маркова: ОАО «ШвейПром» с уставным капиталом 100 тыс. руб. В октябре судебное решение вступило в силу.

В отличие от предшественников сегодняшнее руководство МВД не скрывает своих проблем и готово открыто о них говорить.

Днями я получил ответ на свою статью, подписанный замминистра Игорем Зубовым:

«Информация о личной заинтересованности А.В.Немчикова в заключении государственных контрактов на поставку вещевого имущества для нужд МВД России, умышленного создания условий для победы в конкурсах заранее определенных коммерческих организаций подтвердилась. Приказом от 18 октября 2012 года А.В.Немчиков уволен из органов внутренних дел».

МВД направило материалы на Немчикова в Следственный комитет, «в связи с тем, что в его действиях усматриваются признаки уголовно наказуемого деяния», вот только уголовного дела все еще нет. И вряд ли будет. За спиной отставного майора незримо маячит грозная тень замминистра Герасимова.

Если арестовать Немчикова — велика опасность, что он развяжет язык и расскажет всю правду, в том числе об истинной роли Герасимова в миллиардных аферах.

Близость двух этих людей — аксиома, даже не требующая доказательств. Именно Герасимов после своего назначения весной 2010-го перевел Немчикова в центральный аппарат МВД: со скромной должности зам. начальника отдела ХОЗУ подмосковного ГУВД — сразу помощником замминистра, курирующим тыл (в капитанских погонах — в полковничье кресло!).

Во время «очистительной» переаттестации (из милиции в полицию) Герасимов сделал Немчикова начальником управления, присвоил майорское звание. Ему в подчинение были отданы все закупки, поставки и распределение матресурсов для МВД.

Большинство своих шагов Немчиков сопровождал ссылками на Герасимова. А тот, конечно, ведать ничего не ведал, слепо доверяя своим назначенцам.

Генерал Герасимов — профессиональный разведчик, много лет отработавший «в поле». Поверить в его наивную близорукость — значит обидеть выпускников Краснознаменного института им. Андропова.

О том, что творилось в тыловом департаменте, Герасимов не мог не знать и потому, что собственная безопасность регулярно сигнализировала об этом наверх (экс-начальник ГУСБ МВД Юрий Драгунцов подтвердил мне все изложенные в статье факты).

И потому, что ошалевшие от новых порядков сотрудники подробно писали о «подвигах» Немчикова и Мишина на милицейских форумах, рассылали анонимные жалобы. Одно из таких писем с обвинениями против Немчикова появилось в Сети полтора года назад: практически все приведенные в нем факты находят сегодня подтверждение.

И потому в конце концов, что Герасимов отвечает за кадровую политику МВД, и это его работа — разбираться в людях. Какой ты, к черту, кадровик, если собственного помощника разглядеть не можешь!

Однако когда весной текущего года новый начальник департамента тыла Сергей Сергеев попытался уволить Немчикова — Герасимов сделать это не позволил.

Не в пример ему Сергеев в подчиненном разобрался быстро. Дважды он ставил вопрос о замене Немчикова — и дважды Герасимов отбивал своего протеже. (Очень удобно, когда кадры и тыл под одной крышей.)

Я почти уверен, что останься Нургалиев у руля — Немчиков продолжал бы служить до сих пор, невзирая ни на какие скандалы. И золотая река бюджетных потоков все так же плыла бы вдоль полицейских берегов.

Но не формой единой жив тыловик…

Очень интересные документы передали мне коллеги из управления по борьбе с картелями ФАС. После статьи в «МК» антимонопольщики начали собственную проверку госзакупок МВД. Первые же итоги подтвердили мою правоту.

Только предварительный анализ, проведенный ФАС, выявил признаки сговора между МВД и победителями по 13 аукционам на общую сумму… 9 млрд 572 млн руб. И это лишь за последние 1,5 года и преимущественно по фирмам, упоминавшимся в моей статье. Контракты заключались по завышенной цене, остальные участники безжалостно отсекались.

Несколько сомнительных аукционов тыловики умудрились под шумок провести даже после назначения Колокольцева: нечто вроде дембельского аккорда.

Госконтракт на покупку меховых изделий за 260 млн рублей был, например, подписан с ООО «Барышская швейная фабрика» 20 июля (смена министрa, напомним, произошла в мае), хотя именно эта «прокладка» успела отличиться в афере с китайской формой. (В ответе замминистра И.Зубова «БШФ» прямо называется «недобросовестным поставщиком».)

В тот момент МВД как раз судилось с «дочкой» «Барышской швейной фабрики» — ОАО «ШвейПром», требуя расторгнуть последний «форменный» контракт. Столичный арбитраж удовлетворил иск МВД 30 июля. А десятью днями раньше те же самые «недобросовестные поставщики» получили в ведомстве новые заказы. Чудны дела твои, Господи…

И еще одно любопытное открытие сделали антимонопольщики. Они обнаружили 24 прошлогодних аукциона, итоги которых до сих пор покрыты тайной. Официально торги признаны несостоявшимися. Но с кем в итоге заключены контракты — данных нет. Цена вопроса — 4,7 млрд рублей.

В основном речь идет о закупках бензина и нефтепродуктов (13 аукционов на 3 млрд 236 млн рублей). В том, что контракты были в конце концов подписаны — сомнений нет: автопарк в МВД огромный, заправляться надо ежедневно. Вот только без аукционов. Договоры, очевидно, заключались с единственным поставщиком: подобную технологию Немчиков и компания отточили до совершенства.

Как это делается — хорошо видно на примере с упоминавшейся выше «Барышской швейной фабрикой».

МВД назначает конкурс. Искусственно отклоняет все заявки. Идет в Рособоронзаказ за согласием на госконтракт с единственным поставщиком, выбранным «путем анализа рынка». И готово: подряды — у нужной фирмы, разница — кому-то в карман.

Интересно, найдется кто-то (кроме Нургалиева с Герасимовым), способный поверить в бескорыстную расточительность тыловиков, швыряющихся миллиардами налево-направо?

Если бы МВД провело полноценные аукционы, это гарантированно снизило бы цены на добрых 25–30% в конкурентной борьбе. (Ровно так происходит при торгах за небольшие лоты.) Но вместо того чтобы экономить бюджетные миллиарды, тыловики сознательно отдавали заказы по стартовым расценкам.

Примечательно, что «единоличные» контракты оформлялись преимущественно в 2011 году, когда Рособоронзаказ возглавлял сердюковский соратник Александр Сухоруков, впоследствии — первый зам министра обороны: с ним у тыловиков МВД никогда не возникало проблем.

Но вернемся к «информационным войнам» и их генералам...

Когда весной прошлого года Михаила Тюркина назначали начальником департамента информтехнологий и связи МВД, это сопровождалось шумной PR-кампанией. Пресс-центр МВД называл его крупным специалистом в сфере информатизации, который «будет решать задачи широкого внедрения самых современных технологий управления».

В своих интервью генерал обещал провести «техническую революцию» в МВД, вооружить полицию высокими технологиями: чтобы каждый постовой без труда мог воспользоваться гигантской базой данных на все случаи жизни. Увы, это так и осталось красивыми обещаниями…

Как и тыловое управление Немчикова, департамент информтехнологий был создан в начале 2011 года — в самый разгар реформы МВД; хотя, казалось бы, задача реформы совсем в обратном — не раздувать, а сокращать.

Впрочем, эти противоречия становятся понятны, если узнать, что организовывали департамент специально под Тюркина — такова была воля тогдашнего министра Нургалиева.

С Тюркиным Нургалиев сошелся, а точнее, съехался на… льду. Будучи зам. директора ФМС, Тюркин возглавлял хоккейный клуб МВД, влившийся впоследствии в «Динамо». По нескольку раз в неделю он гонял шайбу с министром — для йога Нургалиева хоккей являлся почти религией.

Доверительные отношения связывали Тюркина и с его новым куратором — Сергеем Герасимовым. Прежде, когда Герасимов работал в президентской администрации, они с Тюркиным занимались созданием паспортов нового поколения.

При такой поддержке — любые горы по плечу!

Свои реформы Тюркин начал ровно по тому же сценарию, что и Немчиков: все, что делалось до него, — хрень, предшественники — сплошь тупицы и жулики.

На то имелась и причина политическая: до 2010 года созданием информсистем в МВД занимался главный враг Нургалиева — его заместитель Михаил Суходольский. Любой удар по нему бальзамом проливался на сердце министра.

К моменту назначения Тюркина уже 5 лет в МВД разрабатывались программы информатизации. Главная из них — информационно-телекоммуникационная система (ЕИТКС ОВД), которая должна связать единой сетью все полицейские подразделения — от министерства до сельского отделения. Миллиарды рублей натурально были закопаны в землю: до большинства райотделов проложили линии оптико-волоконной связи. Всего в 2005–2011 годах на ЕИТКС потрачено 38,7 млрд рублей.

Эта система частично функционирует уже сейчас и здорово облегчает работу полицейских. Однако до конца она не построена: примерно 30% подразделений не подключены к ЕИТКС. Если в региональных центрах с телекоммуникациями все более-менее обстоит благополучно, то на земле, особенно в сельской местности, работают по старинке.

Ни о каком доступе к базам ДНК-анализа или программе «Почерк» речь там не идет. И в ближайшее время, боюсь, ничего не поменяется.

Полный запуск ЕИТКС планировался в этом году, но генерал Тюркин прежние планы нарушил. Вместо того чтобы завершить работу предшественников, он поступил кардинально: перечеркнул все старое и начал с чистого листа. В июле 2011 года по инициативе Тюркина почти реализованная программа ЕИТКС была официально закрыта приказом Нургалиева.

Взамен было объявлено о создании новой программы: единой системы информационно-аналитического обеспечения деятельности МВД (ИСОД). Именно она, по замыслу Тюркина, и должна была совершить искомую техническую революцию.

Прошло полтора года. Никакой революцией в МВД не пахнет. Как всегда, лучшее оказалось врагом хорошего.

Старое сломали, нового не построили. Напротив, реформы Тюркина отбросили ведомство в далекое прошлое. По степени информационной оснащенности МВД отстает от жизни на много лет (минимум на пять).

Тюркин не сумел создать ни IT-стратегии, ни концепции дальнейшего развития информтехнологий. Запущенные до него программы так и остались жить в отрыве друг от друга. Десятки ведомственных информресурсов (дежурные службы, финансы, правовики, следствие, кадры) работают автономно: они не объединены в единую систему и уж тем более не подключены к ЕИТКС. 5,8 тысячи интеграционных программно-технических комплексов не увязаны в единую инфраструктуру: каждый варится в собственном соку.

Единственное, в чем преуспел генерал Тюркин, так это в ударном освоении бюджета. Деньги тратились с истинно генеральским размахом. Четкие цели определены не были. Результаты прежних работ в расчет не принимались. Заказы размещали как бог на душу положит.

Вот, скажем, система электронного документооборота (ЭДиД ОВД). МВД она действительно нужна, особенно административным службам: на дворе ХХI век, а счет бумагам здесь идет на миллионы.

Самое главное, это понимали и предшественники технического революционера: соответствующие разработки начались еще в 2007 году. Как раз к моменту прихода Тюркина пилотный вариант программы был запущен в административном департаменте МВД, еще в 7 департаментах и управлениях она заработала в тестовом режиме.

Однако Тюркин даже не стал дожидаться итогов опытной эксплуатации: вместо этого были объявлены конкурсы на разработку новых программ и закупку техники. Оборудование покупали без каких-либо расчетов, не учитывая реальную картину и пропускные мощности каналов связи. (Для системы с 400 пользователями приобрели лицензий в тысячу раз больше: на 500 тысяч.)

Уже потом выяснится: под видом новых НИОКРов МВД едва не заплатило по второму разу за старые разработки. Слава богу, это вовремя вскрылось (дело было уже при Колокольцеве) и аукционы успели отменить. 580 млн рублей были спасены.

Верхом тюркинской расточительности стала покупка техники для запуска системы «ИСОД» (центры обработки данных, стенд главного конструктора). Бюджету она обошлась почти в 3 млрд руб.

Для чего нужно это оборудование — в департаменте информтехнологий толком объяснить до сих пор не могут. Без программного обеспечения оно мертво: все равно как компьютер, который нельзя включить. А программ как не было, так и нет.

Не случайно уже год техника ценой в 3 млрд рублей пылится нераспакованной: формируя госконтракты, Тюркин почему-то не подумал подыскать заранее место под установку.

К моменту своего ухода он на полном серьезе предлагал развернуть технику на объекте у продавца — ФГУП «Гознак» (притом что свободных площадей в МВД — хоть отбавляй). Стоимость аренды обойдется МВД в 96 млн руб. за год.

Еще примерно столько же бюджет будет вынужден заплатить за другую генеральскую халатность: в январе истекает срок гарантийного монтажа и обслуживания техники. Теперь «железо» придется устанавливать за собственные деньги: а если, не дай бог, еще и вскроются какие-то неполадки…

…Между «связистом» Тюркиным и тыловиком Немчиковым — масса общего. Оба они своим вознесением обязаны нургалиевской псевдореформе. Обоим посчастливилось служить под началом Герасимова. Карьера обоих почти синхронно оборвалась с подачи Владимира Колокольцева.

Надо отдать должное нашему министру: ему хватило всего пары месяцев, чтобы увидеть то, чего Нургалиев с Герасимовым 1,5–2 года не замечали в упор.

Проведенные по указанию Колокольцева проверки вскрыли абсолютно провальную картину. Реакция последовала незамедлительно: уже летом министр распорядился отменить все ранее назначенные аукционы департамента информтехнологий. Заложенные под мифическую программу «ИСОД» деньги — 5,3 млрд рублей — Колокольцев направил на первоочередные нужды МВД (4,6 тысячи купленных взамен машин точно не будут пылиться на складах).

А скоро подоспела и отставка несостоявшегося революционера Тюркина: 2 недели назад на его место назначен человек извне — бывший директор крупной IT-компании Александр Махонов.

Самого генерала в ближайшее время ждет окончательное увольнение и разбирательство в Следственном комитете: боюсь только — последнего бояться ему особенно нечего.

Уже который месяц в кабинетах СКР лежат без движения материалы о коррупции, присланные из ГУСБ и ГУЭБиПК МВД. (Мне известно о 5 таких фактах, хотя в реальности их наверняка больше.) Все они давно должны были бы превратиться в уголовные дела против бывших руководителей МВД, но это никому, видимо, не нужно.

В первую очередь — замминистра Сергею Герасимову, желающему удержаться на службе любыми путями. Будь он кадровым милиционером, вопрос с ним давно бы был решен. (Из восьми замов Колокольцев успел сменить четырех.) Но у ветерана первой службы Ленинградского УКГБ большие связи.

В своей родовой среде Герасимов считается честным служакой, далеким от коммерции и стяжательства. О нем говорят как о человеке чрезвычайно осторожном, по-прежнему ощущающем себя в разведкомандировке.

Может, оно и так (хотя в святую генеральскую наивность верится мне с трудом). Однако вопрос не в его достоинствах: будь ты хоть гений чистой красоты — дело есть дело. Хороший человек, как известно, не профессия.

Чего можно требовать с полковников и майоров, если перед глазами — примеры высшего начальства.

Квитко, Немчиков, Тюркин… За содеянное этими людьми надлежит отвечать и их куратору.

В конце концов, если дело только в том, чтобы обиходить уважаемого ветерана, есть немало других мест, где он сможет быть менее опасен для страны.

Совет Федерации, например. Или Совет безопасности: если уж от Рушайло с Нургалиевым не развалился — Герасимов тем более не страшен…

Как просто, оказывается, сослужить стране службу. Достаточно лишь минимизировать чей-то вред…
