Article 11.5. Suspension of a license and revocation of a license

The internal affairs bodies are entitled to suspend the license in case of repeated violations or gross violation by the licensee of the license requirements and conditions specified in part nine of this article.
The right to decide on suspension of a license is granted in the manner established by the Government of the Russian Federation, to the head of the federal executive body in charge of internal affairs, his deputies, the head of the authorized body for licensing private security activities of the unit of this federal executive body, his deputies or the Minister of Internal Affairs, the head of the department (main department) of internal affairs in the constituent entity of the Russian Federation, or persons acting as the specified officials.
Gross violations of private security activities are:
4) the provision by the licensee of services not provided for by his license, or services not provided for in part three of Article 3 of this Law;
