To participate with the right of advisory vote, in accordance with the Charter of the NP "IAPD", full members of the Non-Profit Partnership, partners of the organization, the most active and authoritative representatives of the non-state security sector were invited to the meeting. In total, about fifty people took part in the event in person, and more than twenty participated in the videoconferencing format.
Topics on the agenda events and decisions taken:
Venue of the next XII IAPD Conference. Honorary member of the NP "IAPD", representative for the Republic of Kazakhstan Rustam Mirzabayev made a speech. In his report, he proposed to hold the event in Almaty, Kazakhstan. The proposal was supported by all those present. The event will be held from 09.09.2021 to 11.09.2021.Dmitry Tretyakov, Vice-President of the non-profit Partnership, made a report on the results of work on improving the official website of the NP "IAPD" and the forum of the International Association of Detectives. At the moment, in the promotion of these information resources, contextual advertising is actively used, working in different languages both in Russia and abroad, which allows you to significantly increase the influx of partners of the International Association of Detectives and potential customers for its full members.
The positive experience of the I - th International IAPD Forum was highlighted in the report of Aigul Zagidullina, a member of the organization from Ufa. Given the attractiveness of the event, it was decided to hold it on a permanent basis. The next II IAPD Forum will be held on 10.09.2021 in Kazakhstan, Almaty.
Honorary member of the NP "IAPD", Associate Professor, Candidate of Law Sergey Andreytso announced in his report the holding of the II-th International Olympiad of IAPD among students of higher educational institutions. The event is scheduled for June, and students ' works will be accepted in September of this year.
In the first part of his report, the President of the non-profit partnership, Andrey Matushkin, drew the attention of the members of the organization to the need for broad coverage of the activities of the NP "IAPD" and the popularization of private detective activities in their own media. According to the President, the printed edition in two languages (Russian and English) will be registered before the XII IAPD Conference. Title in Russian: "Security-International Association of Detectives", in English: "Security - International Association of Private Detectives". In addition, the President announced the registration of a multilingual (at least six languages) electronic publication with the same name before the XII IAPD Conference.
In the second part of his report, Andrey Matushkin expressed concern about the behavior of colleagues from the ARD (Association of Russian Detectives) and the APS (Association of Detective Professionals) in working to create effective and fair mechanisms for regulating private detective activities in Russia. According to the president of the NP "IAPD", the head of the ARD, Alexey Shcherbenev, has grossly violated the agreements reached earlier and, together with the APS, attempts are being made to monopolize the market of detective services. In his speech, Andrey Matushkin stressed that in case of further ignoring the interests of the NP "IAPD", which represents a significant part of the Russian detective community, the International Association of Detectives intends to independently develop and submit to the relevant authorities proposals concerning the improvement of Federal legislation in the field of regulating the activities of private detectives in Russia.
Outside of the rules, Vladimir Sokolov, a full member of the NP "IAPD", asked for the floor, who drew the attention of the members of the organization to the need to hold elections for the president of the IAPD and proposed the candidacy of Andrey Matushkin, the current president of the association. The candidacy of Andrey Matushkin was approved by the majority of those present, who supported the idea of holding the presidential election of the NP "IAPD". It was decided to hold the elections on the electronic platform of the IAPD Forum in absentia from June to August 2021 inclusive.
Some decisions that were not submitted to the general Meeting, but were adopted by the Council, deserve attention:
The forum has been translated and is being translated into many languages of the world, in order to expand the geography of the IAPD, it was decided to accept private detectives from those countries where there are no IAPD members without contributions, but subject to their active work on the forum (posting articles on private detective work, security; comments on other materials).This spring, the forum was transferred to the new version of the engine as soon as possible. The IAPD programmer (a member of the IAPD), regardless of personal time, responsibly approached the difficult task set before him. The IAPD Council decided to mark Koprov Yevgeny Borisovich with a Thank-you address.
For a significant contribution to the promotion of the NP "IAPD", I would like to thank a member of the IAPD, a photographer of the Association: Evgeny Batrakov.
The Council separately heard the report of the head of the Ethics Committee, a full member of the NP "IAPD" Pilipenko Dmitry Borisovich.
During the year, claims against members of the Non-Profit Partnership were considered. As a result: one Full member is placed on the board of shame, according to the results of another trial, the parties came to an amicable agreement, the consideration of the third claim ended with the return of money to the client in the amount of 100,000 rubles. The work of the ethics committee strengthens the authority of the organization, makes membership in the NP "IAPD" prestigious and significant for both detectives and potential clients. By the decision of the Council, it was decided to mark Dmitry Borisovich Pilipenko with the Thank-you address of the NP "IAPD".
In conclusion, the president of the NP "IAPD" Andrey Nikolaevich Matushkin was instructed to complete the collection of membership fees, make a list of members of the organization who are in arrears and submit to the general meeting of the organization in absentia the issue of excluding non-payers from the members of the NP "IAPD" in accordance with the current Charter of the Non-Profit Partnership.

Резолюция XII Пленарного совещания Совета МОД.
20 мая 2021 года состоялось расширенное Пленарное совещание Совета НП «МОД».
На совещании присутствовали трое их пяти членов Совета:

Для участия с правом совещательного голоса, в соответствии с Уставом НП «МОД», на совещание были приглашены действительные члены Некоммерческого Партнерства, партнеры организации, наиболее активные и авторитетные представители негосударственной сферы безопасности. Всего в мероприятии очно приняли участие около пятидесяти человек и более двадцати - участвовали в формате ВКС (видеоконференцсвязь).
Темы повестки мероприятия и принятые решения:
- Место проведения очередной XII Конференции МОД. Выступил почетный член НМ «МОД», представитель по Республике Казахстан Рустам Мирзабаев. В своем докладе он предложил провести мероприятие в г.Алма-Ата, Казахстан. Предложение поддержали все присутствующие. Мероприятие будет проходить с 09.09.2021 по 11.09.2021 года.
- С докладом о результатах работы по совершенствованию официального сайта НП «МОД» и форума Международного Объединения Детективов выступил вице-президент некоммерческого партнерства Дмитрий Третьяков. В настоящий момент в работе по продвижению данных информационных ресурсов активно используется контекстная реклама, работающая на разных языках как в России, так и за ее пределами, что позволяет существенно увеличить приток партнеров Международного Объединения Детективов и потенциальных клиентов для его действительных членов.
- Положительный опыт проведения I - го Международного Форума МОД был освещен в докладе члена организации из Уфы Айгуль Загидуллиной. Учитывая привлекательность мероприятия решено проводить его на постоянной основе. Очередной II Форум МОД состоится 10.09.2021 в Казахстане, Алма-Ата.
- Почетный член НП «МОД», доцент, кандидат юридических наук Сергей Андрейцо анонсировал в своем докладе проведение II й Международной Олимпиады МОД среди студентов высших учебных заведений. Мероприятие запланировано на июнь, работы студентов начнут приниматься в сентябре текущего года.
- Президент некоммерческого партнерства Андрей Николаевич Матушкин в первой части своего доклада обратил внимание членов организации на необходимость широкого освещения деятельности НП «МОД» и популяризации частной детективной деятельности в собственном СМИ. По заверению президента, печатное издание на двух языках (русский и английский) будет зарегистрировано до XII Конференции МОД. Название на русском языке: «Безопасность: Международное Объединение Детективов», на английском языке: «Security - International Association of Private Detectives». Кроме того, президентом была анонсирована регистрация многоязычного (не менее шести языков) электронного издания с аналогичным названием до XII Конференции МОД.
- Во второй части своего доклада Андрей Матушкин высказал озабоченность поведением коллег из АРД (Ассоциация Российских Детективов) и АПС (Ассоциация Профессионалов Сыска) в работе по созданию эффективных и справедливых механизмов регулирования частной детективной деятельности в России. По мнению президента НП «МОД» руководителем АРД Алексеем Щербеневым грубо нарушены достигнутые ранее договоренности и совместно с АПС предпринимаются попытки монополизировать рынок детективных услуг. В своем выступлении Андрей Матушкин подчеркнул, что в случае дальнейшего игнорирования интересов НП «МОД», представляющего значительную часть детективного сообщества России, Международное Объединение Детективов намерено самостоятельно разработать и внести в соответствующие инстанции предложения, касающиеся совершенствования Федерального законодательства в сфере регулирования деятельности частных детективов России.
- Вне регламента слово попросил действительный член НП «МОД» Соколов Владимир Александрович, который обратил внимание членов организации на необходимость провести выборы президента МОД и предложил кандидатуру Матушкина Андрея Николаевича, действующего президента объединения. Кандидатура Андрея Матушкина вызвала одобрение у большинства присутствующих, которые поддержали идею проведения выборов президента НП «МОД». Выборы решено провести на электронной площадке Форума «МОД» в заочной форме с июня по август 2021 года включительно.
Заслуживают внимания отдельные решения, не выносившиеся на общее Совещание, но принятые Советом:
- Форум переведён и переводится на многие языки мира, с целью расширения географии МОД решено принимать в ассоциированные члены частных детективов из тех стран, где нет членов МОД без взносов, но при условии их активной работы на форуме (размещении статей по частной детективной деятельности, по безопасности; комментарии к другим материалам).
- Форум этой весной переведён на новую версию движка в кратчайшие сроки. Программист МОД (член МОД), не считаясь с личным временем, ответственно подошел к поставленной перед ним непростой задаче. Советом МОД решено отметить Благодарственным адресом Копрова Евгения Борисовича.
- За существенный вклад в продвижение НП «МОД» отметить Благодарственным адресом члена МОД, фотографа Ассоциации: Батракова Евгения Александровича.
- Совет отдельно заслушал отчёт руководителя комитета по этике, действительного члена НП «МОД» Пилипенко Дмитрия Борисовича.
- В заключение президенту НП «МОД» Андрею Николаевичу Матушкину было поручено завершить сбор членских взносов, составить список членов организации, имеющих задолженность и вынести на рассмотрение общего заочного собрания организации вопрос об исключении неплательщиков из членов НП «МОД» в соответствии с действующим Уставом Некоммерческого Партнерства.
