On January 6, 2011, criminal case No. 5-0001-2011 was instituted against me, Volkov V.S., on the grounds of a crime under Part 3 of Art. 30 p. "G" part 4 of article 290, p.1 Art. 291 of the Criminal Code, i.e. attempt on receiving a bribe in a particularly large amount, giving a bribe. On the same day I was detained by officers of the RF IC in the Tula region. By a decision of the Sovetsky District Court of Tula on January 7, 2011, V.S. Volkov was chosen to me as a preventive measure in the form of detention in the Federal State Budgetary Institution IZ 71/1 of the Federal Penitentiary Service of Russia in the Tula Region, on June 2, 2011, the Central Tula District Court extended. On January 14, 2011 I was charged under Art. 30, p. "G" part 4 of article 290, part 1, article 291 of the Criminal Code. Currently, the criminal case is being investigated by the investigator of the Main Investigative Directorate of the Investigative Committee of the Russian Federation.
I have repeatedly appealed to you, Dmitry Anatolyevich, but you have never answered my letters. In this connection, I decided to turn in an open letter, since I have nothing to hide, and the policy of the Russian Federation, judging by your statements, is aimed at combating corruption. The criminal case, in which I act as the accused, clearly went into the political plane, as I feared. I will try to state the essence of the criminal case in the sequence in which I took a direct part in it.
Since July 28, 2008, on the personal initiative of the governor of the Tula region, Dudka Vyacheslav Dmitrievich, I have been employed and work as the director of the department of property and land relations of the Tula region. Therefore, I am directly subordinate to the governor of the Tula region. May 31, 2010 by order of the governor of the Tula region Dudki V.D. No. 550-g, and according to his submission by resolution of the Tula Regional Duma No. 11/432 of 05/27/2001, I was appointed to the public office of the Tula Region as director of the Department of Property and Land Relations of the Tula Region from June 01, 2010 for the term of office Governor of the Tula region Dudki V.D. My official duties include mainly land relations between legal entities and individuals with the administration of the Tula region. Direct allocation of land is carried out only on the basis of decisions of the governor of the Tula region. In March 2010, the governor of the Tula region Dudka V.D. gave me a direct instruction to negotiate with representatives of the GRINN corporation on the issue of allocation of a land plot with cadastral number 71: 30: 020407: 17 to the address: Tula, Privokzalny district, Kaluga highway, 13.5 sq.m. for 50 million rubles. In April 2010, during my negotiations with the representative of GRINN Corporation, the above amount at the suggestion of the representative of GRINN Corporation was reduced to 40 million rubles, since the corporation needed a plot of less than 2.5 hectares. But, according to the representative of the corporation, "GREENN" they have already developed the appropriate relations and actual tariffs for the allocation of land plots to the corporation for rent. Dudka V.D. He expressed dissatisfaction, but gave instructions to coordinate and prepare a draft resolution on the allocation of a land area of 25,574.0 sq.m. at the address: Tula, Privokzalny district, Kaluga highway (cadastral number 71: 30: 020407: 17) for the construction of a hypermarket with parking and a transformer substation, as well as a plan for receiving funds from the GREENN corporation. At the direction of the governor of the Tula region Dudki V.D. Guided by their own goals and motives, the governor of the Tula region Dudka V.D. directly instructed me on cash requirements for GRINN CJSC, transfer and receipt of 40 million rubles for a positive approval of the issue of allocation of a land plot of 25,574.0 sq.m. to the address: Tula, Privokzalny district, Kaluga highway (cadastral number 71: 30: 020407: 17) for the construction of a hypermarket with parking and a transformer substation.
November 17, 2010 at the direct direction of the governor of the Tula region Dudki V.D. and according to the scheme approved by the latter, I was instructed to receive Stepanov A.Yu. from a representative of ZAO GRINN corporation cash in the amount of 40 million rubles and hiding them to the instructions of the governor of the Tula region Dudki V.D. Funds on November 17, 2010 in the amount of 40 million rubles were transferred by the Executive Director of GRINN Corporation D.S. Dobrynin A. Stepanova, who the latter kept at home.

The governor of the Tula region Dudka V.D. in my presence, by telephone, I received information that a joint event was being held against me with employees of the FSB, the prosecutor’s office, but saying: “Sorry for the money”, I instructed me to transfer the funds to the appointed place next to his residence in the area on January 6, 2011 Bogucharovo of the Leninsky district of the Tula region. About my personal relations with the governor of the Tula region Dudka V.D. I informed the preliminary investigation authorities. Usually, at the end of official meetings, the governor of the Tula region Dudka V.D. ends his speeches with the phrase “I have the honor”, which in the light of recent events, the lack of real (combat) service in the Soviet and Russian army, cowardice and unwillingness to answer for their actions (crimes) and words, looks like the next involvement of the officer corps in the conflict of society.
I do not impede the implementation of the preliminary investigation, moreover, I actively contribute to the investigation of the crime. I admitted and admit my guilt that I acted at the direct direction of the governor of the Tula region Dudka V.D., not finding strength in myself, because of the direct subordination and real threat to my life and the life of my loved ones, to refuse Dudka V.D. in involving me in the criminal activities of the governor of the Tula region Dudki VD, as well as a real threat to life and health to me and my family members. Once again, I point out that I did not have self-interest, and the funds in the amount of 40 million rubles were intended specifically for the governor of the Tula region VD Dudki, but not for me at all. Of the funds transferred by the GRINN Corporation to the governor of the Tula region, Dudka V.D., neither by me nor A. Stepanov. not taken a penny, although Dudka V.D. offered us, me and Stepanov A.Yu., 5 million rubles from V.D. 40 million, which we regarded as involving us in the criminal activity of the governor, so that we could not subsequently show on Dudka V.D. as the organizer of a bribe.
Based on the fact that the person to whom the bribe in the amount of 40 million rubles was intended, occupies a government post of the Russian Federation - the governor of the Tula region, and despite the fact that I directly indicated the organizer of receiving a bribe from the GRINN corporation - the governor of the Tula region Dudku V. D., I understand that Dudka V.D. He is actually an untouchable person, has a huge administrative resource, and his subordinates will be responsible and responsible for his crimes and his boundless greed and greed: Lazarev, Yudin, Ukolov, Gavrilin, Filatov, and now Volkov V.S. I admit my guilt of complicity in receiving a bribe of funds in the amount of 40 million rubles, which I did not see, I did not have self-interest. However, the charge was brought only to me alone, to a person who had never seen the above funds, to whom they were not intended.
The governor of the Tula region Dudka V.D. due to his unprecedented greed, he was directly interested in receiving a bribe of 40 million rubles. All his activities as governor of the Tula region are aimed only at enriching himself and his close relatives. Dudka V.D. he is really afraid of losing his position, being attracted as an accused of receiving a bribe and convicted of crimes (numerous corruption scandals in the Tula region in connection with the prosecution of Dudka V.D. may be re-developed due to newly discovered circumstances). Until that time, the organizer of receiving a bribe in the amount of 40 million rubles on November 17, 2010 from the GRINN Corporation, the governor of the Tula region V.Dudki will not be prosecuted, my life and the life of my relatives will be practically at risk, since the latter has a powerful administrative resource, material means, and therefore, when considering the application of the preliminary investigation body on 02.06.2011 in the Central District Court of Tula on extending my period of detention, I stated that, in spite of health problems, to establish the truth and for my safety I leave the consideration of the request of the investigation to the discretion of the court.
I appeal to you as the Guarantor of the Constitution of the Russian Federation so that you guarantee the basic principle of the Constitution of the Russian Federation, set forth in Part 1 of Art. 19, according to which "everyone is equal before the law and the court", since the criminal case accused me, Volkova V.S., of committing crimes under part 3 of Art. 30, p. "G" part 4 of article 290, part 1, article 291 of the Criminal Code, clearly went into the political plane, and the main defendants in the criminal case: the bribe-taker - the governor of the Tula region V.Dudka and the bribe taker - the head of the GREENN corporation - is not involved in the criminal offense. I once again confirm that the criminal case with my participation will be held in open mode at my request with the participation of the jury, with the involvement of all persons who directly or indirectly participated in the commission of the crime.
