In particular, it was established that in violation of the requirements of the current legislation (the Law of Ukraine “On licensing of certain types of economic activity” and the Cabinet of Ministers resolution No. 86 of January 28, 04 “On approval of the procedure for state control of international transfers of dual-use goods”) 2 private entrepreneurs were delivered to the Lugansk region and sold such technical equipment in the regional center and in Rubezhnoye. In the office of one of them, a large number of camouflaged cameras and other means of obtaining information were found: 33 miniature video cameras and 6 security notifications (security alarm elements) with mounted miniature video cameras, as well as 6 video cameras for external video surveillance, 1 video recorder, which together constituted a video surveillance system . The entrepreneur supplied the region with devices for tacitly obtaining information on the order of private detective agencies, banks, commercial security services and private individuals. Another businessman sold devices for taking information on the central market in Rubezhnoye. 4 miniature video cameras with “Pinhole” type lenses were removed from him, intended for transmitting video information via radio and wire lines. In general, more than 40 devices that, according to the results of the expert examination, belong to special technical equipment and can be used to secretly obtain information, are withdrawn from illegal trafficking. The total cost of the seized equipment is about 7 thousand US dollars. In accordance with Art. 195-5 of the Code of Ukraine on administrative offenses (illegal acquisition or storage of special technical means for removing information from communication channels, other means of tacitly obtaining information) private entrepreneurs are brought to administrative responsibility in the form of a fine. Employees of the SBU Office in the Odessa region have been exposed to illegal activities and detained the director of the Odessa detective agency, who traded information obtained as a result of unauthorized wiretapping of citizens and video surveillance of them.

This was reported today in a press group by the USBU, specifying that “during a search of the agency’s office, investigators found DVDs with relevant video materials and documents, as well as printed information for nearly a hundred mobile phone users indicating the number, duration of the call and the location of the subscriber.”

It was established that "the attackers interfered in the personal life of the inhabitants of Odessa, who did not even realize that they were victims of illegal detective activity."

The investigative department of the USBU in the Odessa region instituted criminal proceedings against the director of the agency, according to the signs of a crime under Part 1 and Part 2 of Article 361-2 (unauthorized marketing or distribution of information with limited access that is stored in computers, automated systems, computer networks or carriers of such information) of the Criminal Code of Ukraine.

“An attacker faces a sentence of imprisonment of 2 to 5 years,” the press service of the USBU summarized.
