The search for missing persons is an urgent problem of all "times and peoples", including modern times, which, of course, requires an immediate solution.

I came to this figure after I was contacted by relatives of Ilona Shitik, who came to Germany from Cherkasy. Some time ago, after taking part in an International competition for student Projects, she won a grant for a year's study at the University of Braunschweig. It was there that she was looked after by a former gun baron, whose victims were the same foreign students who were far from home and relatives and confused by the new environment. Ilona studied at the university, called her parents, and then suddenly disappeared. I know approximately where it can be, I know everything about this "teacher", about his accomplices, but we can not combine the interests of three states — Russia, Ukraine and Germany to unravel the situation. Interestingly, many sectarian scammers, including this one, are not at all afraid of responsibility, knowing that it is extremely difficult to get them in another country. They even post detailed information on the Internet about how they work and recruit people, how they cooperate with the police, how they bribe officials. The organization that lured Ilona is openly promoting its activities, claiming that it is not a sect at all, but some courses of spiritual practices that allow you to use the maximum brain volume, which is especially attractive for students.

- Recruitment can take place in different ways. In 80 percent of cases-via the Internet. These types of organizations have their own websites created specifically to attract the right audience. These can be sites with job offers or resources dedicated to suicide, portals of various courses of spiritual purification, career growth, etc. They are guided by people who are in search or are dissatisfied with something, are not confident in themselves. A person who has visited such a site is automatically considered as a potential adept, then they try to establish contact with him by any means. There are whole departments of analysts, "soul catchers", psychologists working in social networks, where all the information about the alleged victim is posted — profession, hobbies, addictions, even dreams. All this becomes a hook that recruiters are caught on. Girls are mostly lured through dating sites, starting a correspondence and offering to meet in the future. I know from experience that an experienced recruiter, in order to get a victim to a meeting, only a few hours of intensive Internet correspondence are enough.
The remaining 20 percent are recruited through face-to-face communication. Dedicated adepts are given a task, they are sent to the regions, where they bypass people, conduct cautious conversations. And today, the victims of recruitment are not only young people, but even sophisticated citizens. Moreover, it is often people of high social or financial status who are interested in people of high age, and you can get more from them.

"Very rarely. Much more often, psychotropic drugs can be used, which are poured into tea, used in sprayers or injections. Some of these drugs cause suppression of the will and critical thinking as soon as they enter the body of the victim. By the way, it happens that a person is kidnapped, brought to the state of a cactus with these drugs, and then they go out to relatives with an offer to find their "lost" family member for a reward. This is from a series of how in the 90s a car was stolen, and then a psychic appeared, who allegedly found it, accurately indicating the place. There are substances that cause memory loss. A lot of girls, for example, stand on the highway from Rostov to Moscow and engage in prostitution. Most of them don't really remember what happened to them or how they ended up on the track. I will give an example from my own practice. In Moscow, in the area of one of the train stations, a girl was returning home from work, she was approached by two people in a uniform similar to the police. They asked for the documents and under some pretext were invited to the car. She went with them without a second thought, but the car was not a police car, but an ambulance. It confused her. Despite the resistance, she was still dragged into the car, given an injection in the neck, from that moment she did not lose consciousness, but turned, as they say, into a vegetable. The girl was saved only by the fact that in her belongings the kidnappers found a business card of the head of the security service of one company, who previously held a fairly high position in the police department. The kidnappers were afraid that the girl would be searched for, and pushed her out of the car. Who these people were, and remained unknown. I did not finish the case, because the girl's relatives, and she herself, were extremely frightened and refused to investigate further. But questions remained: someone provided those people with a uniform, a government car, and medicines. In all likelihood, the girl was intended to be introduced into a sphere where new victims are constantly required — sexual slavery. Girls who fall into this hell burn up very quickly-in two or three months, so kidnappings happen all the time. Especially sophisticated customers can order a girl of certain parameters — by age, body type, hair color, and it is by these parameters that she is stolen. Now, for example, I'm looking for a missing girl from Volgodonsk, who was allegedly abducted - under the order. Some time ago, she met a guy on the Internet, went to a meeting, was pushed into a car and taken away in an unknown direction. It's good that her friend saw her friend put in the car, there was at least some clue. It seems that the kidnappers were from Ingushetia.
Or another situation: in the Rostov region, a girl who was looking for a job disappeared. I also found an option on the Internet and went to an interview from Bataysk to Krasnodar. This, by the way, is a very important point for criminals — the victim, as a rule, is lured to another territory, to another region, so that the person is away from home, in an unfamiliar environment. As a result, the girl disappeared. I am almost one hundred percent sure that she was involved in an intimate business, since this kind of criminal activity is now very common in this region. Recently, cases of kidnapping of girls have become noticeably more frequent here. According to my data, they steal them in order to provide intimate services to workers engaged in the construction of Olympic facilities. Everything happens, as a rule, under the" roof " of law enforcement officers, so it is very difficult to get close to the problem. But if the girl fell into such a scheme, then there are two possible scenarios: either in a month or two she will be found, or the opportunity to find and save her is reduced to almost zero. This case is indicative not so much of the method of abduction, but of the inaction of the police. At first, the staff could not find the place where the girl went for a month, although a video camera at the train station recorded her departure. However, this obvious circumstance was at first not enough to initiate a search case, and then the Krasnodar police argued for a long time with the Rostov police, who of them should conduct the investigation. In the second month, a criminal case was finally opened, but the time was lost. No one even thought to involve employees of the relevant department to find out the IP address of the computer from which the correspondence with the missing person was conducted. I tried to search on my own, but it turned out that the site was deleted almost immediately after the girl disappeared. About two weeks after her disappearance, there was a call asking how much money her relatives were willing to give for her. They were ready to give 100 thousand rubles, but the kidnappers demanded 100 thousand dollars. Naturally, there was no such money, and the connection was stopped. I have dozens, if not hundreds, of such stories. And I know for a fact that kidnapping is the third most profitable business after the arms and drug trade.

— It is impossible to kidnap and keep a person on some territory for a long time without being noticed by law enforcement officers. This means that either the system does not work, or in some cases it is a "roof". After all, it is not necessary to kidnap yourself, you can just close your eyes, control and advise, knowing how the system works from the inside. For example, a student disappeared. Parents turn to the police, who sluggishly begins to search, takes the details of the girl's mobile phone, the parents. And then suddenly, from the number of the missing mother, an SMS message comes to the phone: "Mom, I'm fine, I'll call you back later." And so on several times during the month. Parents in the police say-well, you see, everything is in order, she just wanted an adult life, will walk up and come. By the way, I noticed that such a callback technique works and was created specifically for the police, whose employees often look for any grounds for making a decision to refuse to initiate criminal proceedings.
— How to reverse the situation?
- I am convinced that it is possible to correct the situation. And by the forces of civil society. Together with like-minded people, former employees of one of the elite special forces of the FSB, we are now working on creating a global database on missing persons. There are about 5 million of them in the country today. These are real figures, which are much more than what the official statistics give. The database will be filled at the expense of those who have lost relatives or friends, those who have any information, even the most insignificant, but want to help. In turn, we will track and systematize all cases of disappearances, combining them according to the signs of similarity of circumstances and thus identifying the main criminal directions. Now employees of one of the leading technical universities are working on the shell and structure of this database. We also plan to involve the church in the work. After all, in many places of the country there is practically no connection with the outside world, in some villages there is one computer at all. But many people go to church. I often post photos of the missing at the entrance to the temples with a description of the circumstances of their disappearance. There were cases when parishioners helped to find a missing person who lived in an abandoned house in a group of sectarians.
As part of the planned resource, we also want to create an online help for injured relatives, because for the first time after a person goes missing, they are in a confused state and do not know what to do or where to turn. As a rule, they do not go to the police immediately or do not go at all. People need support not so much in the face of law enforcement officers, but in the face of qualified experts who have been dealing with such cases all their lives. Unlike working in the Ministry of Internal Affairs, I am deprived of the opportunities that the state provides to the special services. I can not use special technical means, except for a voice recorder or a camera, I do not have the opportunity to use the databases of law enforcement agencies. There remains the good old detective, where everything is decided by the diligence of the operator, his ability to pay attention to small things, the ability to listen. At the same time, of course, I can not help but cooperate with the Ministry of Internal Affairs, since the law on private detective and security activities clearly states that if I became aware of data about someone missing or about a crime in general, I am obliged to inform the relevant authorities. It turns out to be a one-goal game. I collect information and pass it on to the investigation. And it is unlikely to get anything back from the Ministry of Internal Affairs. And I don't really need it — we think and work in completely different ways. For a very long time, I was looking for a scheme for how to achieve results without the help of the police, without special information. And I found it — you just need to fully look at the situation through the eyes of the victims. Sometimes it is enough just to ask the relatives of the missing person correctly and calmly, and everything becomes clear, because most of the kidnappings are carried out according to standard schemes.

— Without false modesty, I can say about myself that I can see not only the event itself, but also look a little deeper and further. You can call it deduction. I consider a crime as an act that a person consciously decides to commit. It, if we are talking about professional criminals, includes three phases: preparation, commission and concealment of traces. Criminology is a dynamically developing science, but it stands on four pillars: the ability to obtain information, accumulate it, analyze it, and implement it. All my work ultimately comes down to this formula. I strongly disagree with you that covid-19 does not exist. Me, my wife and son were ill in December 2020 (not pleasant enough). My uncle (my mother’s brother) died of covid in June 2020, and 51 days later in August, his wife (my aunt), my father died in October, and the second aunt died at the end of April 2021. All have lung damage of 75-85 percent. And I don’t understand what Trump and Biden have to do with it, and what they have to do with the disappearances, and even more so the search for our MISSING people. But in real life, any literary character has a very real prototype, and most often - several personalities, inspired by the peculiarities of which the author forms a unique image. The work of some of them was able to give them incredible respect in society and the informal title "Kings of Investigation." There were also quite a few interesting personalities among private detectives in Russia.
Early twentieth century
Detective agencies in Russia began to develop at the beginning of the twentieth century, but they did not fight too much for their official status. It was believed that the detective police have more potential: this is an authority that combines the police, detectives and the government. This approach had its advantages, smart and capable individuals came to work in such a respected industry. In 1863 he received the status of a detective of the highest category, and in 1866 became the head of the largest detective agency - the Directorate. He led it until his retirement, which he took with the rank of lieutenant general. He did not allow himself and his subordinates to violate the rules of professional ethics and became the standard of a true detective.
Arkady Koshko initially followed a path closer to the police, he graduated from a military school, where he had the opportunity to study the history of detective activity abroad. Faced with the fact that there were no real agencies in his native state, he went to work in Riga, but after 12 years he returned to Moscow, where he headed the detective police. He was also engaged in scientific research, becoming one of the pioneers of forensic science in Russia. Thanks to his work, a new system for recognizing criminals was introduced, which included a detailed description of both their appearance and fingerprints, which made it possible to create a detailed card index of offenders.
Thus, we have the right to assert that the detective agencies in Russia, although they were not formally existing, were in fact actively developed with the help of such talented and hardworking people.

Boring detective

Rosgvardiya has published an order for anti-corruption and public expertise, which debunks many romantic myths about private detectives. This profession is relatively new for Russia, and the public knows about it mainly by hearsay - from films and books, often foreign.

The work of a private investigator does not only promise loneliness. It is also associated with prohibitions and restrictions.

The new document, in fact, puts the dots on the " I " in the most intriguing question: what a private detective has the right to do and what he is strictly prohibited from doing. The order approves the standard program of professional training of private detectives. And, as you know, they teach you exactly what you have to do.
The program was developed in accordance with the Law "On Private detective and Security activities in the Russian Federation", adopted in 1992. Then there were many different amendments, additions and clarifications. But fans of the action movies will be very disappointed - the cinematic Colonel Gurov is in many ways strikingly different from the Russian licensed detective.
Most importantly, our detective is strictly forbidden to independently pursue a criminal with a weapon, detain someone, especially to shoot to kill. He can use weapons only on the same grounds as any Russian citizen - for hunting, sports shooting and self-defense. But as a detective "on duty" - no.
The functions of Russian private detectives, as a rule, are reduced to the collection and processing of information, obtaining certificates. They can search for possible heirs of a deceased relative, study potential competitors or partners of their client, and search for missing people.
Detectives have to work in the archives, to conduct a long and complex correspondence. Private detectives are instructed to identify office thieves, insiders, "sent Cossacks" from competitors.
But if in the course of the investigation entrusted to him, he suddenly reveals the fact of murder, robbery, then he is obliged to inform the police. And to continue the investigation only with the permission of the police.
There are "delicate" assignments, for example, about identifying adultery. Not all detectives are taken for " sex " - there is a risk of being accused of disclosing personal information, penetration into private life. Especially if the detective uses prohibited means of tracking and fixing, all sorts of"bugs". And this is already a criminal article. Our Pinkerton can lose his freedom for eight years if something goes wrong.
Based on all this, the specialists of Rosgvardiya devoted most of their time to training future detectives in legal training - 40 hours. For tactical and special training - 30 hours. For technical and psychological training-10 hours, first aid - 8 hours. And then the final certification - two hours. After that, if everything went well, the applicant receives a license for private detective work. In total, the study will take 100 hours.
This training process will be controlled by the units of the licensing and licensing service of the Rosgvardiya. By the way, the list of classes on tactical and special training gives the most complete idea of what a private detective can do in Russia. This includes collecting information on civil cases on a contractual basis with participants in civil proceedings, market research, collecting information for business negotiations, identifying non-creditworthy or unreliable business partners, establishing the circumstances of illegal use of trademarks, service marks and brand names in business activities, unfair competition, as well as disclosure of information constituting a trade secret.
In addition, the clarification of biographical and other personal data about individual citizens, but-with their written consent when they conclude employment and other contracts. Also - search for missing citizens, search for property lost by citizens or enterprises, institutions, organizations.

Private detectives will help entrepreneurs gather information for business negotiations.

Not everyone can officially engage in private investigation in Russia. A number of important conditions cannot be circumvented. So, the future detective should not have mental disorders, alcohol and drug addiction. He must have a legal secondary or higher education or service experience in law enforcement agencies. Again, you need an impeccable reputation and a "clean" biography-without convictions for a deliberate crime, without dismissals from public service due to discrediting circumstances. And, of course, no investigative or judicial proceedings, even if incomplete, at the moment. The license is issued for five years, but the detective will still have to submit an annual medical certificate on the absence of mental illness and drug and alcohol addiction. By the way, he may not be able to renew his license if during the inspection it turned out that his activities threaten the safety of citizens. That is, the detective tried to use force to encourage his interlocutors to be frank. And this is unacceptable. After all, a private detective for an ordinary citizen is not an official representative of the government, we are not obliged to answer something to him, especially to provide assistance. I want to-I talk to this person, no-means no. Even a private security guard at his facility has more options, at least he has the right not to let a person who seemed suspicious to him, say, into a store, club or office.
There is clearly an anti-corruption measure in the legislation. If a candidate for detective has served in a body that controls or performs licensed work, then he will also not be issued a license until the expiration of the one-year period from the date of dismissal. That is, the former employee will not be able to issue any license to himself.
In addition, a private investigator must register as a private entrepreneur with all the resulting obligations, including tax. He must agree on all his intended actions in the contract with the client.
