First impression
Everything is clear with the Georgian police in Moscow. To arrange my arrival, a RIA Novosti correspondent called the head of the information and analytical department of the Ministry of Internal Affairs, Shota Utiashvili. He instantly agreed, showing the famous Caucasian hospitality and emphasized democracy. To my weak attempts to send the Georgians an official letter on the letterhead of the editorial office, Utiashvili answered that such a letter is not necessary and that you can come at any time.
In Tbilisi, the very first people polled spoke about the updated police exclusively in enthusiastic tones. So, an elderly taxi driver Zurab noted that the modern police in Georgia can not be compared with what was in the country before. “Before, bribes were extorted at every turn, for nothing, just for travel. And now you go to Batumi or Poti at least during the day, at night - no one will stop if you do not break. Well, if you break - be kind to answer. And God forbid to offer a bribe - handcuffs at once, ”the taxi driver said.
Surkhan, a young employee at the hotel, is also pleased with the police: “They have become very polite. They will see a drunk on the street - they will put him in a patrol car. But they’re not being taken to the detoxification center, but to their home. ”
"Agency of good deeds"
A broken asphalt road leads from Tbilisi to the city of Rustavi, on the Azerbaijani border. The director of the agency Levan Sanadze does not give the impression of a swaggering civil servant, but the director of a prosperous client-oriented company with all his requests. Levan comes out to a meeting with a RIA Novosti correspondent in a pink shirt, in which he usually plays for the agency - he has no time to sit in his office.
He also argues as a manager - he boasts that he managed to sell 42 license plates for 10 thousand lari (6 thousand dollars) - that’s exactly the number of seven identical numbers or with the name of the owner or his beloved woman. Sanadze did not conceal the fact that the agency does not receive a dime from the budget, earning everything on its own. “Our main task is for a person to leave us happy,” said the head of the agency at the end of the meeting.
A small exit poll showed that customers really leave satisfied - especially those who remember the old Georgian police well or who came from neighboring republics and can compare.
For example, you can clear up a car brought in from Germany, register it, and get the numbers in just 15 minutes. The main secret of such efficiency is that everything is computerized. “We calculated: the information needed for customs clearance and registration is repeated by 70%. Thus, why fill in the same thing two times, ”Sanadze said.
In addition, agency clients do not fill in anything by hand. They do not need to bring documents from other departments “on paper” —operators get them via the Internet. Here you can pay a fine for late customs clearance and pay off tax arrears - you do not need to run around the offices of the relevant ministries, their representatives have offices in the agency.
The sale of beautiful numbers, which are so valued in the Caucasus, has been put on stream, and the proceeds go directly to the state. Levan himself, by the way, drives a Pajero with very modest numbers from an arbitrary combination of letters and numbers. And without flashing lights at all.
Passing a theoretical examination for rights also passes through a computer. Moreover, you can take it not only in the languages used in Georgia, but also its neighbors, including Russian and Turkish. Surrender passes anonymously - the examiner is assigned an identification number.
In case of failure, the applicant may come for a retake within a week. If he passes the theory successfully, then he can immediately go for driving. On the same day, he can get ready rights, and without any bribes. The "grabber" option is knowingly unprofitable - the agency punishes such "pranks" very severely. During the three years of the agency’s work, five people were fired from there, three of whom went to the bunk for 8-10 years for bribes of $ 100-150.
However, in this work there is not only a whip, but also a very tangible gingerbread. The salary of employees was raised to 600-700 dollars, which is much more than the average salary in Georgia. It is clear that the police are holding fast to their places.
Corruption and traffic police canceled at the same time
The second important know-how of the Georgian police is the abolition of the traffic police as such. “It was from the traffic police that corruption grew. Why is the police in all the former Soviet republics so corrupt? Because everywhere from the time of the USSR there was a traffic police, ”said the head of the Georgian Ministry of Internal Affairs and the main inspirer of the reform of the Ministry, Ivane Merabishvili.
And although his thesis can be considered controversial, however, the fact remains that corruption and the traffic police in the Georgian police were canceled at the same time. At 10 pm I board the brand new Skoda Octavia, senior lieutenants Levan Chologauri and George Svanidze, their night shift has just begun. This time Levan is driving, but in fact they don’t have a senior - they are equal. This, as well as the fact that the patrols are constantly shuffling, is the guarantee that there is no desire between co-workers to cover each other's possible illegal affairs.
The patrol’s job is to drive along the “square” assigned to it, into which all the districts of the city are divided, and respond to what they have seen, as well as to the calls of citizens by phone 002. You can also call the same phone in an accident - not only its participants call but also just witnesses. Police are required to arrive at the scene of an accident or incident in 5 minutes. Given the fact that the car is always in its rather small square, this is quite real.
“The robbers also know this,” Levan does not hide his pride. “They also know that we will not arrive in an hour or in the old tarateka, but quickly and in a good car.” Therefore, robberies have become much less. " “Now we are more often called if the kitten climbed a tree or if the husband didn’t come home for the night,” adds George.
So this night, "no luck" - nothing happens anywhere. Levan and George go around problem areas - some kind of park, in the bushes of which bad things can happen, as well as a lake and a street with restaurants. Everywhere is calm, although there are a lot of people on this summer night. However, the very presence of a police car reminds vacationers that it’s not worth breaking.
Finally I'm lucky. At a crossroads, patrolmen notice a Volkswagen with spread wheels. Levan gets out of the car, politely finds out from the driver that the ball has collapsed, puts a warning sign on the road and calls a tow truck.
In the reform of the Georgian Ministry of Internal Affairs, an important place was occupied by changes in the Police Academy - a forge of future guards of the order of a new model.
To begin with, future academy cadets must withstand a serious competition - 30-50 people per seat. Such popularity in itself speaks of the prestige of working in the police. Moreover, young people are coming here, apparently, not out of anticipation of "left" income, as in many other CIS republics. Students interviewed by RIA Novosti correspondent utterly uttered high words about the need to serve their homeland and society.
Training does not last long, 7-8 weeks - in fact, cadets during this time have time to learn only the basics, and everything else comes with practice. It is curious that before the reform, cadets studied for four years. “During this time, police officers studied disciplines they did not need, like physics,” said Shota Utiashvili, head of the information and analytical department of the Georgian Ministry of Internal Affairs. “Now we take to the police only with higher education, so we no longer need to teach general subjects to students.”
An important role in the training is played by an interview with psychologists and tests for psychological stability and intelligence. Only applicants with an IQ above average are taken to the police. There were cases when they didn’t hire a cadet who was suitable by all criteria and successful in studies, but not psychologically stable enough, the head of the Academy’s training department, Madelena Khelashvili, told RIA Novosti.
The Georgian Police Academy existed before, before the reform, since the 90s. According to the director of the Academy, Khatia Dekanoidze, during the reform, the teaching staff of the academy was radically renewed - they say that they got rid of corrupt teachers who helped to enter and study for bribes. We also got rid of those whose knowledge is out of date.
Barrels of tar
It would seem that the replacement of veterans by beginners and a sharp reduction in the training time at the Police Academy should have led to a sharp drop in the professional level of the police. But this did not happen.
“The professionals who worked under Shevarnadze (before the Rose Revolution of 2003) - there were few of them in those days - remained,” admits Nika Laliashvili, one of the critics of the reform of the Ministry of Internal Affairs, deputy head of the opposition faction of the Christian Democrats in the Georgian parliament. - Maybe they do not occupy key positions, but they are in important positions. So in general, we can say that now professionals work in the police. ”
The opposition claims are completely different. According to Laliashvili, with the unification of the Ministry of Internal Affairs and the Ministry of State Security, law enforcement agencies acquired the functions of a political police. He recalls examples of the dispersal of opposition rallies in Tbilisi using rubber bullets forbidden at that time.
And in the regions of Georgia, Nika Laliashvili claims, there were precedents when people whose children have problems with the law were threatened that "if they do not vote for a particular party, then their sons will go to prison." “There are cases when people are being processed: you have a business in which everything is not clean, but we supposedly will close our eyes if during the elections you do this and that,” the opposition official says.
Another problem is the total listening of phones. The legislative framework in order to take authorization to wiretap is so simplified that "any operative can do it," says Nika Laliashvili. “You take any criminal case and take to the court a list of telephones that you supposedly need to listen to for the investigation,” the deputy describes the procedure. “You can attach at least one hundred phone numbers to the case.” There are no cases in which a judge denies sanctions. “A judge is a person who is now afraid of everyone: a policeman, a prosecutor, political bosses. The only one he is not afraid of is a Georgian citizen, ”concludes Laliashvili.
At an average and low level, corruption and “protection” of business by the Ministry of Internal Affairs are excluded, the politician admits. “But now in Georgia, the power structures are so powerful that, willingly or not, business submits to them. They can order him almost everything, ”he says. - Not a single businessman, despite the fact that many have open sympathies for some opposition parties, dares not give one cent. And in funds associated with the government and the party, if the government wants it, they will "gladly" make a contribution. "
The well-known lawyer and human rights activist Gela Nikolaishvili agrees with the deputy. “If the police on the street stopped taking bribes, this does not mean that corruption has been eradicated. Corruption has become more centralized, elitist. He cited an example of a system of fines that replaced corruption in the courts: if previously a person paid off a judge with a bribe, now he pays a fine to the state budget, from which a judge and the police receive bonuses. “The fact that the Ministry of Internal Affairs was turned into a powerful vertical is right,” says the lawyer. “Another thing is that people at the top of this vertical often use it in their political and business interests.”
The reformers turned Georgia into a police state, said human rights activist Nikolaishvili and cites yet another proof: the number of prisoners in Georgian prisons in prisons over the years of Saakashvili’s rule has grown five-fold - from 6 to 30 thousand. About 50 of them, the human rights activist believes, in fact, political prisoners - they became victims of their own political activity. At the same time they were convicted of criminal charges - officially, dissent in Georgia, of course, is not prosecuted.
"Yes, we have filled our prisons and are building new ones. But who are all these people (who are sitting there)? These are the same thieves and street crime who did not manage to escape to Russia to you," the Georgian head said in an interview with RIA Novosti Ministry of Internal Affairs Ivane Merabishvili.
The minister also said that in today's Georgia there is no racket and organized crime, people and cars are not kidnapped, and over the past 4-5 years there has not been a single contract murder. “If you call this a police state, I’m proud that a police state has been built in Georgia,” Merabishvili summed up.

Первое впечатление
Все понятно с грузинской полицией становится еще в Москве. Чтобы договориться о моем приезде, корреспондент РИА Новости позвонил начальнику информационно-аналитического департамента МВД Шоте Утиашвили. Тот моментально согласился, проявив знаменитое кавказское гостепреимство и подчеркнутую демократичность. На мои слабые попытки прислать грузинам официальное письмо на бланке редакции Утиашвили ответил, что такое письмо не нужно и можно приезжать в любой момент.
В Тбилиси первые же опрошенные горожане отзывались об обновленной полиции исключительно в восторженных тонах. Так, пожилой таксист Зураб отметил, что современную полицию в Грузии никак нельзя сравнивать с тем, что в стране было раньше. «Раньше взятки вымогали на каждом шагу, ни за что, просто за проезд. А сейчас едешь до Батуми или Поти хоть днем, хоть ночью - никто не остановит, если не нарушаешь. Ну, а если нарушаешь - будь добр отвечать. И не дай бог взятку предложить - наручники сразу», - сказал таксист.
Доволен полицией и молодой работник отеля Сурхан: «Очень вежливые стали. Пьяного увидят на улице - посадят в патрульную машину. Но не в вытрезвитель отвозят, а домой».
"Агентство добрых дел"
От Тбилиси до города Рустави, что у азербайджанской границы, ведет разбитая асфальтовая дорога. Проносятся пустые, бывшие колхозные поля, пасутся козы, стоят обшарпанные автозаправки местных фирм и красивые новые АЗС известной российской нефтяной компании. Навстречу едут старые машинки еще советского производства и навороченные современные джипы.
С серых панельных девятиэтажек начинается сам Рустави. Здесь находится главный офис Сервисного агентства - предмета гордости авторов полицейской реформы. Его современные здания на общем фоне смотрятся просто инопланетно.
В Сервисное агентство выведены все услуги, оказываемые полицией. В ее офисах можно сдать на права, растаможить машину, получить на нее номера и оформить техпаспорт. Там же можно получить разрешение на оружие и справку об отсутствии судимости.
Директор агентства Леван Санадзе производит впечатление не чванливого госслужащего, а директора процветающей фирмы, ориентированной на клиента со всеми его запросами. На встречу с корреспондентом РИА Новости Леван выходит в розовой рубашке, в которой обычно фланирует по агентству - в кабинете ему сидеть некогда.
Рассуждает он тоже как менеджер – хвастается, что ему удалось продать 42 автомобильных номера за 10 тысяч лари (6 тысяч долларов) - именно столько стоят номера из семи одинаковых цифр или с именем владельца или его любимой женщины. Не утаил Санадзе и того, что агентство не получает из бюджета ни копейки, зарабатывая все самостоятельно. «Наша главная задача – чтобы человек от нас уходил счастливым», - произнес под конец встречи руководитель агентства.
Небольшой опрос на выходе показал, что клиенты действительно уходят довольными - особенно те, кто хорошо помнит старую грузинскую полицию или кто приехал из соседних республик и может сравнивать.
Например, растаможить пригнанную из Германии машину, поставить ее на учет и получить номера можно всего за 15 минут. Главный секрет подобной оперативности - в том, что все компьютеризировано. «Мы посчитали: информация, нужная для растаможки и постановки на учет, повторяется на 70%. Таким образом, зачем два раза заполнять одно и то же», - сказал Санадзе.
Кроме того, клиенты агентства ничего не заполняют от руки. Документы из других ведомств им не нужно приносить «на бумажных носителях» - операционистки получают их через интернет. Здесь же можно заплатить штраф за несвоевременную растаможку и погасить задолженность по налогам – для этого не надо бегать по офисам соответствующих министерств, их представители имеют кабинеты в агентстве.
Торговля красивыми номерами, котрые так ценятся на Кавказе, поставлена на поток, а доходы от этого идут напрямую государству. Сам Леван, кстати, ездит на «Паджеро» с весьма скромными номерами из произвольной комбинации букв и цифр. И вовсе без мигалок.
Сдача теоретического экзамена на права тоже проходит через компьютер. Причем сдавать можно не только на языках, используемых в Грузии, но и ее соседей, в том числе русском и турецком. Проходит сдача анонимно - экзаменуемому присваивается идентификационный номер.
В случае провала претендент может прийти на пересдачу уже через неделю. Если теорию он сдает успешно, то сразу может идти на вождение. В тот же день может получить готовые права, причем без каких бы то ни было взяток. "Взяточный" вариант заведомо убыточен - за такие "шалости" в агентстве наказывают очень строго. За три года работы агентства оттуда были уволены пять человек, трое из которых за взятки в 100-150 долларов отправились на нары на 8-10 лет.
Впрочем, в этой работе присутствует не только кнут, но и весьма ощутимый пряник. Зарплату сотрудников подняли до 600-700 долларов, что сильно больше средней зарплаты в Грузии. Понятно, что полицейские за свои места держатся крепко.
Коррупцию и ГАИ отменили одновременно
Второе важное ноу-хау грузинской полиции - отмена ГАИ как таковой. «Именно из ГАИ и росла коррупция. Почему милиция во всех бывших советских республиках такая коррумпированная? Потому что везде со времен СССР осталось ГАИ», - уверен глава МВД Грузии и главный вдохновитель реформы министерства Иванэ Мерабишвили.
И пусть его тезис можно считать спорным, однако факт остается фактом – коррупцию и ГАИ в грузинской полиции отменили одновременно. МВД Грузии вообще обновили на 85%. Корреспондент РИА Новости очень хотел пообщаться с бывшими полицейскими, однако все они как один под разными предлогами от встречи отказались.
Теперь функции дорожной полиции выполняет специальная Патрульная служба. В кустах, как некоторые коллеги из сопредельных стран, никто не прячется, но на опасных или сложных местах дороги патрули тоже стоят - чтобы, как подчеркивают в грузинском МВД, «помогать гражданам в сложных случаях». Патрульной службе также переданы функции, которые в России выполняют ППС.
В 10 вечера я сажусь в новенькую «Шкоду Октавию» старших лейтенантов Левана Чологаури и Георгия Сванидзе, их ночная смена как раз началась. В этот раз за рулем сидит Леван, но вообще-то старшего у них нет - они равны. В этом, а также в том, что составы патрулей постоянно тасуют, и есть залог того, что между сослуживцами не возникает желания покрывать возможные противозаконные дела друг друга.
Работа патруля состоит в том, чтобы ездить по назначенному ему «квадрату», на которые разбиты все районы города, и реагировать на увиденное, а также на звонки граждан по телефону 002. По этому же телефону можно позвонить при ДТП - звонят не только его участники, но и просто свидетели. Приехать на место аварии или происшествия полицейские обязаны за 5 минут. С учетом того, что машина всегда находится в своем довольно небольшом квадрате, это вполне реально.
«Знают это и грабители, - не скрывает гордости Леван. – Знают они и то, что мы приедем не через час и не на старой таратайке, а быстро и на хорошей машине. Поэтому и грабежей стало значительно меньше». «Теперь нас чаще вызывают, если котенок на дерево залез или если муж домой ночевать не пришел», - добавляет Георгий.
Вот и в эту ночь "не везет" - нигде ничего не происходит. Леван с Георгием объезжают проблемные места - какой-то парк, в кустах которого может случиться нехорошее, а также озеро и улицу с ресторанами. Везде спокойно, хотя людей в эту летнюю ночь немало. Однако само присутствие полицейской машины напоминает отдыхающим, что нарушать не стоит.
Наконец мне везет. На перекрестке патрульные замечают «Фольксваген» с разъехавшимся колесами. Леван выходит из машины, вежливо выясняет у водителя, что у того развалилась шаровая, ставит на дороге предупредительный знак и вызывает эвакуатор.
В реформе грузинского МВД важное место занимали изменения в Полицейской академии - кузнице будущих стражей порядка нового образца.
Для начала будущим курсантам академии надо выдержать серьезный конкурс – 30-50 человек на место. Такая популярность уже сама по себе говорит о престиже работы в полиции. Причем идет молодежь сюда, судя по всему, не из предвкушения «левых» доходов, как во многих других республиках СНГ. Опрошенные корреспондентом РИА Новости студенты на полном серьезе произносили высокие слова о необходимости служить родине и обществу.
Обучение идет недолго, 7-8 недель – по сути, курсанты за это время успевают изучить только азы, а все остальное приходит с практикой. Любопытно, что до реформы курсанты учились четыре года. «За это время полицейские обучались дисциплинам, им не нужным, вроде физики, - говорит руководитель информационно-аналитического департамента МВД Грузии Шота Утиашвили. – Теперь мы берем в полицию только с высшим образованием, поэтому общеобразовательным дисциплинам студентов учить уже не надо».
Важную роль в обучении играет собеседование с психологами и тесты на психологическую устойчивость и интеллект. В полицию берут только претендентов с IQ выше среднего. Бывали случаи, когда на работу не брали курсанта, подходящего по всем критериям и успешного в учебе, но недостаточно психологически устойчивого, рассказала РИА Новости начальник учебного управления Академии Мадлена Хелашвили.
Грузинская полицейская академия существовала и раньше, до реформы, еще с 90-х годов. По словам директора Академии Хатии Деканоидзе, во время реформы преподавательский состав академии обновили кардинально – здесь говорят, что избавились от коррумпированных преподавателей, помогавших поступать и учиться за взятки. Избавились попутно и от тех, чьи знания устарели.
Бочки дегтя
Казалось бы, замена ветеранов новичками и резкое сокращение сроков обучения в Полицейской академии должно было привести к резкому падению профессионального уровня полиции. Но этого не случилось.
«Профессионалы, которые работали при Шеварнадзе (до "революции роз" 2003 года), - их было мало и в те времена - остались, - признает Ника Лалиашвили, один из критиков реформы МВД, замруководителя оппозиционной фракции христианских демократов в грузинском парламенте. - Может быть, они не занимают ключевых позиций, но они на ответственных постах. Так что в целом можно сказать, что сейчас в полиции работают профессионалы».
Претензии у оппозиции совсем другие. По словам Лалиашвили, с объединением МВД с министерством госбезопасности правоохранительные органы приобрели функции политической полиции. Он вспоминает примеры разгона оппозиционных митингов в Тбилиси с применением запрещенных на тот момент резиновых пуль.
А в регионах Грузии, утверждает Ника Лалиашвили, были прецеденты, когда людям, чьи дети имеют проблемы с законом, угрожали, что «если они не проголосуют за определенную партию, то их сыновья попали в тюрьму». «Есть и случаи, когда людей обрабатывают: у тебя есть бизнес, в котором не все чисто, но мы, мол, закроем глаза, если во время выборов ты сделаешь вот это и это», - утверждает оппозиционер.
Еще одна проблема – тотальное прослушивание телефонов. Законодательная база для того, чтобы взять санкцию на прослушку, настолько упрощена, что это «может сделать любой оперативник», утверждает Ника Лалиашвили. «Берешь любое уголовное дело и относишь в суд список телефонов, которые для следствия якобы надо прослушивать, - описывает депутат процедуру. - К делу можно прикрепить хоть сто телефонных номеров». Случаев, когда бы судья отказал в санкции, ему не известно ни одного. «Судья - это человек, который сейчас боится всех: полицейского, прокурора, политических боссов. Единственный, кого он не боится, - это гражданин Грузии», - резюмирует Лалиашвили.
На среднем и низком уровне коррупция и "крышевание" бизнеса со стороны МВД исключены, признает политик. «Но сейчас в Грузии силовые структуры такие мощные, что волей-неволей бизнес подчиняется им. Они могут приказать ему практически все, - говорит он. - Ни один бизнесмен, несмотря на то, что у многих есть открытые симпатии к каким-нибудь оппозиционным партиям, не посмеет дать и один цент. А в фонды, связанные с правительством и партией, если это будет угодно правительству, они "с радостью" сделают взнос».
С депутатом согласен и известный адвокат и правозащитник Гела Николаишвили. «Если полицейские на улице перестали брать взятки, это не означает, что коррупция искоренена. Коррупция стала более централизованной, элитарной. Он привел в пример систему штрафов, которые заменили коррупцию в судах: если раньше человек откупался от судьи с помощью взятки, то теперь он платит штраф в государственный бюджет, из которого судья и полиция получает премии. То есть форма стала цивилизованной, а суть осталась прежней.
«То, что МВД превратили в мощную вертикаль - это правильно, - замечает адвокат. - Другое дело, что люди на верху этой вертикали часто используют ее в своих политических и деловых интересах».
Реформаторы превратили Грузию в полицейское государство, считает правозащитник Николаишвили и приводит еще одно доказательство: число заключенных в грузинских тюрьмах в тюрьмах за годы правления Саакашвили выросло в пять раз - с 6 до 30 тысяч. Около 50 из них, считает правозащитник, по сути, политзаключенные - они стали жертвами собственной политической активности. При этом осудили их по уголовным статьям - официально инакомыслие в Грузии, конечно, не преследуется.
"Да, мы заполнили наши тюрьмы и строим новые. Но кто все эти люди (которые там сидят)? Это те самые воры в законе и уличная преступность, которая не успела к вам в Россию сбежать", - отметил в интервью РИА Новости глава грузинского МВД Иванэ Мерабишвили.
Министр также сказал, что в сегодняшней Грузии нет рэкета и организованной преступности, не похищают людей и машины, а за последние 4-5 лет не было ни одного заказного убийства. «Если это называть полицейским государством, то я горжусь, что в Грузии построено полицейское государство», - подытожил Мерабишвили.

Реальный материал! Грузинам, а точнее их "кураторам", по справедливости, надо отдать должное - воров загнали за 5 минут. Дописали статью в УК и все. В Союзе такие попытки предпринимались последний раз, по-моему, в 70-х и то закончились ничем, а в "Джорджии" сейчас свой "Белый Лебедь", забитый "мурчащими" под завязку, а те из "законников" кому посчастливилось не угодить в этот казенный дом, теряются на просторах других республик наше многострадальной Родины и пытаются делать погоду там, где нет политической воли "дать по ушам" авторитетам от братвы.
