Но программа покажет максимум город либо страну и провайдера который предоставил этот IP-адрес. Дальше вам не удастся выяснить ничего. Полиция просто посылает запрос провайдеру на что он обязан выдать этого абонента с потрохами.
Гораздо проще действовать по методу Шерлока Хомса: "Если хочешь узнать кто совершил преступление- смотри кому это было выгодно." Я например, в большинстве случаев могу предугадать кто скрывается за пустой картинкой в фейсбуке, остальное можно вычислить методом индукции- о чем пишет, что спрашивает. Если только вы не известная личность, то вычислить можно и таким образом.
